ID-20-0729 Rescind advertisement for Sealed Bids for Demolition of 1720 Crawford Street Under Blight Elimination Program On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to rescind the advertisement for Sealed Bids for Demolition of 1720 Crawford Street Under Blight Elimination Program. ID-20-0736 Authorize the Board of Mayor and Aldermen of the City of Vicksburg, MS to execute Declaration of Existence of a Local Emergency due to a break in a main waterline between Cain Ridge Road and Williams Street Attachments: waterlinebreak cain ridge_williams On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Board of Mayor and Aldermen of the City of Vicksburg, MS to execute Declaration of Existence of a Local Emergency due to a break in a main waterline between Cain Ridge Road and Williams Street. City Clerk's Office On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Equipment Lease Agreement with First Data for credit card machines located at: 1. Water & Gas Administration; 2. Court Services; 3. Community Development; 4. City Clerk's Office. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. I. ID-20-0759 Authorize Mayor to Execute a Letter to the Mississippi Department of Revenue Supporting Sidewalk Tables for Restaurants and the Sale of Alcohol at Restaurant Sidewalk Tables in the Washington Street Leisure and Recreation District during COVID-19 Pandemic On motion of Alderman Monsour, Jr., and seconded by Alderman Mayfield, the Mayor and Aldermen authorized the Mayor to Execute a Letter to the Mississippi Department of Revenue Supporting Sidewalk Tables for Restaurants and the Sale of Alcohol at Restaurant Sidewalk Tables in the Washington Street Leisure and Recreation District. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr. moved to go into executive session to discuss Personnel Action Forms for: Transfer in the Inner City Youth Department (1); Transfer in the Gas Department (1); Terminations in the Park & Recreation Department (13). Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Transfer in the Inner City Youth Department (1); Transfer in the Gas Department (1); Terminations in the Park & Recreation Department (13). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Deborah A. Nickson - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabitha Martin Crawford - Police Officer. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-0753 Transfer - Inner City Youth (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Transfer of an Inner City Youth Coordinator from $22.21 (salary) per hour to a Recreation Assistant at $15.00 per hour, effective July 29, 2020. The Inner City Youth Program is postponed at this time due to COVID-19. Exempt status to change from salary to hourly non-exempt. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0754 Transfer - Gas Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Transfer of a Gas Dispatcher from $9.27 per hour to a Water & Gas cashier at $9.50 per hour, effective July 29, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0758 Terminations - Park & Recreation (13) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Terminations of: a Baseball Umpire at $25.00 per game, effective August 8, 2020. Employee no longer umpires; a Softball Umpire at $25.00 per game, effective August 8, 2020. Employee no longer umpires; a Softball Umpire at $25.00 per game, effective August 8, 2020. Employee no longer umpires; a Softball Umpire at $25.00 per game, effective August 8, 2020. Employee no longer umpires; a Baseball Umpire at $25.00 per game, effective August 8, 2020. Employee no longer umpires; a Lifeguard at $8.25 per hour, effective August 4, 2020; a Jackson Street Helper at $8.00 per hour, effective August 8, 2020; a Tennis Helper at $8.00 per hour, effective August 4, 2020; a Fuzzy Johnson Helper at $8.00 per hour; effective August 4, 2020; a Softball Umpire at $25.00 per game, effective August 8, 2020. ID-20-0837 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
