to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of April 2021 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.

came before the Board to inform the public of the upcoming events at the
Vicksburg Convention and Visitors Bureau for the month of April 2021 and invited

C. ID-21-0308 Accept Recommendation of Allen & Hoshall to reject the bid of KipCo due
to lack of familiarity with the railroad process for Lee Street Sanitary Sewer
Improvements
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to accept the Recommendation of Allen & Hoshall to reject
the bid of KipCo due to lack of familiarity with the railroad process for Lee Street
Sanitary Sewer Improvements. The motion was adopted unanimously by the
following vote:

D. ID-21-0318 Discussion with Foam Packaging Inc. regarding denial of building permit
for a bathroom and employee break room addition (seeking building
permit variance)

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Resolution Granting Final Approval for Tax

(PPIN 018293 and PPIN 019097). The motion was adopted unanimously by the

and Aldermen voted to accept the Proposal from Carpenter Engineering, Inc. for
Provision of Technical Project Support Services for Kings Street Paving Project,
Kings Place Subdivision - Part 1. The motion was adopted unanimously by the
following vote:

I. ID-21-0324 Authorize Mayor to execute Support Services Agreement with Terry
Service, Inc. for the Vicksburg Convention Center

and Aldermen voted to authorize the Mayor to execute Support Services
Agreement with Terry Service, Inc. for the Vicksburg Convention Center. The

J. ID-21-0325 Authorize Mayor to execute Contract with Anderson Contracting, LLC for
Vicksburg Waterline Protection Project in the amount of $998,000.00
(Base Bid: $785,700.00 + Alternate Bid: $212,300.00)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Contract with Anderson
Contracting, LLC for Vicksburg Waterline Protection Project in the amount of
$998,000.00 (Base Bid: $785,700.00 + Alternate Bid: $212,300.00). The motion was
adopted unanimously by the following vote:

K. ID-21-0327 Authorize Mayor to execute Amendment No. 1 to Letter Agreement with
Neel Schaffer, Inc. to Provide Environmental and Engineering Services for
a Proposed Port in Vicksburg, MS

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Amendment No. 1 to
Letter Agreement with Neel Schaffer, Inc. to Provide Environmental and
Engineering Services for a Proposed Port in Vicksburg, MS. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Monsour, Jr., moved the Mayor and Aldermen go into a closed
meeting to determine if the Board should go into executive session. The motion
was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted. The Mayor and Aldermen discussed whether or not they should go into
executive session. Alderman Monsour, Jr. moved to go into executive session to
discuss Personnel Action Forms for: Pay Adjustment (Correction) in the
Recreation Department (1).
The motion was seconded by Alderman Mayfield, upon vote being taken, the
following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment (Correction) in the
Recreation Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -

A. ID-21-0322 Pay Adjustment (Correction) - Recreation Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustment (Correction) of a Baseball
Umpire/UIC from $45.00 a game to $40.00 a game in the Recreation Department,
effective March 10, 2021. The previous action form had the incorrect rate per
game. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-21-0429 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Adjournment
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Friday, April 9, 2021, to take up and act upon any and all
matters that may come before the Board.
