The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972. F. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-19-1350 Status Change - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Status Change of a Part-Time Officer from $25.00 per hour to a Full-Time Officer at $17.80 per hour, effective November 20, 2019, in the Police Department. Officer is transitioning from Part-Time Officer to Full-Time Officer. Officers rate of pay will be $17.80 ($14.50 + $2.00 (10 years) + $1.65 (BS-Criminal Justice). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-19-1351 Repayment - Fire Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Repayment of an EMS Rescue in the Fire Department, effective October 9, 2019. The repayment is to pay the City of Vicksburg for overpayment from the Board approved increase of 3% (.88) that was overpaid to employee on his pay check dated November 1, 2019. Total hours worked were 102.25 x .88 = $89.98. Employee agreed to have the amount of $89.98 deducted from his November 29, 2019, payroll check The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-19-1352 Retro Pay - Fire Department (3) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Retro Pay of an EMS Paramedic. This retro pay is to pay the employee for his Board approved increase of 3% (.52) that was not placed on his pay check dated November 1, 2019. The increase was effective October 9, 2019. Total hours worked were regular 106.0 x .52 = $55.12 and overtime 62.0 x .78 = $48.36. Total retro pay is $103.48; a Firefighter/AMB for his Board approved increase of 3% (.88) that was not placed on his pay check dated November 1, 2019. The increase was effective October 9, 2019. Total hours worked were regular 106.0 x .88 = $93.28 and over time 14.55 x $1.32 = 19.21. Total retro pay in the amount of $112.49; a Firefighter for his Board approved increase of 3% (.28) that was not placed on his check dated November 1, 2019. The increase was effective October 9, 2019. Total hours worked were 120.28 x .28 = $33.68 in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-19-1353 Pay Adjustment - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Police Officer from $16.44 per hour, effective November 20, 2019, to an FTO Officer at $17.19 ($16.44 + .75) per hour in the Police Department. ID-19-1354 Promotion - Animal Control (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Promotion of an Animal Control Officer from $8.76 per hour to an Animal Control Assistant Supervisor at $13.75 per hour, effective November 13, 2019, in the Animal Control Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-19-1355 Transfer - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Transfer of a Front Desk Clerk from $9.80 per hour to a Deputy Court Clerk at $11.00 per hour, effective November 20, 2019, at the Police Department in Court Services Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-19-1356 Suspension - Community Development (1) This agenda item is tabled pending a Worker's Compensation claim outcome. Employee may take sick or personal leave pending claim. Officer Joseph Stubbs excused himself from Executive Session H. ID-19-1357 Suspension - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of an Police Officer for three (3) days, effective date to be determined in the Police Department. Officer violated PPM Rule 2.14. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Officer Joseph Stubbs has returned to Executive Session Mayor Flaggs, Debra Goodman and Sam Andrews left Executive Session. Alderman Monsour, Jr., is now Mayor Pro-Tem Monsour, Jr. I. ID-19-1358 Suspensions - Sewer Department (3) On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the Mayor Pro-Tem and Alderman voted to approve the Suspension of a Laborer for two (2) days, effective November 4, 2019. Employee is in violation of the City of Vicksburg's Attendance Policy and Personnel Rules and Regulations 4 (i), (p) and (z). He has two (2) unexcused absences and has only been employed with the City since June 5, 2019; in the Sewer Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Absent: 1- Mayor Flaggs J. ID-19-1359 Terminations - Sewer Department (2) On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the Mayor Pro-Tem and Alderman voted to approve the Termination of a Laborer in the Sewer Department, effective November 18, 2019. Employee has six (6) unexcused absences and has only been employed since June 5, 2019. Employee is in violation of the COV Attendance Policy and Personnel Rules & Regulations 4.1 (i), (p) and (z).
