ID-21-0424 Discuss Vicksburg Convention and Visitors Bureau Updates (Laura Beth Strickland) Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau, came before the Board to inform the public of the upcoming events at the Vicksburg Convention and Visitors Bureau for the month of May 2021 and invited the public to attend. Base Bid: $531,024.00; Alternate #1: $101,746.48; Alternate #2: $94,810.92; which is the lowest and best bid. ID-21-0426 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety, and welfare of the community Attachments: Master Copy of Agenda for May 3, 3021 Jeff Richardson, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following property: 1. 2515 Warrenton Road, PPIN 011108; owned by William E. Broadwater etal - (Remove burned and dilapidated building, cut and clean the entire property, remove all trash and debris) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to declare the foregoing property which has not complied to be a public menace to the health, safety & welfare of the community and authorize the Director of Community to proceed to cut, clean and demolish structure with all charges incurred to be assessed against the property owner. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The Mayor and Aldermen discussed whether or not they should go into executive session. The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Recreation Department (1); Pay Adjustment in Administration (1); Pay Adjustments in the Police Department (3); Request t Rescind in the Building Maintenance Department (1); Suspension in Community Service (1); Disciplinary Hearing in Community Service (1); Disciplinary Hearing in the Gas Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha Martin Crawford - Compliance Officer. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-21-0439 Pay Adjustment - Recreation Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of a 3rd year Head Lifeguard from $9.00 per hour to a 4th year Head Guard at $9.25 per hour, effective May 5, 2021 in the Recreation Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-21-0440 Pay Adjustment - Administration (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of an Umpire from $30.00 a game to an Inner City Youth Assistant at $8.50 per hour, effective May 5, 2021. Employee's status will be changed from a seasonal employee to a part-time employee to assist with the Inner City Youth Program in Administration. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-21-0441 Pay Adjustments - Police Department (3) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustments of a Police Officer from $16.68 per hour to a Field Training Officer (FTO) at $17.43 ($16.68 + .75), effective May 5, 2021; Police Officer from $17.43 ($16.68 + .75) per hour to $17.63 ($17.43 + .20) per hour, effective May 9, 2021. Officer is entitled to an additional .20 per hour for three (3) years of service; an Investigator from $17.64 ($16.64 + $1.00) per hour to $17.84 ($17.64 + .20) per hour, effective May 9, 2021. Officer is entitled to an additional .20 per hour for three (3) years of service in the Police Department. ID-21-0442 Request to Rescind - Building Maintenance (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Request to Rescind a Custodian position in the Building Maintenance Department. Request to rescind is being made due to employee's hire date reflecting the date he began with the City of Vicksburg in a part-time capacity in which he would not be eligible for longevity from that date. Employee's full time start date is October 2011, not April 2011. This is a rescission for the action form approved on April 9, 2021. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-21-0443 Suspension - Community Service (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension of a Foreman, effective April 24, 2021 in Community Service. Suspension pending termination due to violation of the City of Vicksburg's Personnel Rules and Regulations, specifically Section 4.1 (c), (i), (n). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. F. ID-21-0444 Disciplinary Hearing - Community Service (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Disciplinary Hearing of a Foreman to continue her suspension, effective May 3, 2021 in the Community Service Department. Employee is currently suspended due to violation of the City of Vicksburg's Personnel Rules and Regulations, specifically Section 4.1 (c), (i), and (n). She is still within her six (6) month probationary period. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. G. ID-21-0445 Disciplinary Hearing - Gas Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Disciplinary Hearing of a Laborer in the Gas Department. Employee violated the City of Vicksburg's Arrest Policy and is currently suspended. In lieu of termination, a recommendation of the following are being proposed: 1. fifteen (15) day suspension, 2. mandatory anger management class at his expense and must provide a completion certificate. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. H. ID-21-0540 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Adjournment On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, May 10, 2021, to take up and act upon any and all matters that may come before the Board.
