and Aldermen voted to adopt the Agenda as printed. The motion was adopted

25 years of service: Perry Jones - Police Department
Mayor Flaggs recognized Perry Jones of the Police Department with twenty-five
(25) years of service.
The Mayor and Aldermen congratulated Perry Jones for his years of service with
the City of Vicksburg.

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Consent Agenda Items. The motion was

On motion of Mayor Pro-tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to ratify the Agreement Between Board of
Mayor and Aldermen and Allen & Hoshall for Professional Services Main Street
Building to Repair the Existing Leaking Roof and Incorrect Roof Drainage Issues.
The motion was adopted unanimously by the following vote:

Disaster FEMA-4528-DR-MS Public Assistance Program for COVID-19: 1. Adopt
Resolution Designating Applicant Representative for the State-Local Disaster
Assistance Agreement; 2. Authorize Mayor to Execute MEMA State-Local Disaster
Assistance Agreement; 3. Authorize Mayor to Execute Designation of Applicant

for the Brownfields Assessment and Cleanup Cooperative Agreement

On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the
Mayor Pro-Tem and Alderman voted to accept the Grant Award from the U.S.
Environmental Protection Agency (EPA) for the Brownfields Assessment and
Cleanup Cooperative Agreement. The motion was adopted unanimously by the
following vote:

community and authorize the Director of Community Development to proceed to
cut, clean and demolish structure with all charges incurred to be assessed
against the property owner(s). In the event an extension is granted, if owner(s)
has/have not complied at the end of the extension period, the Director of
Community Development is authorized to proceed; along with the following
actions:

Executive Session:
Mayor Pro-Tem Monsour, Jr. moved the Mayor Pro-Tem and Alderman go into a
closed meeting to determine if the Board should go into executive session. The
motion was seconded by Alderman Mayfield. Voting aye, Mayor Pro-Tem
Monsour, Jr., Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor Pro-Tem and Alderman discussed whether or not they should go into
executive session. Mayor Pro-Tem Monsour, Jr. moved to go into executive
session to discuss Personnel Action Forms for: Pay Adjustments in the Police
Department (3); Pay Adjustment in the Water Department (1); Suspension in the
Ambulance Department (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Pro-Tem Monsour, Jr., Alderman Mayfield. The
motion was adopted unanimously.
The Mayor Pro-Tem and Alderman announced they would go into executive
session to discuss Personnel Action Forms for: Pay Adjustments in the Police
Department (3); Pay Adjustment in the Water Department (1); Suspension in the
Ambulance Department (1).
The Mayor Pro-Tem and Alderman are now in executive session.
Those present at the executive session were Mayor Pro-Tem Monsour, Jr.,
Alderman Mayfield, Nancy Thomas - City Attorney, Fermika Smith - Interim
Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Deborah A.
Nickson, Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant,
Tabitha Martin Crawford - Police Officer.
Aye: 2- Alderman Mayfield, and Alderman Monsour Jr.
Absent: 1- Mayor Flaggs
Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr., is now Alderman Monsour, Jr.
A. ID-20-0804 Pay Adjustments - Police Department (3)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustments of a Patrol Officer from

$15.19 per hour to an Officer-FTO at $15.94 ($15.19 + .75) per hour, effective
August 17, 2020. Officer is serving as a Field Training Officer; an Officer-FTO from
$17.39 per hour to a Patrol Officer at $16.64 ($17.39 - .75) per hour, effective
August 21, 2020. Employee is no longer serving as an FTO; a Police Officer at
$16.64 per hour to $16.84 ($16.64 + .20) per hour, effective August 25, 2020. Officer
is entitled to an additional .20 cent per hour increase for three (3) years of service
in the Police Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-0805 Pay Adjustment - Water Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustment of a Water Foreman from
$9.27 per hour to $9.77 per hour, effective August 26, 2020 in the Water
Department. As an oversight, employee was not given the additional .50 cent
increase after the minimum wage in 2019 aligned with other foremen. Base pay
for a foreman is $9.50 per hour. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-20-0806 Suspension - Ambulance Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Firefighter/Ambulance IV for
three (3) shifts (72) hours, effective August 25, 28 and 31, 2020 in the Ambulance
Department. Employee violated Vicksburg Fire Department Standard Operating
Guideline 12.1.75 Attendance Policy for 24-Hour Shift Employees, 7 occurrences
(July 26, 2020). The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
D. ID-20-0857 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Adjournment
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Tuesday, August 25, 2020, to take up and act upon any
and all matters that may come before the Board.
