ID-21-0365 Approve advertisement in the amount of $1,650.00 from Four Seasons of the Arts for String Quartet Concert pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: Four Seasons String Quartet Mayor Flaggs stated that purchasing an advertisement from Four Seasons of the Arts will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Four Seasons of the Arts for String Quartet Concert in the amount of $1,650.00. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended. G. ID-21-0366 Approve request from God's Appointed People Ministries and New Beginning Church in Christ for matching funds in the amount of $2,000.00 pursuant to Section 21-19-65 of the Mississippi Code of 1972, as amended Attachments: GAPM Request for Funds On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve allocation of funds in the amount of $2,000.00 to God's Appointed People Ministries and New Beginning Church in Christ. The City is authorized pursuant to Section 21-19-65 of the Mississippi Code of 1972, as amended, for matching funds for social and community service programs. H. ID-21-0372 Approve request from River City Diamonds Girls Softball Team for matching funds in the amount of $500.00 pursuant to Section 21-17-1 (8) of the Mississippi Code of 1972, as amended Attachments: River City Diamonds Request for Funds On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the request from River City Diamonds Girls Softball Team in the amount of $500.00. The City is authorized pursuant to Section 21-17-1(8) of the Mississippi Code of 1972, as amended. In addition to the authority to expend matching funds under Section 21-19-65, the governing authority of any municipality, in its discretion, may expend municipal funds to match any state, federal or private funding for any program administered by the State of Mississippi, the United States government or any nonprofit organization that is exempt under 26 USCS Section 501(c)(3) from paying federal income tax. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Alderman Monsour, Jr., moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monosur, Jr., moved to go into executive session to discuss Personnel Action Forms for: Promotions in the Ambulance Department (2); Promotions in the Fire Department (3); Pay Adjustment in the Ambulance Department (1); Suspension in the Fire Department (1); Reprimand and Reimbursement in the Police Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Promotions in the Ambulance Department (2); Promotions in the Fire Department (3); Pay Adjustment in the Ambulance Department (1); Suspension in the Fire Department (1); Reprimand and Reimbursement in the Police Department (1). Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Fermika Smith - Interim Human Resource Director, Tasha W. ID-21-0378 Promotions - Ambulance Department (2) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Promotions of a Firefighter Paramedic II from $13.87($13.81 + .06) per hour to a Lieutenant Paramedic I at $15.02($14.96 + .06) per hour, effective April 21, 2021; a Firefighter Paramedic V from $14.75 ($14.69 + .06) per hour to a Lieutenant Paramedic I at $15.02 ($14.96 + .06) per hour, effective April 21, 2021 in the Ambulance Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. Promotion includes twenty (20) years of longevity pay of .25 cent; Lieutenant V from $13.66 ($13.60 + .06) per hour to Captain I at $14.14 ($14.08 + .06) per hour, effective April 21, 2021. Promotion includes five (5) years of longevity pay of .06 cent in the Fire Department. ID-21-0380 Pay Adjustment - Ambulance Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of a Firefighter/Ambulance III from $11.42 per hour to Firefighter Paramedic V at $14.69 per hour, effective April 21, 2021 in the Ambulance Department. Employee completed requirements for increase in Tier Pay System and has become a nationally registered paramedic. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-21-0381 Suspension - Fire Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension of a Firefighter III for 24 hours + 24 hours (2 shifts) = 48 hours, effective April 23 and April 26, 2021 in the Fire Department. Employee violated Vicksburg Fire Department Standard Operating Guideline 12.1.75 Attendance Policy for 24-Hour Shift Employees, 6 occurrences in two instances on February 16, 2021 and April 5, 2021. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-21-0377 Reprimand and Reimbursement - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Reprimand and Reimbursement of an officer in the Police Department, effective April 30, 2021. This action is to request that the Board approve the officer to be responsible for repaying the replacement cost of an Apple I-Pad that was misplaced on March 21, 2021. The cost to replace the Apple I-Pad is $300.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F.
