Mayor Flaggs recognized Malinda Hill in Water & Gas Administration with fifteen
(15) years of service.
The Mayor and Aldermen congratulated Malinda Hill for her years of service with
the City of Vicksburg.

and Aldermen voted to approve allocation of matching funds in the amount of
$10,000.00 to the Vicksburg Theatre Guild, Inc. The City is authorized pursuant to
Section 39-15-1 of the Mississippi Code.
E. ID-19-1369 Approve invoice #3555 for payment in the amount of $4,822.93 from
Vicksburg-Tallulah Regional Airport for the month of October 2019

Mayor Flaggs stated that purchasing an advertisement from WWISCAA, Inc. will
bring into favorable notice the opportunities, possibilities and resources of the
City of Vicksburg and will be helpful toward advancing the moral, financial and
other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from WWISCAA, Inc. in the amount of $550.00
for their 32nd Annual Fund Raising Banquet Program Book. The City is
authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code
of 1972.
H. ID-19-1387 Approve request from Good Shepherd Community Center for matching
funds in the amount of $5,000.00 pursuant to Section 21-19-65 of the
Mississippi Code (North Ward Alderman's Discretionary Funds)

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve allocation of funds in the amount of $5,000.00 to
Good Shepherd Community Center. The City is authorized pursuant to Section
21-19-65 of the Mississippi Code of 1972, as amended, for matching funds for
social and community service programs and the City is matching these funds
(North Ward Alderman's Discretionary Funds).

and Aldermen voted to accept the recommendation of the Review Committee to

B. ID-19-1385 Authorize Mayor to execute letter to Secretary of State, Delbert Hoseman,

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute letter to Secretary of
State, Delbert Hoseman, to consider conveying title to property located at 2000
Rubber Way to the City of Vicksburg. The motion was adopted unanimously by
the following vote:

C. ID-19-1391 Authorize the Mayor to execute Amendment for Request for Cash Numbers

On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to authorize the Mayor to execute Amendment for Request for
Cash Numbers 4,5, 6 and 7 with the Mississippi Home Corporation Investment
Partnership Program (#1228-M16-SG-280-374) (Blue Ink). The motion was adopted
unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt an Ordinance to Amend Chapter 6, Buildings and
Building Regulations, of the Code of Ordinances of the City of Vicksburg to Adopt
Various Standard Codes Relating to Construction of Buildings, Inspection
Activities, and Other Related Matters. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
F. ID-19-1389 Authorize Mayor to execute Memorandum of Agreement Between City of
Vicksburg, Mississippi and Third Coast Airsoft, LLC.

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to authorize the Mayor to execute Memorandum of Agreement
Between City of Vicksburg, Mississippi and Third Coast Airsoft, LLC. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Mayor Flaggs recused himself from Board Meeting.
Alderman Monsour, Jr., is now Mayor Pro-Tem Monsour, Jr.
G. ID-19-1373 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 1659 - 1663 and 157950
- 158349.
On motion of Mayor Pro- Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve the Claims Docket. The motion
was adopted unanimously by the following vote:
Aye: 2- Alderman Mayfield, and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs
Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr.
Executive Session:
Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay in Water & Gas Administration (1); Pay
Adjustment in the Police Department (1); Status Change in the Recreation/Pool
Department (3); Promotion in Parks & Recreation Department (1); Suspension in
the Sewer Department (1); Suspension in the Fire Department (1); Terminations in
the Recreation Department (15); Terminations in the Recreation /Pool Department
(2); Termination in the Community Development Department (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in Water & Gas Administration
(1); Pay Adjustment in the Police Department (1); Status Change in the
Recreation/Pool Department (3); Promotion in Parks & Recreation Department (1);
Suspension in the Sewer Department (1); Suspension in the Fire Department (1);
Terminations in the Recreation Department (15); Terminations in the Recreation
/Pool Department (2); Termination in the Community Development Department
(1).

A. ID-19-1396 Longevity Pay - Water & Gas Administration (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve .09 cents Longevity Pay for an Utility Service
Administrator from $19.14 ($18.97 + .17) per hour to $19.23 ($18.97 + .09 + .08 + .09)
per hour in the Water & Gas Administration, effective December 1, 2019.
Employee is entitled to an increase of .09 cents for fifteen (15) years of service.
The motion was adopted unanimously by the following vote:

B. ID-19-1397 Pay Adjustment - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustment of a Police Officer from
$17.12 per hour to a Field Training Officer (FTO) at $17.87 ($17.12 + .75) per hour
in the Police Department, effective November 20, 2019. Officer is now serving in
the FTO position. The motion was adopted unanimously by the following vote:

C. ID-19-1398 Status Change - Recreation / Pool (3)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Status Change of a Seasonal Head Lifeguard
at $9.50 per hour to a Part-Time Lifeguard at $9.50 per hour, effective November
6, 2019. Employee will be a year-round part-time employee; a Seasonal
Lifeguard at $8.25 per hour to a Part-Time Lifeguard at $8.25 per hour, effective
November 6, 2019. Employee will share an afterschool shift with another
co-worker; a WSI Lifeguard at $8.25 per hour to a Part-Time Lifeguard at $8.25
per hour, effective November 19, 2019. Two (2) lifeguards who are in high school
will split an afterschool shift to help out at City Pool in the Recreation / Pool. The
motion was adopted unanimously by the following vote:

D. ID-19-1399 Promotion - Parks and Recreation (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Promotion of an Assistant Director of
Recreation to Director of Tennis Program, effective October 9, 2019, in the Parks
and Recreation Department. The motion was adopted unanimously by the
following vote:

E. ID-19-1400 Suspension - Sewer Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Locator for two (2) days,
effective November 25, 2019 in the Sewer Department. Employee has four (4)
unexcused absences and is in violation of the City of Vicksburg's Attendance
Policy and Personnel Rules and Regulations 4.1 (i), (y), (p) and (z). The motion
was adopted unanimously by the following vote:

F. ID-19-1401 Suspension - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Firefighter Paramedic IV for
one (1) shift (24 hours), effective December 5, 2019, in the Fire Department.
Employee violated Vicksburg Fire Department Standard Operating Guideline
12.1.75 Attendance Policy for 24-Hour Shift Employees 6 occurrences. The motion
was adopted unanimously by the following vote:

G. ID-19-1402 Terminations - Recreation Department (15)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Terminations for eight (8) Lifeguards, five (5)
Cage positions, one (1) WSI Head Lifeguard and one (1) WSI Lifeguard position,
effective November 6, 2019 in the Recreation Department. Employees were
terminated due to seasonal employment. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
H. ID-19-1403 Terminations - Recreation / Pool (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Terminations of Permanent Part-time WSI
Lifeguard, effective November 6, 2019, due to season has ended and employee is
attending college and a Permanent Part-Time Head WSI Lifeguard, effective
November 6, 2019. Employee found a full-time position in the Recreation / Pool
Department. The motion was adopted unanimously by the following vote:

I. ID-19-1404 Termination - Community Development (1)
No Action was taken. Continuation.
J. ID-19-1447 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned

and all matters that may come before the Board.
