and Aldermen voted to adopt the Agenda as printed. The motion was adopted

Mayor Flaggs recognized Edwin Carter in the Building Maintenance Department

The Mayor and Aldermen congratulated Edwin Carter for his years of service with
the City of Vicksburg.

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Vicksburg Daily News for advertisement in
the amount of $1,000.00 (COVID-19 - $450.00; City Logo Popup - $200.00; Social
Media - $350.00 for April 2021). The City is authorized pursuant to Section 17-3-1

Haven House Family Shelter pursuant to Section 93-21-115 of the
Mississippi Code (Provides supportive services to help end domestic
abuse in our community)

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to approve allocation of funds in the amount of $30,000.00 to
Haven House Family Shelter. The City is authorized pursuant to Section 93-21-115
of the Mississippi Code of 1972, as amended, for municipalities to support local
domestic abuse shelters.
D. ID-21-0332 Approve request for advertisement in the amount of $840.00 from the
Inaugural Committee for The Inauguration of Dr. Felecia M. Nave (20th
President of Alcorn State University) pursuant to Section 17-3-1 and
Section 17-3-3 of the Mississippi Code of 1972, as amended

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to accept the foregoing Letters (Statements) for cost of cutting
and cleaning lots and Adopt the following Resolutions establishing Special
Assessments.
G. ID-21-0337 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering: 2010-2022;
169094-169484 for April 9, 2021.

A. ID-21-0345 Discuss Southern Cultural Heritage Center Updates (Stacey Mahoney)
Ms. Stacy Mahoney, of Southern Cultural Heritage Center, came before the Board
to inform the public of the upcoming events at the Southern Cultural Heritage
Center for the month of April 2021 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting.
B. ID-21-0334 Approve request from Joe Graves, Director of Parks and Recreation, to
sponsor Fun Time Summer Camp at the Gertrude Young Community
Center from June 1, 2021 to July 16, 2021 and spend approximately
$650.00 to purchase supplies for the camp

Executive Session:
Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay in the Building Maintenance
Department (1), Transfer/Pay Adjustment in the Community Development

The motion was seconded by Alderman Mayfield, upon vote being taken, the
following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in the Building Maintenance
Department (1), Transfer/Pay Adjustment in the Community Development
Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith – Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabitha
Martin-Crawford - Compliance Officer.
Aye: 3- Alderman Monsour Jr., Alderman Mayfield, and Mayor Flaggs
A. ID-21-0350 Longevity Pay - Building Maintenance (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the .08 cent Longevity Pay of a Custodian from
$9.84 ($9.75 + .09) per hour to $9.92 ($9.75 + .09 + .08) per hour, effective April 18,
2021 in the Building Maintenance Department. Employee is entitled to a .08 cent
increase for ten (10) years of service. The motion was adopted unanimously by
the following vote:

B. ID-21-0351 Transfer/Pay Adjustment - Community Development (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Transfer/Pay Adjustment of a Housing
Coordinator from $14.26 ($14.00 + .06) per hour to Senior Center Supervisor at
$21.17 ($20.91 + .26) per hour, effective May 3, 2021. Employee will be transferring
from Community Development back to the Senior Center. The Senior Center is
scheduled to reopen on May 3, 2021. Status change from hourly to salary. The
motion was adopted unanimously by the following vote:

C. ID-21-0448 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, April 19, 2021, to take up and act upon any and
all matters that may come before the Board.
