On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Vicksburg Girls Softball Association in the
amount of $200.00. The City is authorized pursuant to Section 17-3-1 and Section
17-3-3 of the Mississippi Code of 1972.

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Connecting the Dots Foundation, Inc. in
the amount of $250.00 for a 1/4 page for Celebrating 100 Years of Voting Rights
for Women Event. The City is authorized pursuant to Section 17-3-1 and Section

share of 15 full-time and 5 part-time E-911 dispatchers' salaries, matching
benefits, and insurance for:

Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of February 2020 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.
B. ID-20-0093 Discuss Vicksburg Convention and Visitors Bureau Updates
Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau,
came before the Board to inform the public of the upcoming events at the
Vicksburg Convention and Visitors Bureau for the month of February 2020 and
invited the public to attend.
The Mayor and Aldermen thanked Ms. Strickland for attending the meeting.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to accept the Letter from Marilyn Corley, Brian Patterson,
Loreina Patterson, Bob Jensen and Pam Jensen appealing the decision of the
Zoning Board of Appeals meeting held on January 7, 2020 for property located at

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to accept the proposal and Authorize Mayor to execute
Authorization to Proceed with PPM Consultants for Limited Environmental Site
Assessment at the Hennessey Bayou property. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Transfer in the Community Development Department
(1); Longevity Pay in the Ambulance Department (1); Longevity Pay in the Fire
Department (1); Longevity Pay in the Water Department (1); Pay Adjustments in
the Ambulance Department (2); Pay Adjustments in the Police Department (2);
Correction of Retro Pay in the Gas Department (1); Discussion in Community
Development (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Transfer in the Community Development
Department (1); Longevity Pay in the Ambulance Department (1); Longevity Pay
in the Fire Department (1); Longevity Pay in the Water Department (1); Pay
Adjustments in the Ambulance Department (2); Pay Adjustments in the Police
Department (2); Correction of Retro Pay in the Gas Department (1); Discussion in
Community Development (1).

A. ID-20-0110 Transfer - Community Development (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Transfer of a Permit Tech in the Community
Development at $11.56 ($11.47 + .09) to an Administrative Assistant at the Airport
at $10.00 per hour, effective January 31, 2020. In lieu of termination, employee is

being transferred from the Community Development department to the Airport
facility as an Administrative Assistant. The motion was adopted unanimously by
the following vote:

B. ID-20-0111 Longevity Pay - Ambulance Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Longevity Pay of a Firefighter in the
Ambulance Department from $15.08 ($14.96 + .06 + .06) to $15.15 ($14.96 + .06 +
.06 + .07), effective February 2, 2020. Employee is entitled to a .07 cents increase
for fifteen (15) years of service. The motion was adopted unanimously by the
following vote:

C. ID-20-0112 Longevity Pay - Fire Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve .07 cents Longevity Pay of a Captain in the Fire
Department for fifteen (15) years of service from $14.20 ($14.08 + .06 + .06) per
hour to $14.27 ($14.20 + .06 + .06 + .07) per hour, effective February 2, 2020; .06
cents Longevity Pay of a Firefighter for ten (10) years of service from $13.87
($13.81 + .06) per hour to $13.93 ($13.81 + .06 + .06) per hour, effective February
11, 2020. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
D. ID-20-0117 Longevity Pay - Water Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve .09 cents Longevity Pay of a Laborer in the
Water Department for five (5) years of service from $8.76 per hour to $8.85 ($8.76
+ .09) per hour, effective February 11, 2020. The motion was adopted
unanimously by the following vote:

E. ID-20-0113 Pay Adjustments - Ambulance Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustments of a Paramedic V from the
old tier rate of $14.47 to a Paramedic V to the new tier rate of $14.90, effective
January 29, 2020. Employee had not been employed for six (6) months when FD
Tier System was increased and he is now eligible; a Paramedic III from the old
tier rate of $13.12 per hour to Paramedic III new tier rate of $13.51 per hour,
effective January 29, 2020 in the Ambulance Department. Employee had not been
employed for six (6) months when FD Tier System was increased and he is now
eligible. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
F. ID-20-0114 Pay Adjustments - Police Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustments of a Police Officer from
$16.22 per hour to $16.42 ($16.22 + .20) per hour, effective February 14, 2020.
Officer is entitled to an increase in the amount of .20 cents for two (2) years of
service; a Lt./D. Watch Commander from $26.59 ($26.33 + .26) per hour to $28.09
($25.33 + .26 + $1.50) per hour, effective February 1, 2020. Lieutenant is entitled to
an additional $1.50 for twenty-five (25) years of service in the Police Department.
The motion was adopted unanimously by the following vote:

G. ID-20-0115 Correction of Retro Pay - Gas Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Correction of Retro Pay of a Service Truck
Foreman in the Gas Department. This retro pay is to pay the employee for hours
worked from December 4 through December 17, 2019. Employee was given a
$1.00 raise and his rate of pay should have been $9.76 per hour but was paid
$9.50 per hour. Employee is due .26 cents for every hour that he worked for a two
(2) week period. Total regular hours worked were 80 x .26 = $20.80 and OT hours
$17.20 x .39 cents = $6.71. Total retro due is $27.51. The motion was adopted
unanimously by the following vote:
