Vicksburg Municipal Airport. The motion was adopted unanimously by the

J. ID-21-0462 Authorize Mayor to Execute Lease Agreement with Shape Up Mississippi,

Perimeter Fence Located On the Northeast Corner of the Vicksburg
Municipal Airport Property Between Hwy 61 South and the Airplane
Hangars

and Aldermen voted to authorize the Mayor to Execute Lease Agreement with
Shape Up Mississippi, a Non-Profit 501(c)(3) Corporation, for Six (6) Acres Outside
of the Airport Perimeter Fence Located On the Northeast Corner of the Vicksburg
Municipal Airport Property Between Hwy 61 South and the Airplane Hangars. The
motion was adopted unanimously by the following vote:

K. ID-21-0468 Authorize Mayor to Approve Stantec to subcontract with Burns Cooley
Dennis for Geotechnical Services for Repairs to the Riverfront Park dated

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to authorize the Mayor to Approve Stantec to subcontract
with Burns Cooley Dennis for Geotechnical Services for Repairs to the Riverfront
Park dated April 23, 2021. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay for the Fire Department (2); Pay
Adjustments for the Police Department (3); Promotions in the Fire Department (2).

The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay for the Fire Department (2);
Pay Adjustments for the Police Department (3); Promotions in the Fire
Department (2).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha
Martin Crawford - Compliance Officer.
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
A. ID-21-0473 Longevity Pay - Fire Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Longevity Pay of a Firefighter from $14.96
per hour to $15.02($14.96 + .06) per hour, effective May 11, 2021. Employee is
entitled to an additional .06 cent increase for five (5) years of service; an EMS
Paramedic from $14.96 per hour to $15.02($14.96 + .06) per hour, effective May 11,
2021. Employee is entitled to an additional .06 cent increase for five (5) years of
service with the Fire Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-21-0474 Pay Adjustments - Police Department (3)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustments of an Investigator from
$18.31 per hour to $18.51($18.31 + .20) per hour, effective May 10, 2021. Officer is
entitled to an additional .20 cent increase for eight (8) years of service; a Patrol
Officer from $16.00 per hour to $16.20($16.00 + .20) per hour, effective May 11,
2021. Officer is entitled to an additional .20 cent per hour for five (5) years of
service; a Patrol Officer from $16.76 per hour to $16.96($16.76 + .20) per hour,
effective May 11, 2021. Officer is entitled to an additional .20 per hour for five (5)
years of service in the Police Department. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
C. ID-21-0475 Promotions - Fire Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Promotions of a Lieutenant V from
$13.79($13.60 +.19) per hour to a Captain I at $14.27($14.08 + .19) per hour,
effective May 19, 2021. Employee's promotion includes longevity pay of .19 cent
for 15+ years; Firefighter V from $11.52 per hour to a Lieutenant I at $12.44 per
hour, effective May 19, 2021 in the Fire Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
D. ID-21-0551 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Adjournment
On motion of Alderman Monsour Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, May 17, 2021, to take up and act upon any and
all matters that may come before the Board.
