Monsour, Jr., Alderman Monday, December 16, 2019 10:00 AM Robert M. Walker Building 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Michael Mayfield, Sr. Pledge of Allegiance was led by Jennifer Harper 2. Roll Call Also Present: Nancy Thomas, City Attorney Walter W. Osborne, Jr., City Clerk Tasha W. Jordan, Deputy City Clerk Present: 3 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: Pursuant to Section 39 of the Special Charter of the City of Vicksburg that describes the duties specified only to the mayor of the city, I am appointing a committee to review Lease Purchase Financing proposals for the Guaranteed Energy Savings Performance Project. The members of this committee will include: City Attorney Nancy Thomas Finance and Administration Director Doug Whittington City Clerk Walter Osborne, Jr. 4. Adopt Agenda On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Agenda. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Recognitions: A. ID-19-1428 Senior Center Ambassador for the month of December 2019 Jennifer Harper came before the Board and presented Joan Brogdon as the Senior Center Ambassador for the month of December 2019. The Mayor and Aldermen thanked Ms. Brogdon as Ambassador for December 2019. B. ID-19-1448 Presentation from CMPDD regarding MS Center for Innovation and Tech Transfer Center C. ID-19-1456 Presentation of Trophies: 2019 Downtown Christmas Parade of Lights Approval of Consent Agenda Items: On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Consent Agenda Items. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-19-1460 Approve the following Personnel Action Forms: 1. ID-19-1451 Receive Vicksburg Police Department Crime Statistic Report for: 1. November 2019 Attachments: Crime Stats for Oct 2019 - Nov 2019 C. ID-19-1449 Approve request for advertisement in the amount of $1,500.00 from the Dr. Martin Luther King, Jr. Memorial Day Committee; First Mississippi Chapter of Blacks in Government; and the Vicksburg Branch NAACP for Dr. Martin Luther King, Jr. Celebration pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code Attachments: MLK Celebration Advertisement Mayor Flaggs stated that purchasing an advertisement from Dr. Martin Luther King, Jr. Memorial Day Committee; First Mississippi Chapter of Blacks in Government; and the Vicksburg Branch NAACP will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Michael Mayfield, and unanimously passed. The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from the Dr. Martin Luther King, Jr. Memorial Day Committee; First Mississippi Chapter of Blacks in Government; and the Vicksburg Branch NAACP in the amount of $1,500.00 for Dr. Martin Luther King, Jr. Celebration. The City is authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972. Routine Agenda: A. ID-19-1450 Discuss 2020 Youth Basketball Attachments: Youth Basketball B. ID-19-1452 Authorize Mayor to Execute Application with Vicksburg Warren School District for Use of Vicksburg Jr. High School Facilities and Equipment for City of Vicksburg Youth Development Basketball League 2020 Attachments: Application School Facilities Use On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to Execute Application with Vicksburg Warren School District for Use of Vicksburg Jr. High School Facilities and Equipment for City of Vicksburg Youth Development Basketball League 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-19-1444 Adopt Budget Amendments On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Budget Amendments for December 16, 2019. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-19-1453 Appointment/Reappointment to Planning and Zoning Commission: 1. Reappoint Fred Katzenmeyer and David Sessums 2. Appoint Mac Fulghum and Mitchell Dent On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Appointment/Reappointment to Planning and Zoning Commission: 1. Reappoint Fred Katzenmeyer and David Sessums; 2. Appoint Mac Fulghum and Mitchell Dent. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-19-1455 Ratify Option 2 for Stop Loss Policy On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to ratify Option 2 for Stop Loss Policy. Expend funds in the amount of $2,500.00 from Administration Budget to purchase promotional items On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the request from Ann Grimshel, Purchasing Director: 1. Permission to enter a float in the Mardi Gras Parade; 2. Expend funds in the amount of $2,500.00 from Administration Budget to purchase promotional items. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for: Transfer in the Police Department (1); Suspension in the Sewer Department (1); Suspension in the Police Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Transfer in the Police Department (1); Suspension in the Sewer Department (1); Suspension in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Leroy Thomas - North Ward Alderman’s Administrative Assistant, Eric Paymon - Deputy Police Chief. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-19-1457 Transfer - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Transfer of a Booking Officer from $9.79 per hour to a Police Officer at $14.75 per hour, effective December 18, 2019, in the Police Department. Employee will be vacating his position as a Booking Officer and transfer to a Police Officer. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-19-1458 Suspension - Sewer Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension of a Laborer for two (2) days, effective December 16, 2019, in the Sewer Department. The employee has three (3) unexcused absences and is in violation of the COV Attendance Policy and Personnel Rules and Regulations. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-19-1459 Suspension - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension of a Police Officer for two (2) days, effective January 6, 2020. Employee is in violation of the Policy and Procedures Manual Rule 4.10 Detainees in Temporary Custody. ID-19-1482 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, December 23, 2019, to take up and act upon any and all matters that may come before the Board.
