The City is authorized pursuant to Section 17-19-1 of the Mississippi Code of 1972, as amended, for appropriations to planning and development districts. E. ID-20-1031 Approve request for advertisement in the amount of $125.00 to The Mississippi Jazz Foundation for their 17th Annual "An Evening of Musical Artistry" Live Streaming Concert pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: MS Jazz Advertisement Mayor Flaggs stated that purchasing an advertisement from The Mississippi Jazz Foundation will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from The Mississippi Jazz Foundation in the amount of $125.00 for their 17th Annual "An Evening of Musical Artistry" Live Streaming Concert. The City is authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972, as amended. F. ID-20-1032 Approve request for matching funds in the amount of $750.00 to The Salvation Army for New Signage pursuant to Section 21-17-1(8) of the Mississippi Code of 1972, as amended Attachments: Salvation Army Signage On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve matching funds to the Salvation Army in the amount of $750.00 for New Signage. The City is authorized pursuant to Section 21-17-1(8) of the Mississippi Code of 1972, as amended, to expend municipal funds to match any state, federal or private funding for any program administered by the State of Mississippi. G. ID-20-1033 Approve the following requests from Festivals of Vicksburg-Warren County, MS L.L.C.: 1. Permission to hold festival in Downtown Vicksburg on October 24, 2020 at and surrounding Levee Street Marketplace for daytime activities; Use of Washington Street Park for afternoon and evening events 2. Close section of street at Washington at its intersections with Grove and Jackson Streets from 4:00 p.m. until 11:00 p.m. 3. Approve advertisement in the amount of $2,500.00 pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended 4. ID-20-1037 Approve request for allocation of matching funds in the amount of $7,500.00 to Central Mississippi Prevention Services, Inc. for the Intensive Counseling and Education Program (ICEP) pursuant to Section 21-19-65 of the Mississippi Code of 1972, as amended Attachments: Central MS Prevention Services On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen of the City of Vicksburg voted to approve the request for allocation of matching funds to Central Mississippi Prevention Services, Inc. in the amount of $7,500.00 for the Intensive Counseling and Education Program (ICEP). ID-20-1041 Authorize advertisement in the amount of $509.00 in the Vicksburg Post for First Friday Block Party Downtown Vicksburg on November 6, 2020 pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: First Friday November 2020 Mayor Flaggs stated that purchasing an advertisement from the Vicksburg Post will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from The Vicksburg Post in the amount of $509.00 for First Friday Block Party Downtown Vicksburg on November 6, 2020. The City is authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972, as amended. L. ID-20-1042 Authorize Mayor to execute Contract for Services for First Friday Block Party on November 6, 2020 with: 1. Chris Burks to provide disc jockey services 2. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Junior Auxiliary of Vicksburg in the amount of $500.00. The City is authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972, as amended. O. ID-20-1048 Authorize issuance of requisition number 2100236 in the amount of $73,983.00 written to Landers Dodge for the purchasing of three (3) 2019 Dodge Charger Police Pursuit Vehicles (State Contract #8200053625) Attachments: Requisition 2100236 P. ID-20-1029 Approve Claims Docket The City Clerk presented the Docket of Claims numbering: 1878-1905; 165583-165854. Routine Agenda: A. ID-20-1028 Authorize Mayor to execute Amendment No. 1 to the Escrow Agreement between the City of Vicksburg, Entergy, and Trustmark National Bank to increase funds for the Hennessey Bayou Bank Stabilization Project Attachments: Amendment No. 1 Escrow Agreement On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Amendment No. 1 to the Escrow Agreement between the City of Vicksburg, Entergy, and Trustmark National Bank to increase funds for the Hennessey Bayou Bank Stabilization Project. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-1040 Authorize Mayor to execute the Mississippi Development Authority Development Infrastructure Program (DIP) Grant Agreement (Blue Ink) Attachments: DIP Grant Agreement On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute the Mississippi Development Authority Development Infrastructure Program (DIP) Grant Agreement (Blue Ink). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-1055 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: AGENDA 10-19-20 Special Assessment List Master Copy of the Agenda for Monday October 19 2020 Jeff Richardson, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following property: 1. 917 Third North Street, PPIN 017571; owned by Sullivan Lee Caldwell - (Remove inoperable vehicles) RE-ENTRY 1. 2015 Ford Street, PPIN 016305; owned by State of Mississippi (Jerald Woods & Dorothy Jones) - (Cut grass/weeds, remove trash and debris) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to declare the foregoing property which has not complied to be a public menace to the health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structure with all charges incurred to be assessed against the property City of Vicksburg Page 4 Printed on 11/10/2020 Board of Mayor and Aldermen Minutes - Final October 19, 2020 owner(s). The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr. moved to go into executive session to discuss Personnel Action Forms for: Pay Adjustment - Safety/HR (1); Pay Adjustments - Police Department (3); Suspension - Police Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustment - Safety/HR (1); Pay Adjustments - Police Department (3); Suspension - Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Kim Nailor - Prosecuting City Attorney, Walter W. Osborne, Jr. - City Clerk, Kelsey Conner - Interim Safety Director/HR Administrative Assistant, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha Martin Crawford - Compliance Officer. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-1069 Pay Adjustment - Safety / HR (1) On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, the Mayor and Aldermen voted to approve the Pay Adjustment of an Interim-Safety Director from $16.18 per hour to a Safety/HR Administrative Assistant to $15.18 ($16.18 - $1.00) per hour, effective October 19, 2020 in the Safety / HR Department. Safety Director will be returning from medical leave on October 19, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-1071 Pay Adjustments - Police Department (3) On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, the Mayor and Aldermen voted to approve the Pay Adjustments of a Police Officer from $17.12 per hour to $17.87 ($17.12 + .75) per hour, effective October 21, 2020. Officer will be serving as Acting Watch Commander; Sergeant in the Traffic Department from $25.82 ($25.65 + .71) to $26.82 ($25.65 + .17 + $1.00) per hour, effective October 23, 2020. Officer is entitled to an additional $1.00 per hour increase for twenty (20) years of service; a Police Officer from $17.92 per hour to $18.12 ($17.92 + .20) per hour, effective October 26, 2020. Officer is entitled to an additional .20 increase per hour for four (4) years of service in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C.
