GENERAL OBLIGATION BONDS OF THE CITY IN AN AGGREGATE PRINCIPAL
AMOUNT OF NOT TO EXCEED ELEVEN MILLION DOLLARS ($11,000,000) TO RAISE
MONEY FOR THE PURPOSE OF (A) THE REPAIR, MAINTENANCE AND/OR
RECONSTRUCTION OF ROADS, STREETS AND BRIDGES; (B) THE REPAIR,
MAINTENANCE AND/OR OTHER IMPROVEMENTS TO WATER AND SEWER
INFRASTRUCTURE; (C) PURCHASING LAND THEREFOR IN FURTHERANCE OF THE

Mayor Flaggs, Jr. stated that purchasing an advertisement from Living
Independence for Everyone (L.I.F.E) organization will bring into favorable notice
the opportunities, possibilities and resources of the City of Vicksburg and will be
helpful toward advancing the moral, financial and other interest of the City of
Vicksburg. The Mayor and Alderman of the City of Vicksburg approved the
purchase of a sponsorship ad from Living Independence for Everyone (L.I.F.E)
organization in the amount of $250.00 for their 2021 Bridging-the-Gap 5K
Walk/Run/Stroll or Roll-A-Thon. The City is authorized pursuant to Section 17-3-1
and 17-3-3 of the Mississippi Code of 1972.

C. ID-21-0988 Adopt Resolution for Temporary Human Resources Department Staffing
and Duties Plan

and Alderman voted to adopt the Resolution for Temporary Human Resources

D. ID-21-0977 Authorize Mayor to execute Consent form of the Catering Contract between
VenuWorks and Seazand Dreams Catering, LLC contingent upon all
required insurance permits from Mississippi State Department of Health
(MSDH) and Mississippi Department of Revenue (MDOR) being in place
prior to the execution of the contract

and Alderman voted to authorize the Mayor to execute Consent form of the
Catering Contract between VenuWorks and Seazand Dreams Catering, LLC
contingent upon all required insurance permits from Mississippi State
Department of Health (MSDH) and Mississippi Department of Revenue (MDOR)
being in place prior to the execution of the contract. The motion was adopted

Executive Session:
Mayor Flaggs, Jr., moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Sr. None voting nay, the motion was unanimously adopted. The Mayor
and Alderman discussed whether or not they should go into executive session.
Mayor Flaggs,Jr. moved to go into executive session to discuss Personnel Action
Forms for: Education Incentive Request in the Police Department (1); Suspension
in the R.O.W. Department (1); Suspension in the Fire Department (1); Demotion in
the Gas Department (1).
The motion was seconded by Alderman Mayfield, Sr., upon vote being taken, the
following voting aye: Mayor Flaggs, Alderman Mayfield, Sr. The motion was
adopted unanimously.
The Mayor and Alderman announced they would go into executive session to
discuss Personnel Action Forms for: Education Incentive Request in the Police
Department (1); Suspension in the R.O.W. Department (1); Suspension in the Fire
Department (1); Demotion in the Gas Department (1).
The Mayor and Alderman are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman

A. ID-21-0982 Education Incentive Request - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the Education Incentive Request for an
Investigator in the Police Department. The motion was adopted unanimously by
the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr.
B. ID-21-0983 Suspension - R.O.W Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the Suspension of a Sweeper Driver for one and
a half (1 1/2 ) days, effective September 27, 2021. Employee is in violation of the
City of Vicksburg's Attendance Policy with three (3) absences, as well as the City
of Vicksburg's Personnel Rules and Regulations 4.1 (i), (p) and (z) in the R.O.W
Department. The motion was adopted unanimously by the following vote:

C. ID-21-0984 Suspension - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the Suspension of a Firefighter IV for eight (8)
hours, September 29, 2021 (7 a.m. until 3 p.m.). Employee violated Vicksburg Fire
Department Standard Operating Guidelines 12.1.75 Relief or Duty B Absent
without leave; second offense: suspended eight (8) hours without pay. Offense
was dated September 8, 2021 in the Fire Department. The motion was adopted
unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr.
D. ID-21-0985 Demotion - Gas Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the Demotion of a Serviceman from $10.00 per
hour to a Laborer at $8.50 per hour, effective September 24, 2021. Employee was
demoted for not doing his job and wasting City time but will have a chance to be
promoted back to a Serviceman after forty-five (45) days in the Gas Department.
