Mayor Flaggs stated that purchasing an advertisement from 92.7 The Touch,
River 101.3 and K Hits 104.5 will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield and
unanimously passed. The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from 92.7 The Touch, River 101.3 and K Hits
104.5 in the amount of $450.00 for the 11th Annual Chili for Children Cook-Off. The
City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi
Code of 1972.
C. ID-20-0038 Approve request for advertisement in the amount of $1,000.00 from
Warren Central High School 9th Grade Cheerleaders pursuant to Section

Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of January 2020 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting.
B. ID-20-0037 Authorize Mayor to execute Promissory Note to Mississippi Home
Corporation for Warren County Habitat for Humanity, Inc.

and Aldermen voted to authorize the Mayor to execute Promissory Note to

Plant and Issue Notice to Proceed
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Contract with Mitchell
Contracting, Inc. for Anaerobic Sludge Digester Improvements at the Waste
Water Treatment Plant and Issue Notice to Proceed. The motion was adopted
unanimously by the following vote:

E. ID-20-0048 Adopt Resolution to Approve Employment of Professionals in Connection
with Lease Purchase Financing
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Resolution to Approve Employment of
Professionals in Connection with Lease Purchase Financing. The motion was
adopted unanimously by the following vote:

F. ID-20-0049 Adopt Resolution Approving the Substantial Form and Execution of Lease
& Option to Purchase with Trustmark National Bank
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Resolution Approving the Substantial Form and
Execution of Lease & Option to Purchase with Trustmark National Bank. The
motion was adopted unanimously by the following vote:

G. ID-20-0036 Authorize Mayor to execute Settlement Agreement with Waggoner
Engineering, Inc.

and Aldermen voted to authorize the Mayor to execute Settlement Agreement
with Waggoner Engineering, Inc. The motion was adopted unanimously by the

H. ID-20-0039 Authorize Mayor to execute Amendment No. 1 to Pipeline Crossing
Contract with Kansas City Southern Railway Company

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Amendment No. 1 to
Pipeline Crossing Contract with Kansas City Southern Railway Company. The
motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay in the Fire Department (1); Longevity
Pay in the Fire/Ambulance Department (4); Longevity Pay in the Ambulance
Department (1); Termination in the Gas Department (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in the Fire Department (1);
Longevity Pay in the Fire/Ambulance Department (4); Longevity Pay in the

The Mayor and Aldermen are now in executive session.

Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-20-0042 Longevity Pay - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, the Mayor and
Aldermen voted to approve the Longevity Pay of a Firefighter from $11.03 per
hour to $11.09 ($11.03 + .06) per hour for five (5) years of service, effective
January 7, 2020 in the Fire Department.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-0043 Longevity Pay - Fire/Ambulance Department (4)
On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, the Mayor and
Aldermen voted to approve Longevity Pay of a Firefighter in the Fire Department
from $13.81 per hour to $13.87 ($13.81 + .06) per hour for five (5) years of service,
effective January 7, 2020; a Firefighter in the Fire Department from $10.58 per
hour to $10.64 ($10.58 + .06) per hour for five (5) years of service, effective
January 7, 2020; a Firefighter in the Ambulance Department from $14.96 per hour
to $15.02 ($14.96 + .06) per hour for five (5) years of service, effective January 7,
2020; and a Firefighter in the Fire/Ambulance Department from $10.58 per hour to
$10.64 ($10.58 + .06) per hour for five (5) years of service, effective January 7,
2020. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-20-0044 Longevity Pay - Ambulance Department (1)
On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, the Mayor and
Aldermen voted to approve the Longevity Pay of a Paramedic in the Ambulance
Department from $18.59 per hour to $18.84 ($18.59 + .19 + .06) per hour for twenty
(20) years of service. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
D. ID-20-0045 Termination - Gas Department (1)
No action was taken on this item.
E. ID-20-0137 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr. seconded by Mayor Flaggs, the Mayor and
Aldermen voted to Come Out of Executive Session and Approve All Items Taken
Up in Executive Session. The motion was adopted unanimously by the following
vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
