Mayor Flaggs stated that purchasing an advertisement from Porter's Chapel MB
Church will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., and seconded by Alderman Mayfield and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Porter's Chapel MB Church in the amount
of $100.00 for a Community Fair. The City is authorized pursuant to Section 17-3-1
and 17-3-3 of the Mississippi Code of 1972.

The City Sexton presented report of collections, account opening graves etc. for
the month of February 2020 as follows: Dillon-Chisley Funeral Home - $800.00;
Fisher-Riles Funeral Home - $750.00; Glenwood Funeral Home - $600.00; W.H.
Jefferson Funeral Home - $1,750.00; Lakeview Funeral Home - $1,175.00; C.J.
Williams Mortuary Service - $900.00; Misc. - $425.00. Total paid for the month of
February was $6,400.00.
The City Clerk presented the Privilege License Report for new businesses for the
month of February 2020.
The City Clerk presented report of Mayor and Treasure from the Vicksburg Police
Department in the amount of $152,826.33 for February 2020.
The City Clerk presented report of Tax Collections for City Taxes from the Warren
County Tax Collector for the month of February 2020.
The City Clerk presented report of Delinquent Collections for City taxes from the
Warren County Tax Collector for the month of February 2020.
The City Clerk presented the February 2020 Detailed Budget Report for Approval.
The City Clerk presented the February 2020 Credit Card Report for Approval as
follows: Mayor Flaggs - $572.70; City Clerk - $1,045.69; Purchasing Department -
$9,540.75.

and Aldermen voted to authorize the City Clerk to transfer funds from the

Services, Social Distancing and Limitations on Gatherings Are Hereby
Ordered For The Next 14 Days Beginning At Noon On Monday, March 23,

and Aldermen voted to acknowledge the Proclamation That a Civil Emergency
Exists in The City of Vicksburg, Mississippi Due to The Spread of The Coronavirus
(COVID-19) And in The Interest of Public Safety and Welfare, Phase 2 Measures
Such As A Curfew, Adjusted Business Closing Hours, Limitations on Business
Services, Social Distancing and Limitations on Gatherings Are Hereby Ordered
For The Next 14 Days Beginning At Noon On Monday, March 23, 2020. The motion

and Aldermen voted to adopt the Resolution To Provide Matching Funds To

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Resolution of The Board of Mayor and
Aldermen To Submit Debts to The Mississippi Intercept Company, LLC ("MIC") For
Submission to The Mississippi Department of Revenue ("MDOR") on Behalf of The
City As Pursuant to The Local Government Debt Collection Setoff Act. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
E. ID-20-0300 Authorize Mayor to execute Professional Services Agreement with
WEI/AJA, LLC for 2020 Paving Project

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Professional Services
Agreement with WEI/AJA, LLC for 2020 Paving Project. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Mayor Flaggs recused himself from the Board Meeting.
Alderman Monsour, Jr. is now Mayor Pro-Tem Monsour, Jr.

F. ID-20-0284 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 1754-1755 and
160596-160998.
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve the Claims Docket. The motion
was adopted unanimously by the following vote:
Aye: 2- Alderman Mayfield, and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs
Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monosur, Jr.
Executive Session:
Alderman Monsour, Jr., moved the Mayor and Aldermen go into a closed
meeting to determine if the Board should go into executive session. The motion
was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay in the City Clerk's Office (1); Longevity
Pay in the Accounting Department (1); Pay Adjustment in the Fire Department (1);
Pay Adjustments in the Police Department (6); Suspension in the Gas Department
(1); Discuss Potential Litigation Matters (2).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in the City Clerk's Office (1);
Longevity Pay in the Accounting Department (1); Pay Adjustment in the Fire
Department (1); Pay Adjustments in the Police Department (6); Suspension in the
Gas Department (1); Discuss Potential Litigation Matters (2).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Garnet Van
Norman, Xavier Craft - Police Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-20-0304 Longevity Pay - City Clerk's Office (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay of a Deputy City
Clerk from $21.51(21.25+.26) per hour to $21.60(21.25+.26+.09) per hour in the City
Clerk's Office. Employee is entitled to a .09 cents increase for twenty (20) years of
service, effective March 29, 2020. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-0305 Longevity Pay - Accounting Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay of an Assistant
Accounting Director from $30.43(30.17+.26) per hour to $30.52(30.17+.26+.09) per
hour in the Accounting Department. Employee is entitled to a .09 cents increase
for twenty (20) years of service, effective April 5, 2020. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-20-0306 Pay Adjustment - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor

and Aldermen voted to approve the Pay Adjustment of a Captain I from $14.27
($14.08+.19) per hour to a Captain V at $15.50 ($15.31+.19) per hour in the Fire
Department, effective March 25, 2020. Employee has met requirements for
increase in Tier Pay System (includes 15 years' longevity pay of .19)The motion
was adopted unanimously by the following vote:

D. ID-20-0307 Pay Adjustments - Police Department (6)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustments of a Patrol Officer from
$17.63 per hour to an Field Training Officer (FTO) at $18.38($17.63+.75) per hour.
Employee is serving as a Field Training Officer, effective March 25, 2020; a Patrol
Officer at $15.19 per hour to a Field Training Officer at $15.94($15.19+.75) per
hour. Employee is serving as a Field Training Officer, effective March 27, 2020; a
Sergeant in the Investigations Department from $28.91 ($28.74+.17) per hour to
$29.91($28.74+.17+$1.00) per hour. Employee is due incentive pay of $1.00 for
twenty (20) years of service, effective March 29, 2020; a Sergeant in the Juvenile
Division from $28.87 ($28.78+ .09) per hour to $29.37 ($28.78+.09+.50) per hour.
Employee is due .50 cents incentive pay for fifteen (15) years of service, effective
March 30, 2020; an Officer from $18.05 per hour to $18.25($18.05+.20) per hour.
Officer is entitled to a .20 cents increase for six (6) years of service, effective April
10, 2020; an Acting B-Watch Commander from $22.20($22.03+.17) per hour to a
Patrol Officer/K-9 at $21.45($22.03+.17-.75) per hour. Officer is no longer serving
as Acting Watch Commander, effective March 25, 2020 in the Police Department.
The motion was adopted unanimously by the following vote:

E. ID-20-0308 Suspension - Gas Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Laborer for two (2) days in
the Gas Department. Employee is in violation of the City of Vicksburg Attendance
Policy (c)(i)(ii). The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
F. ID-20-0309 Discuss Potential Litigation Matters (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Discussion of two (2) Potential Litigation
Matters. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
G. ID-20-0341 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Adjournment
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, April 6, 2020, to take up and act upon any and
all matters that may come before the Board.
