On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to adopt the Agenda as printed. The motion was adopted

Mayor Flaggs recognized Barbara Mitchell in the Police Department with fifteen

with thirty-five (35) years of service.
Mayor and Alderman congratulated Barbara Mitchell and Tammye Christmas for
their years of service with the City of Vicksburg.

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Consent Agenda Items. The motion was adopted

Mayor Flaggs stated that purchasing an advertisement from Bowmar Elementary
School PTO will bring into favorable notice the opportunities, possibilities and

resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and
unanimously passed. The Mayor and Alderman of the City of Vicksburg approved
the purchase of a sponsorship ad from Bowmar Elementary School PTO in the
amount of $1,000.00. The City is authorized pursuant to Section 17-3-1 and
Section 17-3-3 of the Mississippi Code of 1972 (Mayor's Discretionary Funds)
C. ID-19-1434 Approve request for advertisement in the amount of $5,500.00 (souvenir
cups) from Alcorn State University for the SWAC Football Championship
pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from Alcorn State
University will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and
unanimously passed. The Mayor and Alderman of the City of Vicksburg approved
the purchase of a sponsorship ad from Alcorn State University in the amount of
$5,500.00 for the SWAC Football Championship (souvenir cups). The City is
authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code
of 1972.
D. ID-19-1445 Approve the following with Greenbriar Digging Service for Automatic Bar
Screen Waste Water Treatment Plant :
1. Estimate No. 5 - Final in the amount of $39,138.70
2. Accept Close Out Documents (Affidavit of Payment of Debts and
Claims, Affidavit of Release of Liens, Consent of Surety to Final Payment)

E. ID-19-1424 Accept the Recommendation of Allen & Hoshall to award bid and contract
for Anaerobic Sludge Digester Improvements to Mitchell Contracting, Inc. in
the amount of $1,775,000.00

F. ID-19-1430 Authorize Mayor to execute Advertising Contract in the amount of
$2,580.00 (six issues - 1/3 page ad) with Bluffs and Bayous Magazine

The City Clerk presented the Docket of Claims numbering 1664 - 1692, 154729 -

Alderman proceeded to open Request for Proposals submitted for Lease
Purchase Financing for Guaranteed Energy Savings Performance Project in
accordance with specifications and instructions for proposals on file in the office
of the City Clerk: Proof of publication of legal advertisements was presented and
ordered filed.

C. ID-19-1421 Discuss Southern Cultural Heritage Center Updates
Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of December 2019 and invited the public to attend.
The Mayor and Alderman thanked Ms. Mahoney for attending the meeting.
D. ID-19-1425 Approve request from Suncoast Infrastructures, Inc. to use Certificate of
Deposit in the amount of $14,502.03 in lieu of retainage for Continuing
Sewer Assessment Program - Year 4

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the request from Suncoast Infrastructures, Inc. to use
Certificate of Deposit in the amount of $14,502.03 in lieu of retainage for

Alderman voted to authorize the Board of Mayor and Alderman to execute
Declaration of Emergency to Repair Lights in North Parking Garage. The motion

F. ID-19-1443 Acknowledge approved Tariff from Public Service Commission for water
customers more than one (1) mile outside City limits

Alderman voted to approve the Tariff from Public Service Commission for water
customers more than one (1) mile outside City limits. The motion was adopted

G. ID-19-1442 Adopt Resolution to Provide Matching Funds for the Benefit of Unified
Brands Pursuant to Section 21-17-1(8) of the Mississippi Code

Alderman voted to adopt the Resolution to Provide Matching Funds for the
Benefit of Unified Brands in the amount of $200,000.00 Pursuant to Section
21-17-1(8) of the Mississippi Code. The motion was adopted unanimously by the
following vote:

Absent: 1- Alderman Mayfield
H. ID-19-1432 Authorize Mayor to execute Change Order No. 1 with Hemphill
Construction Company, Inc. for Section 592 Waterline Improvements

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to authorize the Mayor to execute Change Order No. 1 with
Hemphill Construction Company, Inc. for Section 592 Waterline Improvements.
The motion was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Monsour Jr.
Absent: 1- Alderman Mayfield
Executive Session:
Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, and Alderman
Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and the Alderman discussed whether or not they should go into
executive session. Mayor Flaggs moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay in the Police Department (1);
Promotion in the Gas Department (1); Suspension in the Traffic Department (1);
Discussion in the Fire Department (1); Discussion in Court Services (1); Discuss a
Litigation Matter.
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs and Alderman Monsour, Jr. The motion was
adopted unanimously.
The Mayor and Alderman announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in the Police Department (1);
Promotion in the Gas Department (1); Suspension in the Traffic Department (1);
Discussion in the Fire Department (1); Discussion in Court Services (1); Discuss a
Litigation Matter.
The Mayor and Alderman are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Monsour,
Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika
Smith - Interim Human Resource Director, Deborah A. Nickson - Deputy City
Clerk, Sam Andrews - Mayor’s Administrative Assistant, Leroy Thomas - North
Ward Alderman’s Administrative Assistant, Clay Griffin - Police Officer.

A. ID-19-1437 Longevity Pay - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve .09 cents Longevity Pay to a Records Specialist for
fifteen (15) years of service from $13.37 ($13.20 + .09 + .08) per hour to $13.46
($13.20 + .09 + .08 +09) per hour, effective December 13, 2019, in the Police
Department. The motion was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Monsour Jr.
Absent: 1- Alderman Mayfield
B. ID-19-1438 Promotion - Gas Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Promotion of a Laborer from $8.50 per hour to a
Service Truck Foreman at $9.50 per hour, effective December 4, 2019, in the Gas
Department. The motion was adopted unanimously by the following vote:

C. ID-19-1446 Suspension - Traffic Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Suspension of a Traffic Main Specialist for two (2)
days, effective December 10, 2019, in the Traffic Department. Employee continues
to violate the COV's Attendance Policy. Employee has three (3) unexcused
absences. The motion was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Monsour Jr.
Absent: 1- Alderman Mayfield
D. ID-19-1439 Discussion - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Discussion in the Fire Department. The motion
was adopted unanimously by the following vote:
