On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from The Vicksburg Post for Vicksburg Living
Magazine (six issues) in the amount of $2,550.00. The City is authorized pursuant
to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972.

the month of September 2019 as follows: Fisher Funeral Home - $1,000.00;

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to authorize the Mayor to execute Pre-Application for
Airport Layout Plan Update. The motion was adopted unanimously by the

Mayor Flaggs recused himself from the Board Meeting.

The City Clerk presented the Docket of Claims numbering 1645-1647 and
154728-157624.
On motion of Mayor Pro-tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve the Claims Docket. The motion
was adopted unanimously by the following vote:
Aye: 2- Alderman Mayfield, and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs
Mayor Flaggs returned to Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr.
Executive Session:
Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustments - Police Department (4); Longevity
Pay - Administration (1); Suspension - Fire Department (1); Termination -
Cemetery (1); Termination - Administration (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustments - Police Department (4);
Longevity Pay - Administration (1); Suspension - Fire Department (1); Termination
- Cemetery (1); Termination - Administration (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Walter W. Osborne, Jr. - City Clerk, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Leroy
Thomas - North Ward Alderman’s Administrative Assistant, Kelsey Connor -
Human Resource Administrative Assistant, Joseph Stubbs - Police Officer.

A. ID-19-1273 Pay Adjustments - Police Department (4)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustments: of a Patrol Officer from
$21.45 per hour to an Acting B-Watch Commander at $22.20 per hour, effective
October 25, 2019. Officer will be serving as Acting Watch Commander on B-Watch
while Sergeant Torin Nailor is out on Military Leave. Officer is entitled to an
additional .75 cents per hour while serving in this capacity; a Patrol Officer from
$17.18 per hour to $17.38 per hour, effective November 2, 2019. Officer is entitled
to an additional .20 cents per hour for ten (10) years of service; a Patrol Officer
from $17.18 per hour to $17.38 per hour, effective November 2, 2019. Officer is

entitled to an additional .20 cents per hour for ten (10) years of service; a Patrol

Officer is entitled to an additional .20 cents per hour for ten (10) years of service
in the Police Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-19-1274 Longevity Pay - Administration (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Longevity Pay of an Information Specialist from
$12.09 per hour to $12.17 per hour. Employee is entitled to an additional .08 cents

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Firefighter, effective
immediately in the Fire Department. Employee is in violation of the City of
Vicksburg's Arrest Policy. Employee was arrested on September 24, 2019,
following a motor vehicle accident. The motion was adopted unanimously by the
following vote:

D. ID-19-1276 Termination - Cemetery (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Termination of an Equipment Operator,
effective November 1, 2019 in the Cemetery Department. Employee is currently
on Medical Leave and cannot return to work per his doctor. Employee has
exhausted his FMLA Leave and it has been determined that his position has to be
filled. The motion was adopted unanimously by the following vote:

E. ID-19-1277 Termination - Administration (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor

25, 2019 in Administration. Employee was hired as a bus driver and possesses a
CDL license, but has not been able to obtain the necessary certification needed
to drive the bus. The motion was adopted unanimously by the following vote:
