Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Michael A. Mayfield, Sr. Pledge of Allegiance was led by Alderman Alex J. Monsour, Jr. 2. (ID-21-1041) Additional Recommended Salary Adjustments FY2022 (7) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to adopt the Agenda, as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Approval of Consent Agenda Items: On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Consent Agenda Items. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-21-0966 Approve the following Personnel Action Forms: 1. New Hire - Administration Department (1) B. ID-21-0958 Adopt Board Meeting Minutes for: 1. July 23, 2021 C. ID-21-0951 Approve request from Pearl W. Carter for American Cancer Society Action Network Event: 1. Permission to hold Lights of Hope Event on the steps of City Hall from 11:00a.m. to 1:00p.m. on Saturday, September 25, 2021. D. ID-21-0957 Authorize Mayor to execute Second Amendment to Real Estate and Development Agreement with MidSouth Companies, LLC Attachments: 2nd Amendment to Vicksburg Development Agreement On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to execute Second Amendment to Real Estate and Development Agreement with MidSouth Companies, LLC. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-21-0954 Authorize Mayor to execute Third Addendum Agreement between Vigilant Health Network, Inc., a Delaware Corporation and the City of Vicksburg to provide certain services to employees and dependents who receive coverage under the City of Vicksburg's Health Benefit Plan Attachments: Vigilant Vicksburg Health Service Agreement On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to execute Third Addendum Agreement between Vigilant Health Network, Inc., a Delaware Corporation and the City of Vicksburg to provide certain services to employees and dependents who receive coverage under the City of Vicksburg's Health Benefit Plan. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-21-0959 Adopt Budget Amendments On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Budget Amendments of September 20, 2021. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-21-0952 Approve Claims Docket On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Claims Docket numbering: 303331 - 303343. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs, Jr., moved to go into executive session to discuss Personnel Action Forms for: Promotion in Water & Gas Administration (1); Pay Adjustments in the Police Department (2); Pay Adjustment in the Fire Department (1); Demotion in the Gas Department (1); HR Discussion; Litigation Discussion; Additional Recommended Salary Adjustments for FY 2022 (7). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the City of Vicksburg Page 2 Printed on 10/28/2021 Board of Mayor and Aldermen Minutes - Final September 20, 2021 following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Promotion in Water & Gas Administration (1); Pay Adjustments in the Police Department (2); Pay Adjustment in the Fire Department (1); Demotion in the Gas Department (1); HR Discussion; Litigation Discussion; Additional Recommended Salary Adjustments for FY 2022 (7). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Kelsey Conner - Human Resource/Safety Administrative Assistant, Deborah A. Nickson - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Jamma Williams - Constituent Services Representative, Lois Roby - Human Resource Professional, Tabatha Martin Crawford - Compliance Officer. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-21-0960 Promotion - Water & Gas Administration (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Promotion of a Cashier from $10.49 ($10.40 + .09) per hour to an Adjustment Specialist at $12.09 ($12.00 + .09) per hour, effective September 22, 2021. Employee is being promoted from a Cashier to an Adjustment Specialist in the Water & Gas Administration. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-21-0961 Pay Adjustments - Police Department (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustments of a Patrol Officer from $17.62 ($16.87 + .75) per hour to $17.82 ($16.87 + .75 + .20) per hour, effective September 10, 2021. Employee is entitled to an additional .20 cents per hour increase for nine (9) years of service; a Narcotics/NET from $18.09 ($17.09 + $1.00) per hour to $18.29 ($18.09 + .20) per hour, effective September 16, 2021. Employee is entitled to an additional .20 cents per hour increase for ten (10) of service in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-21-0962 Pay Adjustment - Fire (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Captain V (+1) from $15.82 ($15.57 + .25) per hour to a Captain V (+2) at $16.08 ($15.83 + .25) per hour, effective September 22, 2021. Employee has met requirements for increase in Tier Pay System which included longevity of .25 cents for twenty (20) years in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-21-0963 Demotion - Gas Department (1) This agenda item was removed. E. ID-21-0964 HR Discussion A discussion was held. F. ID-21-0965 Litigation Discussion A litigation discussion was held. G. ID-21-1041 Additional recommended Salary Adjustments FY2022 On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Additional Recommended Salary Adjustment for FY 2022. ID-21-1093 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Friday, September 24, 2021, to take up and act upon any and all matters that may come before the Board.
