Board Comments: Pursuant to Section 39 of the Special Charter of the City of Vicksburg that describes the duties specified only to the mayor of the city, I am appointing a committee to evaluate census data and North and South Ward redistricting/reduction of the number of voting precincts for the City of Vicksburg for the 2021 election. The members of this committee will include: City Clerk Walter Osborne, Jr. (chair) District 3 Supervisor Shawn Jackson South Ward Alderman Alex Monsour, Jr. North Ward Alderman Michael Mayfield, Sr. City Attorney Nancy Thomas Interim Human Resource Director Fermika Smith Pastor Linda Sweezer Warren County Election Commissioner Sara Dionne Debra Goodman will serve as an ex-officio member 4. Adopt Agenda On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Agenda as printed. ID-20-0003 Approve request from God's Appointed People Ministries and New City of Vicksburg Page 1 Printed on 2/3/2020 Board of Mayor and Aldermen Minutes - Final January 6, 2020 Beginning Church in Christ for matching funds in the amount of $2,500.00 pursuant to Section 21-19-65 of the Mississippi Code (South Ward Alderman's Discretionary Funds) Attachments: New Beginning Church On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the allocation of funds in the amount of $2,500.00 to God's Appointed People Ministries and New Beginning Church in Christ. The City is authorized pursuant o Section 21-19-65 of the Mississippi Code of 1972, as amended, for matching funds for social and community service programs and the City is matching these funds (South Ward Alderman's Discretionary Funds). D. ID-20-0004 Approve request from H.I.V. Services, Inc. for allocation of matching funds in the amount of $26,000.00 in accordance with Section 21-19-3 of the Mississippi Code Attachments: HIV Clinic Services On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve request from H.I.V. Services, Inc. for allocation of matching funds in the amount of $26,000.00. The City is authorized pursuant to Section 21-19-3 of the Mississippi Code to control contagious or infectious diseases. E. ID-20-0006 Approve invoice #3573 for payment in the amount of $2,376.96 from Vicksburg-Tallulah Regional Airport for the month of November 2019 Attachments: VTR Airport F. ID-20-0009 Approve request for payment from Vicksburg-Warren 911 for the city's share of 16 full-time and 4 part-time E-911 dispatchers' salaries, matching benefits, and insurance for: 1. Check dates November 27, 2019 and December 13, 2019 in the amount of $44,157.53 Attachments: 911 Payment Routine Agenda: A. ID-20-0007 Discuss Vicksburg Convention Center Updates Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of January 2020 and invited the public to attend. The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting. B. ID-20-0008 Discuss Vicksburg Convention and Visitors Bureau Updates Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau came before the Board to inform the public of the upcoming events at the Vicksburg Convention and Visitors Bureau for the month of January 2020 and invited the public to attend. The Mayor and Aldermen thanked Ms. Strickland for attending the meeting. C. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-20-0011 Authorize Mayor to execute Energy Equipment Installation Contract with PATH Company LLC Attachments: Energy Equipment Installation Contract-Vicksburg MS FINAL 1.3.20 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Energy Equipment Installation Contract with PATH Company LLC. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs moved to go into executive session to discuss Personnel Action Forms for: Pay Adjustments in the Police Department (6); Promotion in the Gas Department (1); Status Change in the Community Service Department (1); Extended Sick Leave Request in the ROW Department (1); Suspension in the Sewer Department (1); Suspension in the Gas Department (1); Termination in the Sewer Department (1); Termination in the Gas Department (1); Termination in the Water Department (1) Suspension in the Community Service Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustments in the Police Department (6); Promotion in the Gas Department (1); Status Change in the Community Service Department (1); Extended Sick Leave Request in the ROW Department (1); Suspension in the Sewer Department (1); Suspension in the Gas Department (1); Termination in the Sewer Department (1); Termination in the Gas Department (1); Termination in the Water Department (1) Suspension in the Community Service Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. ID-20-0014 Pay Adjustments - Police Department (6) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustments of a Patrol Officer from $16.88 per hour to a Field Training Officer (FTO) at $17.63 ($16.88 + .75) per hour, effective December 26, 2019; a Field Training Officer from $17.19 per hour to a Patrol Officer (FTO) at $16.44 ($17.19 - 75) per hour. Officer is no longer serving as a Field Training Officer; a Patrol Officer from $16.86 per hour to $17.06 ($16.86 + .20) per hour. Officer is entitled to an additional .20 per hour for nine (9) years of service; a Traffic Officer from $16.91 ($16.82 + .09) per hour to $17.11 ($16.82 + .09 + .20) per hour. Officer is entitled to an additional .20 per hour for nine (9) years of service; a Field Training Officer from $17.87 per hour to a Police Officer at $17.12 ($17.87 - .75) per hour, effective January 6, 2020. Officer is no longer serving as a Field Training Officer; a Traffic Officer at $16.22 per hour to $16.42 ($16.22 + .20) per hour, effective January 6, 2020. Officer is entitled to an additional .20 per hour for six (6) years of service in the Police Department. ID-20-0015 Promotion - Gas Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Promotion of a Laborer in the Gas Department from $8.76 per hour to a Service Truck Foreman at $9.76 per hour, effective December 4, 2019. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0016 Status Change - Community Service (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Status Change of a Community Service Foreman (part-time) from $11.06 ($11.07 + .09 long.) per hour to a Community Service Foreman (full-time) at $8.59 ( $8.50 + .09 long.) per hour in Community Service, effective January 1, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0017 Extended Sick Leave Request - ROW (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Extended Sick Leave Request of an employee an additional two (2) weeks in the ROW Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-20-0018 Suspension - Sewer Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Laborer for two (2) days, effective January 6, 2020 in the Sewer Department. Employee has three (3) unexcused absences. This is a violation of the City of Vicksburg's Attendance Policy and The City of Vicksburg's Personnel Rules and Regulations 4.1(l), (p) and (x). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-20-0019 Suspension - Gas Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension Pending Termination of a Laborer Gas Department, effective January 6, 2020. Employee is in volation of the COV Drug and Alcohol Policy by failing a post accident drug screen on December 11, 2019. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. H. ID-20-0021 Termination - Sewer Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Termination of a Laborer in the Sewer Department, effective December 17, 2019. Employee left the job on 12/17/2019 and has not returned. ID-20-0022 Termination - Gas Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Termination of a Laborer in the Gas Department, effective December 9, 2019. Employee resigned his position to his supervisor Dane Lovell and never came back. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. J. ID-20-0023 Termination - Water Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Termination of a Laborer in the Water Department, effective January 6, 2020. Employee is active Military, but has not provided sufficient documentation regarding his military leave. He will be able to reapply with ninety (90) days after being discharged from his duties provided he can submit proper documentation. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. On motion of Alderman Mayfield, and seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Recess the Board Meeting and Reconvene on tomorrow, January 7, 2020, at 9:00 a.m. The motion was unanimously adopted by the following votes: Aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. On motion of Mayor Flaggs and seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to Reconvene the Board Meeting (Executive Session). Those present at the Reconvene meeting were Mayor Flaggs, Alderman Monsour, Jr., City Attorney Nancy Thomas, City Clerk Walter W. Osborne, Jr., Judge Angela Carpenter, Deputy City Clerk Tasha W. Jordan, Interim Human Resource Director Fermika Smith, Mayor's Administrative Assistant Sam Andrews, North Ward Alderman's Administrative Assistant Leroy Thomas and Police Officer Joseph Stubbs. The motion was adopted unanimously by the following vote: Mayor Flaggs, Alderman Monsour, Jr. Absent: Alderman Michael Mayfield, Sr. G. ID-20-0020 Suspension - Community Service (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve five (5) days Suspension in lieu of forty-five (45) day probation of a Assistant Director of Community Service. Employee has been insubordinate to his Department Head on several occasions. The Interim Human Resource Director had met with with the employee and Department Head several times to rectify the matter. Employee has admitted each act of insubordination while attempting to offer a reason as to why he felt it was necessary to not follow directives. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Deputy City Clerk Tash W. Jordan leaves the Board Meeting. K. ID-20-0075 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
