4. Adopt Agenda
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Agenda as printed. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Approval of Consent Agenda Items:
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Consent Agenda Items. The motion was
adopted unanimously by the following vote:

D. ID-20-0051 Approve request for allocation of funds in the amount of $30,000.00 to
Haven House Family Shelter pursuant to Section 93-21-115 of the
Mississippi Code (Provides supportive services to help end domestic
abuse in our community)

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve allocation of funds in the amount of $30,000.00 to
Haven House Family Shelter. The City is authorized pursuant to Section 93-21-115
of the Mississippi Code for municipalities to support local domestic abuse
shelters.
E. ID-20-0056 Approve request from Knights of Columbus for permission to hold its
Annual March for Life on February 29, 2020 from 11:30 a.m. until 12:00
noon

F. ID-20-0063 Approve request for advertisement in the amount of $1,500.00 from The
Foundation for Education and Economic Development, Inc. (FEED)
pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from The Foundation of
Education and Economic Development, Inc. (FEED) will bring into favorable
notice the opportunities, possibilities and resources of the City of Vicksburg and
will be helpful toward advancing the moral, financial and other interest of the
City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed. The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from The Foundation of Education and
Economic Development, Inc. (FEED) in the amount of $1,500.00. The City is
authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972.

A. ID-20-0062 Adopt Budget Amendments
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to adopt the Budget Amendments for January 21, 2020. The
motion was adopted unanimously by the following vote:

Absent: 1- Alderman Monsour Jr.
B. ID-20-0054 Adopt Resolution Granting Final Approval for Tax Abatement for 1111
Crawford Street (PPIN 18910)

On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Alderman voted to adopt the Resolution Granting Final Approval for Tax
Abatement for 1111 Crawford Street (PPIN 18910). The motion was adopted
unanimously by the following vote:

C. ID-20-0057 Authorize Mayor to execute Request for Cash No. 1 with Mississippi Home
Corporation for Blight Elimination Program (BEP-004A)(Blue Ink)

On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Alderman voted to authorize the Mayor to execute Request for Cash No. 1 with
Mississippi Home Corporation for Blight Elimination Program (BEP-004A)(Blue
Ink). The motion was adopted unanimously by the following vote:

D. ID-20-0060 Authorize Mayor to execute Settlement Agreement with AJA Management
& Technical Services, Inc.

On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Alderman voted to authorize the Mayor to execute Settlement Agreement with
AJA Management &Technical Services, Inc. The motion was adopted
unanimously by the following vote:

Executive Session:
Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield.
None voting nay, the motion was unanimously adopted.
The Mayor and Alderman discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for: Promotion in the Purchasing Department (1); Pay Adjustments
in the Police Department (2); Retro Pay in the Gas Department (1); Suspension in
the Traffic Department (1); Termination in the Gas Department (1); Discussion of
Department Transfers.
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield. The motion was adopted
unanimously.
The Mayor and Alderman announced they would go into executive session to
discuss Personnel Action Forms for: Promotion in the Purchasing Department (1);
Pay Adjustments in the Police Department (2); Retro Pay in the Gas Department
(1); Suspension in the Traffic Department (1); Termination in the Gas Department
(1); Discussion of Department Transfers.
The Mayor and Alderman are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,

- Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam

Administrative Assistant, Joseph Stubbs - Police Officer.

A. ID-20-0066 Promotion - Purchasing Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve a Promotion in the Purchasing Department from a
Warehouse Receiving Clerk at $9.79 per hour to a Supply Specialist at $10.25 per
hour, effective January 15, 2020. The motion was adopted unanimously by the
following vote:

B. ID-20-0067 Pay Adjustments - Police Department (2)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Pay Adjustments of a Traffic Officer from $17.00
($16.91 + .09) per hour to $17.20 ($16.91 + .09 + .20) per hour, effective January 4,
2020. This action form is to rescind and correct the previously approved action
form by the Board of Mayor and Aldermen on 01/06/2020. The base pay amount
needs to be corrected to reflect $16.91. The corrected amount of the PAF should
now show $16.91 + .09 + .20 = $17.20; a Field Training Officer (FTO) from $17.63
per hour to a Patrol Officer at $16.88 ($17.63 - .75) per hour, effective January 10,
2020. Employee is no longer serving as a FTO in the Police Department. The
motion was adopted unanimously by the following vote:

C. ID-20-0068 Retro Pay - Gas Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Retro Pay of a Service Truck Foreman in the Gas
Department for $29.74. This retro pay is to pay employee for hours worked from
December 4th through December 17, 2019. Employee was given a $1.00 raise and
his rate of pay should have been $9.76 but was paid $9.50 and is due .26 cents for
every hour that he worked for a two week period. Total regular hours worked
were 80.00 x .26 = $20.80 with overtime hours $17.20 x .26 = $8.94. The total retro
due is $29.74. The motion was adopted unanimously by the following vote:

D. ID-20-0069 Suspension - Traffic Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Suspension of a Traffic Specialist in the Traffic
Department for five (5) days, effective January 21, 2020. Employee is
recommended for a five (5) day suspension for violation of the Attendance Policy.
Employee has been previously suspended for two (2) days and has been placed
on a 60 day probation on December 27, 2019. He currently has four (4) unexcused
absences. The motion was adopted unanimously by the following vote:

Absent: 1- Alderman Monsour Jr.
E. ID-20-0070 Termination - Gas Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Termination of a Gas Laborer in the Gas
Department, effective January 21, 2020. Employee failed a post-accident drug
screen and he is currently suspended as of January 6, 2020 pending a
termination hearing. The motion was adopted unanimously by the following
vote:

Absent: 1- Alderman Monsour Jr.
F. ID-20-0071 Discussion of Department Transfers
No action was taken
G. ID-20-0139 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, seconded by Alderman Mayfield., the Mayor and
Alderman voted to Come Out of Executive Session and Approve All Items Taken
Up in Executive Session. The motion was adopted unanimously by the following
vote:
Aye: 2- Mayor Flaggs, and Alderman Mayfield
Absent: 1- Alderman Monsour Jr.
Adjournment
On motion of Mayor Flaggs, seconded by Alderman Mayfield, and unanimously
passed, the Mayor and Alderman of the City of Vicksburg adjourned to meet 10
o’clock a.m., Thursday, January 23, 2020, to take up and act upon any and all
matters that may come before the Board.
