Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor George Flaggs, Jr. Pledge of Allegiance was led by Alderman Alex J. Monsour, Jr. 2. Roll Call Also Present: Nancy Thomas, City Attorney Walter W. Osborne, Jr., City Clerk Tasha W. Jordan, Deputy City Clerk Present: 3 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: 4. Adopt Agenda On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Agenda as printed. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Approval of Consent Agenda Items: On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Consent Agenda Items. ID-19-1463 Approve addition to Employee Driving List: 1. Darryl Shorter - Cemetery D. ID-19-1467 Approve re-appointments to Port Commission: 1. Don Brown 2. Austin Golding Attachments: Port Commission E. ID-19-1468 Approve request from Friends of Vicksburg National Military Park for matching funds in the amount $35,000.00 pursuant to Section 21-17-1(8) of the Mississippi Code Attachments: VNMP The City is authorized pursuant to Section 21-17-1(8) of the Mississippi Code to expend matching funds under Section 21-19-65, the governing authority of any municipality, in its discretion, may expend municipal funds to match any state, federal or private funding for any program administered by the State of Mississippi, the United States government or any nonprofit organization that is exempt under 26 USCS Section 501(c)(3) from paying federal income tax and the City of Vicksburg Page 1 Printed on 2/3/2020 Board of Mayor and Aldermen Minutes - Final December 23, 2019 City is matching these funds. ID-19-1469 Approve application from Dr. Martin Luther King, Jr. Memorial Day Committee; First Mississippi Chapter of Blacks in Government; and the Vicksburg Branch NAACP for complimentary use of City Auditorium on Monday, January 20, 2020 from 6:00 p.m. to 8:00 p.m. for the 34th annual birthday and memorial celebration Attachments: MLK Comp Use Application G. ID-19-1473 Authorize City Clerk to advertise Sealed Bids for Continuing Sewer Assessment Year 3 Repair H. ID-19-1475 Approve request for advertisement in the amount of $2,000 from BKPTV for a Boxing Event to be held at Lady Luck Casino pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: BKPTV Advertisement Mayor Flaggs stated that purchasing an advertisement from BKPTV will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed. The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from BKPTV for a Boxing Event to be held at Lady Luck Casino in the amount of $2,000. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972. I. ID-19-1478 Approve request from the Omicron Rho Lambda Chapter of Alpha Phi Alpha Fraternity, Inc. for matching funds in the amount of $500.00 for leadership development and promoting citizen health and wellness programs and services in the community pursuant to Section 21-19-65 of the Mississippi Code Attachments: Alpha Phi Alpha On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve allocation of funds in the amount of $500.00 to Omicron Rho Lambda Chapter of Alpha Phi Alpha Fraternity, Inc. The City is authorized pursuant to Section 21-19-65 of the Mississippi Code of 1972, as amended, for matching funds for their leadership development and promoting citizen health and wellness social and community service programs and the City is matching these funds. Detail Budget Attachments: City Sexton Privilege License Mayor and Treasure The City Sexton presented report of collections, account openings graves, etc. for the month of December 2019 as follows: Dillion-Chisley Funeral Home - $375.00; Fisher Funeral Home - $450.00; W.H. Attachments: Debt Collection Setoff Act On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution of the Mayor and Aldermen of the City of Vicksburg, Mississippi, ("City") Authorizing the Mayor to Enter Into an Agreement with the Municipal Intercept Company, LLC ("MIC") to Collect Debt Owed to the City as Authorized by the Local Government Debt Collection Setoff Act.. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-19-1476 Authorize Mayor to execute Summary Change Order with Hemphill Construction Co., Inc. for Vicksburg Municipal Airport Apron Expansion and Perimeter Fencing Attachments: Summary CO Airport Expansion On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Summary Change Order with Hemphill Construction Co., Inc. for Vicksburg Municipal Airport Apron Expansion and Perimeter Fencing. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Mayor Flaggs recused himself from the Board Meeting. Alderman Monsour, Jr. is now Mayor Pro-Tem Monsour, Jr. F. ID-19-1466 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 158567 - 158969. On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to approve the Claims Docket. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Recused: 1- Mayor Flaggs Mayor Flaggs returned to the Board Meeting. Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr. Executive Session: No Executive Session for December 23, 2019 A. ID-19-1477 Discuss Litigation Matter This agenda item was tabled. Adjournment On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 9 o’clock a.m., Monday, January 06, 2020, to take up and act upon any and all matters that may come before the Board.
