ID-20-0074 Approve request for advertisement in the amount of $475.00 from 92.7 The Touch for Black History Month pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Black History Month Proposal-2020 Mayor Flaggs stated that purchasing an advertisement from 92.7 The Touch will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Mayor Flaggs, seconded by Alderman Mayfield, and unanimously passed. The Mayor and Alderman of the City of Vicksburg approved the purchase of a sponsorship ad from 92.7 The Touch in the amount of $475.00 for Black History Month. Credit Card Attachments: City Sexton Privilege License Mayor & Treasure The City Sexton presented report of collections, account openings graves, etc. for the month of January 2020 as follows: Fisher Funeral Home - $200.00; Glenwood Funeral Home - $200.00; W.H. Jefferson Funeral Home - $1,000.00; Charles Riles Funeral Home - $850.00; Lakeview Memorial Funeral Home - $2,225.00; C.J. Williams Mortuary Services - $2,100.00, Miscellaneous - $175.00. The total paid for the month of December 2019 was $6,750.00. Total burials for the month of December 2019 was twenty-two (22). The City Clerk presented the Privilege License Report for new businesses for the month of December 2019. The City Clerk presented report of Mayor and Treasure from the Vicksburg Police Department in the amount of $113,650.62 for December 2019. The City Clerk presented report of Tax Collections for City taxes from the Warren County Collector for the month of December 2019. The City Clerk presented the December 2019 Detailed Budget Report for approval. ID-20-0055 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 1716; 154732; and 159340 through 159581. Check 159564 was saved and accepted. Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. Executive Session: Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield. None voting nay, the motion was unanimously adopted. The Mayor and Alderman discussed whether or not they should go into executive session. Mayor Flaggs moved to go into executive session to discuss Personnel Action Forms for: Extension for Medical Leave in the Police Department (1) and Suspension in the Parks & Recreation Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Alderman announced they would go into executive session to discuss Personnel Action Forms for: Extension for Medical Leave in the Police Department (1) and Suspension in the Parks & Recreation Department (1). The Mayor and Alderman are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Leroy Thomas - North Ward Alderman’s Administrative Assistant, Kelsey Conner - Human Resource Administrative Assistant, Bobby Jones - Police Officer. Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. A. ID-20-0077 Extension for Medical Leave - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Extension for Medical Leave of an employee in the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. B. ID-20-0078 Suspension - Parks & Recreation (1) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Suspension of an employee in the Parks & Recreation Department for five (5) days, effective January 23, 2020. Employee was given the opportunity to attend a leadership workshop since his job position is that of a Foreman. He became very defiant about attending and replied with very disrespectful comments towards the HR Director. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. Adjournment On motion of Mayor Flaggs, seconded by Alderman Mayfield, and unanimously passed, the Mayor and Alderman of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, February 03, 2020, to take up and act upon any and all matters that may come before the Board.
