On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to adopt the Agenda, as amended. The motion was
adopted unanimously by the following vote:

Mayor Flaggs, Jr. recognized Tyler Williams in the Gas Department with five (5)
years of service, Kelvin Williams in the Sewer Department and Nancy Allen in

The Mayor and Aldermen congratulated Tyler Williams, Kelvin Williams and
Nancy Allen for their years of service with the City of Vicksburg.

Young Xecutives (Jeremi Meekins) for the 6th Annual Back to School /
Celebrity Basketball Game pursuant to Section 17-3-1 and Section 17-3-3
of the Mississippi Code of 1972, as amended
Mayor Flaggs, Jr. stated that purchasing an advertisement from The Young
Xecutives (Jeremi Meekins) will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
The Mayor and Aldermen of the City of Vicksburg approved the purchase of a
sponsorship ad from The Young Xecutives (Jeremi Meekins) in the amount of
$2,500.00 for the 6th Annual Back to School/Celebrity Basketball Game. The City
is authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of
1972, as amended.

Mayor Flaggs, Jr. stated that purchasing an advertisement from Delta Business
Journal will bring into favorable notice the opportunities, possibilities and

building facade grants in the amount of $1,000.00 per facade for a total of

Issue Notice to Proceed. The motion was adopted unanimously by the following

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute Summer Contract
with Dr. Fairest Hill, Youth On The Move USA for conducting COVID-19 Outreach
Health Literacy Workshops with community youth during the Smart Ball Youth
Summer Enrichment Program, June 13-17, 2022. The motion was adopted
unanimously by the following vote:

H. ID-22-0662 Authorize Mayor to execute First Amendment to Use, Operation and
Maintenance Agreement with Sports Force Parks Vicksburg, LLC

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute First Amendment
to Use, Operation and Maintenance Agreement with Sports Force Parks
Vicksburg, LLC. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was

seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Request for Extended Medical Leave in the Fire
Department (1); Discretionary Leave in the Street Department (1); Transfer/Pay
Adjustment in Court Services (1); Longevity Pay in the Sewer Department (1);
Longevity Pay in the Gas Department (1); Longevity Pay in the Accounting
Department (1); Pay Adjustment in the Auditorium (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Request for Extended Medical Leave in the
Fire Department (1); Discretionary Leave in the Street Department (1);
Transfer/Pay Adjustment in Court Services (1); Longevity Pay in the Sewer
Department (1); Longevity Pay in the Gas Department (1); Longevity Pay in the
Accounting Department (1); Pay Adjustment in the Auditorium (1).
The Mayor and Aldermen are now in executive session.

A. ID-22-0654 Request for Extended Medical Leave - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Request of a Firefighter for Extended
Medical Leave Fire Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-22-0655 Discretionary Leave - Street Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve Discretionary Leave of a Truck Driver for an
additional eight (8) weeks in the Street Department. The motion was adopted
unanimously by the following vote:

C. ID-22-0656 Transfer/Pay Adjustment - Court Services (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Transfer/Pay Adjustment of a Booking Officer
from $11.33 per hour to a Deputy Court Clerk at $11.00 per hour, effective June
15, 2022 in Court Services. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
D. ID-22-0657 Longevity Pay - Sewer Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay of a Laborer from
$11.72 ($11.46 + .09 + .08 +.09) to $11.81 ($11.46 + .09+ .08 + .09 + .09) per hour,
effective June 12, 2022. Employee is entitled to an additional .09 cents increase
for twenty (20) years of service in the Sewer Department. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
E. ID-22-0658 Longevity Pay - Gas Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay of a Foreman from
$14.52 ($14.35 + .09 + .08) per hour to $14.61 ($14.35 + .09 + .08 + .09) per hour,

effective June 13, 2022. Employee is entitled to an additional .09 cents increase
for fifteen (15) years of service in the Gas Department. The motion was adopted

F. ID-22-0659 Longevity Pay - Accounting (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay of an Administrative
Assistant from $20.20 ($19.94 + .09 + .08 + .09) per hour to $20.29 per hour ($19.94
+ .09 +.08 + .09 + .09) per hour, effective June 17, 2022. Employee is entitled to an
additional .09 cents increase for twenty (20) years of service in the Accounting
Department. The motion was adopted unanimously by the following vote:

G. ID-22-0660 Pay Adjustment - Auditorium (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of the Auditorium Assistant
Manager from $15.24 ($15.15 + .09) to the Auditorium Manager at $16.74 ($15.15 +
$1.50 + .09) per hour, effective June 15, 2022. Employee will receive an additional
$1.50 per hour for additional duties at the Auditorium. The motion was adopted
unanimously by the following vote:

On motion of Mayor Flaggs, Jr. seconded by Alderman Mayfield, Sr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned

all matters that may come before the Board.
