Routine Agenda:
A. ID-21-0750 Discuss Vicksburg Convention Center Updates
Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of August 2021 and invited the public to attend.
The Mayor Pro-Tem and Alderman thanked Ms. Kirklin for attending the meeting.
B. ID-21-0751 Discuss Vicksburg Convention and Visitors Bureau Updates
This agenda item was removed.
C. ID-21-0771 Adopt Revised City of Vicksburg Organizational Chart in accordance with
Section 20(C) of the Special Charter of the City of Vicksburg

D. ID-21-0774 Request Civil Service Commission to Amend Civil Service Rules 3.3, 8.3
and 8.6 so that candidates who are re-hires, lateral transfers, certified but
not currently working in law enforcement/fire service, graduate of police
corps, or certified law enforcement or fire training academy, do not have to
complete the physical agility test as part of the hiring process
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the Request Civil Service
Commission to Amend Civil Service Rules 3.3, 8.3 and 8.6 so that candidates who
are re-hires, lateral transfers, certified but not currently working in law
enforcement/fire service, graduate of police corps, or certified law enforcement
or fire training academy, do not have to complete the physical agility test as part
of the hiring process. The motion was adopted unanimously by the following
vote:

E. ID-21-0776 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety, and
welfare of the community

Jeff Richardson, Director of Community Development, came for a hearing before
the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
1. 230 Spout Spring Road, PPIN 014514; owned by Andrea Brown - (Cut and clean
the entire property, remove all trash and debris, remove dilapidated structure)
2. 1115 Fayette Street, PPIN 020225; owned by Marie Ross - (Cut and clean the
entire property, remove all trash and debris)
3. 1103 Fayette Street, PPIN 019358; owned by Strong Properties, LLC - (Cut and
clean entire property, remove all trash and debris, remove inoperable vehicle)
4. 3203 North Washington Street, PPIN 014325; owned by Kappler Auto Supplies -

the Mayor Pro-Tem and Alderman voted to declare the foregoing properties
which have not complied to be a public menace to the health, safety & welfare of
the community and authorize the Director of Community Development to proceed

J. ID-21-0780 Authorize Mayor to execute Service Order Form with PowerDMS to allow
officers to learn and keep updated about policy and procedures
On motion of Alderman Mayfield, Sr., seconded by Mayor Pro-Tem Monsour, Jr.,
the Mayor Pro-Tem and Alderman voted to authorize the Mayor to execute
Service Order Form with PowerDMS to allow officers to learn and keep updated
about policy and procedures. The motion was adopted unanimously by the
following vote:
Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr.
K. ID-21-0783 Accept/Authorize Mayor to execute Notice of Grant and Agreement Award
from US Department of Agriculture for NRCS Emergency Watershed
Program for Road and Bank Stabilization of Columbia, Halls Ferry, Polk
and Second North Sites

On motion of Alderman Mayfield, Sr., seconded by Mayor Pro-Tem Monsour, Jr.,
the Mayor Pro-Tem and Alderman voted to accept/authorize the Mayor to
execute Notice of Grant and Agreement Award from US Department of
Agriculture for NRCS Emergency Watershed Program for Road and Bank
Stabilization of Columbia, Halls Ferry, Polk and Second North Sites. The motion
was adopted unanimously by the following vote:

Executive Session:
Mayor Pro-Tem Monsour, Jr. moved the Mayor Pro-Tem and Alderman go into a
closed meeting to determine if the Board should go into executive session. The
motion was seconded by Alderman Mayfield, Sr. Voting aye, Mayor -Pro Tem
Monsour, Jr., Alderman Mayfield. None voting nay, the motion was unanimously
adopted. The Mayor Pro-Tem and Alderman discussed whether or not they
should go into executive session. Mayor Pro-Tem Monsour, Jr. moved to go into
executive session to discuss Personnel Action Forms for: Longevity Pay - Gas
Department (1).
The motion was seconded by Alderman Mayfield, Sr., upon vote being taken, the
following voting aye: Mayor Pro-Tem Monsour, Jr., and Alderman Mayfield, Sr.
The motion was adopted unanimously.
The Mayor Pro-Tem and Alderman announced they would go into executive
session to discuss Personnel Action Forms for: Longevity Pay - Gas Department
(1).
The Mayor Pro-Tem and Alderman are now in executive session.
Those present at the executive session were: Mayor Pro-Tem Monsour, Jr.,
Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Fermika Smith – Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Jamma
Williams - Constituent Services Representative, Tabitha Martin-Crawford -
Compliance Officer.
Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr.
A. ID-21-0782 Longevity Pay - Gas Department (1)
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve .09 cents Longevity Pay of a
Locator from $11.50 per hour to $11.59 ($11.50 + .09), effective August 3, 2021.
Employee is entitled to the .09 cents increase for five (5) years of service in the
Gas Department. The motion was adopted unanimously by the following vote:
Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-21-1010 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session

unanimously by the following vote:
Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr.
Absent: 1- Mayor Flaggs Jr.
Adjournment
On motion of Mayor Pro-Tem Monsour, Jr. seconded by Alderman Mayfield, Sr.
and unanimously passed, the Mayor Pro-Tem and Alderman of the City of
Vicksburg adjourned to meet 10 o’clock a.m., Tuesday, August 10, 2021, to take
up and act upon any and all matters that may come before the Board.
