On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to adopt the Agenda. The motion was adopted
unanimously by the following vote:

Mayor Flaggs recognized Gary Vines with five (5) years of service in the Building
Maintenance Department and Donald Heggins with ten (10) years in the Police
Department.
The Mayor and Aldermen congratulated Gary Vines and Donald Heggins for their
service with the City of Vicksburg.

Ordinance advertisement in the amount of $1,000.00 for pursuant to

Mayor Flaggs stated that purchasing an advertisement from Vicksburg Daily News
will bring into favorable notice the opportunities, possibilities and resources of
the City of Vicksburg and will be helpful toward advancing the moral, financial
and other interest of the City of Vicksburg.
The Mayor and Aldermen of the City of Vicksburg approved the purchase of a
sponsorship ad from Vicksburg Daily News for COVID-19 Ordinance in the amount
of $1,000.00. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3
of the Mississippi Code of 1972, as amended.
G. ID-21-0945 Appoint Kimberly Smith to fill the unexpired term of David Sessums on the
Zoning Board
H. ID-21-0908 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering: 2112 - 2119, 302988 -
30330 for approval.

Ms. Stacy Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of September 2021 and invited the public to
attend.
The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting.

Course. The motion was adopted unanimously by the following vote:

Executive Session:
Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted. The Mayor and Aldermen discussed whether or not they should go into
executive session. Mayor Flaggs, Jr., moved to go into executive session to
discuss Personnel Action Forms for: Longevity Pay in Building Maintenance (1);
Pay Adjustment in the Safety Department (1); Litigation Matter.
The motion was seconded by Alderman Monsour, Jr., upon vote being taken, the
following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in Building Maintenance (1);
Pay Adjustment in the Safety Department (1); Litigation Matter.

A. ID-21-0941 Longevity Pay - Building Maintenance (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to approve the .09 cent Longevity Pay for a Carpenter
from $17.44 per hour to $17.53 ($17.44 + .09) per hour, effective September 14,
2021. Employee is entitled to an increase for five (5) years of service in the
Building Maintenance Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-21-0942 Pay Adjustment - Safety Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to approve the $1.00 Pay Adjustment of a
Safety/Human Resource Administrative Assistant from $15.18 per hour to $16.18
($15.18 + $1.00) per hour, effective August 28, 2021. Per Interim Supervisor Policy,
she will receive an additional $1.00 added to her base pay until the Director of
Safety return in the Safety Department. The motion was adopted unanimously by
the following vote:

Items Taken Up in Executive Session. The motion was adopted unanimously by
the following vote:

Adjournment
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned

upon any and all matters that may come before the Board.
