On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Agenda, as amended. The motion was

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen of the City of Vicksburg voted to approve the request for allocation
of matching funds to Lifting Lives Ministries in the amount of $10,0000.00. The
City is authorized pursuant to Section 21-19-65 of the Mississippi Code of 1972, as
amended, for matching these funds for social and community service programs.
E. ID-20-1067 Approve request from Mountain of Faith Ministries for allocation of
matching funds in the amount of $10,000.00 pursuant to Section 21-19-65
of the Mississippi Code of 1972, as amended

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen of the City of Vicksburg voted to approve the request for allocation
of matching funds to Mountain of Faith Ministries in the amount of $10,0000.00.
The City is authorized pursuant to Section 21-19-65 of the Mississippi Code of
1972, as amended, for matching these funds for social and community service
programs.

Mayor Flaggs stated that purchasing an advertisement from Bluffs and Bayous
Magazine will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Bluffs and Bayous Magazine in the
amount of $1,500.00 (six issues - 1/4 page ad). The City is authorized pursuant to
Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended.

time and break down time included);
2. Washington Street closure between Jackson and Grove Streets for
3pm-11pm (Please advise me if you would like me to speak with and
obtain a no contest from 61 Coffeehouse as well as Biscuit Company of
Vicksburg);
4. Requesting that the electrical outlets on the poles as well as the stage
be checked to ensure proper power;
5. Check to be sure grass is cut and cleaned;

and Aldermen voted to rescind the motion from October 15, 2020, board meeting
executing contract with Stantec and authorize Mayor to execute Revised

Long Lake Road. The motion was adopted unanimously by the following vote:

demolish the following properties:

2. 3046 Indiana Avenue, PPIN 013177; owned by Folmar Vicksburg LP Etal c/o

dilapidated dumpster enclosure, repair slab [i.e. hard surface parking areas to
remove standing water that is a menace and unsafe])

and authorize the Director of Community Development to proceed to cut, clean
and demolish the structures with all charges incurred to be assessed against the
property owner(s). In the event an extension is granted, if owner(s) has/have not
complied at the end of the extension period, the Director of Community
Development is authorized to proceed; along with the following actions:

On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve the Docket of Claims presented
by the City Clerk numbering: 165855-166131. The motion was adopted
unanimously by the following vote:

Executive Session:
Alderman Monsour, Jr., moved the Mayor and Aldermen go into a closed
meeting to determine if the Board should go into executive session. The motion
was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr., moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay in Water & Gas Department (1);
Longevity Pay in Building Maintenance Department (1); Longevity Pay in the Gas
Department (1); Suspension in the Police Department (1).

The motion was seconded by Alderman Mayfield. Upon vote being taken, the

The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in Water & Gas Department
(1); Longevity Pay in Building Maintenance Department (1); Longevity Pay in the
Gas Department (1); Suspension in the Police Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Kim Nailor - Prosecuting City Attorney, Walter W.
Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Sam
Andrews - Mayor’s Administrative Assistant, Tabatha Martin Crawford -

A. ID-20-1086 Longevity Pay - Water & Gas (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Longevity Pay of an Adjustment Specialist
from $16.09($16.00 + .09) per hour to $16.17($16.00 + .09 +.08) per hour in the
Water & Gas Department, effective October 27, 2020. Employee is entitled to an
additional .08 cent increase for ten (10) years of service. The motion was adopted
unanimously by the following vote:

B. ID-20-1087 Longevity Pay - Building Maintenance (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Longevity Pay of a Custodian from $9.33 per
hour to $9.42($9.33 + .09) in Building Maintenance Department, effective October
28, 2020. Employee is entitled to an additional .09 cent increase for five (5) years
of service. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-20-1088 Longevity Pay - Gas Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Longevity Pay of a Welder from $19.57 per
hour to $19.66($19.57 + .09) per hour, effective October 28, 2020, in the Gas
Department. Employee is entitled to an additional .09 cent for five (5) years of
service. The motion was adopted unanimously by the following vote:

D. ID-20-1089 Suspension - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of an Investigator for seven (7)
days, effective October 27, 2020, in the Police Department. Employee is in
violation of the Vicksburg Police Department's Policy and Procedures Number
2.19 Attendance Policy. The motion was adopted unanimously by the following
vote:

Taken Up in Executive Session. The motion was adopted unanimously by the

unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned

and all matters that may come before the Board.
