Pursuant to Section 39 of the Special Charter of the City of Vicksburg that
describes the duties specified only to the Mayor of the city, I am appointing a
Vicksburg Municipal Airport Professional Service Committee to evaluate
proposals and recommend engineering services to the Board of Mayor and
Aldermen.

interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Omicron Rho Lambda Educational
Foundation of Alpha Phi Alpha Fraternity in the amount of $750.00 for the 31st
Annual Martin Luther King Scholarship Breakfast. The City is authorized pursuant
to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972.
D. ID-19-1200 Approve request for advertisement in the amount of $2,000.00 from
Shonna Morton for their 4th Annual New Year's Eve Masquerade Ball
hosted by the David L. Hubbard Foundation pursuant to Section 17-3-1
and Section 17-3-3 of the Mississippi Code (Mayor's Discretionary Funds)

amount of $500.00 for its Vicksburg Night at the Mississippi Symphony. The City is
authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972.
H. ID-19-1201 Approve request from Lifting Lives Ministries for matching funds in the
amount of $10,000.00 pursuant to Section 21-19-65 of the Mississippi
Code

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve allocation of funds in the amount of $10,000.00 to
Lifting Lives Ministries. The City is authorized pursuant to Section 21-19-65 of the
Mississippi Code of 1972, as amended for matching funds for social and
community service programs and the City is matching these funds.
I. ID-19-1202 Approve request from Community Council of Warren County for allocation
of funds in the amount of $35,000.00 for the frail elderly in the City of
Vicksburg and Warren County pursuant to Section 43-9-47 of the
Mississippi Code ($17,500.00 in November 2019 and $17,500.00 in
December 2019)

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve allocation of funds in the amount of $35,000.00
($17,500.00 in November 2019 and $17,500.00 in December 2019) to Community
Council of Warren County. The City is authorized pursuant to Section 43-9-47 of
the Mississippi Code for authority municipality to match federal funds for any
assistance programs for aged persons in the City of Vicksburg and Warren
County.

Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of October 2019 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting.
B. ID-19-1196 Approve Municipal Compliance Questionnaire for Year Ending September
30, 2019
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Municipal Compliance Questionnaire for
Year Ending September 30, 2019. The motion was adopted unanimously by the
following vote:

C. ID-19-1219 Accept Recommendation of Consultant Selection Committee that the City
begin contract negotiations with Barge Design Services, Inc. for
professional services for the Vicksburg Municipal Airport
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to accept Recommendation of Consultant Selection
Committee that the City begin contract negotiations with Barge Design Services,
Inc. for professional services for the Vicksburg Municipal Airport. The motion was
adopted unanimously by the following vote:

D. ID-19-1210 Adopt an Ordinance to Amend Ordinance 71-8, as Amended, the Zoning

H. ID-19-1220 Authorize Mayor to execute Challenge Partnership Agreement Between

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Challenge Partnership
Agreement Between The Department of the Army and The City of Vicksburg. The
motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustment - Community Service (1) and Pay
Adjustments - Parks & Recreation (23).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment - Community Service (1) and
Pay Adjustments - Parks & Recreation (23).
The Mayor and Aldermen are now in executive session.
