the Vicksburg-Warren Chamber of Commerce. The City is authorized pursuant to

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve allocation of funds in the amount of $5,000.00 to
the Vicksburg-Warren Retirement Development Program. The City is authorized
pursuant to Section 21-19-44 of the Mississippi Code for support of a local
economic development organization.
E. ID-20-0318 Approve invoice #1208 in the amount of $450.00 from the Vicksburg Daily
News for COVID-19 internet advertising pursuant to Section 17-3-1 and
Section 17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from the Vicksburg Daily
News will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
invoice #1208 from the Vicksburg Daily News in the amount of $450.00 for
COVID-19 internet advertising. The City is authorized pursuant to Section 17-3-1
and 17-3-3 of the Mississippi Code of 1972.
F. ID-20-0320 Approve request for payment from Vicksburg-Warren 911 for the city's
share of 15 full-time and 4 part-time E-911 dispatchers' salaries, matching
benefits, and insurance for:
1. Check dates February 29, 2020 and March 14, 2020 in the amount of
$42,995.01

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Emergency Administrative Leave Policy. The
motion was adopted unanimously by the following vote:

E. ID-20-0317 Rescind motion from March 25, 2020 board meeting authorizing the Mayor
to execute Professional Services Agreement with WEI/AJA, LLC and
Ratify Mayor's execution of the updated final version of the agreement with
increased fees for 2020 Paving Project

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to rescind the motion from March 25, 2020, board meeting
authorizing the Mayor to execute Professional Services Agreement with
WEI/AJA, LLC and Ratify Mayor's execution of the updated final version of the
agreement with increased fees for 2020 Paving Project. The motion was adopted
unanimously by the following vote:

G. ID-20-0333 Approve request from the City Clerk's Office to Increase Petty Cash
Account by $3,632.15 to give the account a $5,000.00 balance
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to Approve request from the City Clerk's Office to Increase Petty
Cash Account by $3,632.15 to give the account a $5,000.00 balance. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for: Out of Network Dr. Authorization Request in the Human
Resource Department (1), Pay Adjustment in the Animal Control Department (1),
Pay Adjustments in the Sewer Department (2), Pay Adjustment in the Water
Department (1), Suspension in the Street Department (1), Termination in the
Water Department (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Out of Network Dr. Authorization Request in
the Human Resource Department (1), Pay Adjustment in the Animal Control
Department (1), Pay Adjustments in the Sewer Department (2), Pay Adjustment in
the Water Department (1), Suspension in the Street Department (1), Termination
in the Water Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant.

A. ID-20-0325 Out of Network Dr. Authorization Request - Human Resource (1)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Out of Network Dr. Authorization Request in
the Human Resource Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-0326 Pay Adjustment - Animal Control (1)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of an Animal Control Officer
from $8.25 per hour to $8.50 per hour, effective January 17, 2020, in the Animal
Control Department. Employee has reached his six (6) month period and is
entitled to a pay increase from $8.25 per hour to the City of Vicksburg's minimum
wage of $8.50 per hour. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-20-0327 Pay Adjustments - Sewer Department (2)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustments of a Laborer from $8.25 per
hour to $8.50 per hour, effective February 28, 2020. Employee has reached his six
(6) month period and is entitled to a pay increase from $8.25 to the City of
Vicksburg's minimum wage of $8.50; a Laborer from $8.25 per hour to $8.50 per
hour, effective February 28, 2020. Employee has reached his six (6) month period
and is entitled to a pay increase from $8.25 to the City of Vicksburg's minimum

D. ID-20-0328 Pay Adjustment - Water Department (1)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Laborer from $8.25 per
hour to $8.50 per hour, effective February 28, 2020. Employee has reached his six
(6) month period and is entitled to pay increase from $8.25 to the City of
Vicksburg's minimum wage of $8.50 in the Water Department. The motion was

E. ID-20-0329 Suspension - Street Department (1)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension of a Concrete Finisher for two (2)
days, effective April 6, 2020. Employee is in violation of the City of Vicksburg's
Attendance Policy and the Personnel Rules and Regulations 4.1(i)(p) and (z) in
the Street Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
F. ID-20-0330 Termination - Water Department (1)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Termination of a Laborer, effective April 2,
2020, in the Water Department. Employee was sited for a reasonable suspicion
drug and alcohol screen due to his erratic behavior. Employee was observed
stumbling, staggering and exhibiting slurred speech. When asked to consent to
the drug and alcohol test, he refused. Per policy, a refusal is immediate
termination. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
G. ID-20-0374 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

Adjournment
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Friday, April 10, 2020, to take up and act upon any and
all matters that may come before the Board.
