ID-21-0789 Discuss Southern Cultural Heritage Center Updates Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of August 2021 and invited the public to attend. The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting. C. ID-21-0797 Acknowledge Proclamation of City of Vicksburg to Minimize the Risk of Infection and to Prevent the Spread of COVID-19 Applicable to City of Vicksburg Employees and Effective Immediately on August 4, 2021 and Remaining in Effect Through August 18, 2021 Attachments: Proclamation COVID-19 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Acknowledge Proclamation of City of Vicksburg to Minimize the Risk of Infection and to Prevent the Spread of COVID-19 Applicable to City of Vicksburg Employees and Effective Immediately on August 4, 2021 and Remaining in Effect Through August 18, 2021. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-21-0796 Discussion with Industrial Wood Products of Mississippi regarding denial of building permit for a 50' x 240' Storage Building Addition (seeking City of Vicksburg Page 2 Printed on 10/18/2021 Board of Mayor and Aldermen Minutes - Final August 10, 2021 building permit variance) Attachments: Request for Consideration-Industrial Wood Products On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Discussion with Industrial Wood Products of Mississippi regarding denial of building permit for a 50' x 240' Storage Building Addition (seeking building permit variance). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-21-0786 Adopt Revised City of Vicksburg Organizational Chart in accordance with Section 20(C) of the Special Charter of the City of Vicksburg Attachments: COV_Organizational-Chart_Aug21_8.5x11_8-2-21 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to adopt the Revised City of Vicksburg Organizational Chart in accordance with Section 20(C) of the Special Charter of the City of Vicksburg. ID-21-0808 Authorize Mayor to execute Contract with Hemphill Construction Company, Inc. for Runway 1 Drainage Improvements and Safety Area Grading at the Vicksburg Municipal Airport On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to execute Contract with Hemphill Construction Company, Inc. for Runway 1 Drainage Improvements and Safety Area Grading at the Vicksburg Municipal Airport. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for: Pay Adjustments in the Recreation Department (2); Pay Adjustment in the Police Department (1); Termination in the Gas Department (1). The motion was seconded by Alderman Mayfield, Sr., upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustments in the Recreation Department (2); Pay Adjustment in the Police Department (1); Termination in the Gas Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Fermika Smith – Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Jamma Williams - Constituent Services Representative, Tabitha Martin-Crawford - Compliance Officer. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-21-0805 Pay Adjustment - Recreation Department (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Lifeguard from $8.50 per hour to $8.75 per hour, effective August 6, 2021. Employee has completed the certification to be an American Red Cross Water Safety Instructor, which will increase his rate of pay by .25 cents; a Lifeguard from $9.00 per hour to $9.25 per hour, effective August 6, 2021. Employee has completed the certification to be an American Red Cross Water Safety Instructor, which will increase his rate of pay by .25 cents in the Recreation Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-21-0806 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Patrol Officer from $16.87 per hour to an Acting C-Watch Commander at $17.62 ($16.87 + .75) per hour, effective August 11, 2011 in the Police Department. Officer is now serving as an Acting Commander in C-Watch. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-21-0807 Termination - Gas Department (1) City of Vicksburg Page 4 Printed on 10/18/2021 Board of Mayor and Aldermen Minutes - Final August 10, 2021 On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to rescind the Termination of a Service Man in the Gas Department. Employee received five (5) days suspension with 45 days probation. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-21-1016 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, August 16, 2021, to take up and act upon any and all matters that may come before the Board.
