Monsour, Jr., Alderman Friday, November 8, 2019 10:00 AM Robert M. Walker Building 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Michael A. Mayfield, Sr. Pledge of Allegiance was led by Alderman Alex J. Monsour, Jr. 2. Roll Call Also Present: Walter W. Osborne, Jr., City Clerk Tasha W. Jordan, Deputy City Clerk Present: 3 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: 4. Adopt Agenda On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Agenda as printed. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Recognitions: Pursuant to Section 39 of the Special Charter of the City of Vicksburg that describes the duties specified only to the mayor of the city, I am appointing a committee to evaluate proposals for the development of the former Kuhn Hospital site. The members of this committee will include: Community Development Director Jeff Richardson Finance and Administration Director Doug Whittington City Attorney Nancy Thomas Fire Chief Craig Danczyk Housing Director Gertrude Young and Resell Williams A. ID-19-1322 Senior Center Ambassador for the Month of November 2019 Jennifer Harper came before the Board and presented Donna Tingle as the Senior Ambassador for the month of November 2019. The Mayor and Aldermen thanked Ms. Tingle as Ambassador for November 2019. Approval of Consent Agenda Items: On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Approval of Consent Agenda Items:. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-19-1327 Approve request from Church of the Holy Trinity: 1. Permission to hold Bazaar and Craft Show on November 21, 2019 from 10:00 a.m. - 2:00 p.m. 2. Temporarily close South and Monroe Streets in the area identified on the map attached through use of barricades 3. ID-19-1325 Approve request for advertisement in the amount of $10,000.00 from City of Vicksburg Page 1 Printed on 12/2/2019 Board of Mayor and Aldermen Minutes - Final November 8, 2019 Women in Higher Education Mississippi Network (WHEMN) Conference pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: WHEMN Advertisement Mayor Flaggs stated that purchasing an advertisement from Women in Higher Education Mississippi Network (WHEMN) will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Women in Higher Education Mississippi Network (WHEMN) in the amount of $10,000.00 for their conference. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972. C. ID-19-1326 Approve request for advertisement in the amount of $2,500.00 from Vicksburg Cannon Baseball pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code (North Ward Alderman's Discretionary Funds) Attachments: Baseball Advertisement Mayor Flaggs stated that purchasing an advertisement from Vicksburg Cannon Baseball will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Vicksburg Cannon Baseball in the amount of $2,500.00. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972 (North Ward Alderman's Discretionary Funds). D. ID-19-1329 Approve request for radio advertisement in the amount of $500.00 from 92.7 The Touch, River 101.3 and K-Hits 104.5 for the 2nd Annual "Bundle Up the Burg" Campaign pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Bundle Burg Radio Advertisement Mayor Flaggs stated that purchasing an advertisement from 92.7 The Touch, River 101.3 and K-Hits 104.5 will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. ID-19-1324 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 1648-1658 and 157625-157949. Routine Agenda: A. ID-19-1323 Discuss Southern Cultural Heritage Center Updates Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of November 2019 and invited the public to attend. ID-19-1331 Approve request from Main Street for a building facade grant in the amount of $1,000.00 for 1108 Washington Street owned by Kelle Barfield Attachments: Facade Grant On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the request from Main Street for a building facade grant in the amount of $1,000.00 for 1108 Washington Street owned by Kelle Barfield. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-19-1333 Adopt Budget Amendments On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Budget Amendments for November 8, 2019. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-19-1335 Adopt Resolution of the City of Vicksburg, Mississippi, Requesting the Department of Finance and Administration to Adopt a Resolution to Declare the Necessity for the Issuance of State General Obligation Bonds Attachments: Resolution DFA On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution of the City of Vicksburg, Mississippi, Requesting the Department of Finance and Administration to Adopt a Resolution to Declare the Necessity for the Issuance of State General Obligation Bonds. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-19-1336 Authorize Mayor to execute Letter to the Bond Advisory Division for Declaration of Necessity to Issue Bonds Attachments: Lettter Bond Advisory Division On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Letter to the Bond Advisory Division for Declaration of Necessity to Issue Bonds. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-19-1337 Authorize Mayor to execute Funding Grant Agreement with Department of Finance and Administration Attachments: Funding Grant Agreement On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute Funding Grant Agreement with Department of Finance and Administration. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, November 18, 2019, to take up and act upon any and all matters that may come before the Board.
