Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor George Flaggs, Jr. Pledge of Allegiance was led by Alderman Michael A. Mayfield, Sr. 2. Roll Call Also Present: Kim Nailor, City Attorney Tasha W. Jordan, Deputy City Clerk Present: 3 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: 4. Adopt Agenda On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to adopt the Agenda. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Approval of Consent Agenda Items: On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Consent Agenda Items. ID-22-0729 Approve request for sponsorship in the amount of $100.00 for 2022 Emergency Services Administrative Professionals Conference pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: ESAP Sponsorship Request Mayor Flaggs, Jr. stated that purchasing an advertisement from Emergency Services Administrative Professionals will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Emergency Services Administrative Professionals in the amount of $100.00 for their 2022 Conference. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended. D. ID-22-0732 Authorize City Clerk to advertise Sealed Bids for: 1. Cedar Hill Cemetery Street Repaving - 5 Streets Attachments: Cemetery Repaving Bid & Map Routine Agenda: A. ID-22-0725 Discuss Vicksburg Convention Center Updates Ms. Donna Gray, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of July 2022 and invited the public to attend. The Mayor and Aldermen thanked Ms. Gray for attending the meeting. B. ID-22-0726 Discuss Vicksburg Convention and Visitors Bureau Updates Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau, came before the Board to inform the public of the upcoming events at the Vicksburg Convention and Visitors Bureau for the month of July 2022 and invited the public to attend. The Mayor and Aldermen thanked Ms. Strickland for attending the meeting. C. ID-22-0728 Authorize Mayor to Execute Letter of Engagement with Butler Snow for FY2021 Continuing Disclosure Attachments: Butler Snow FY21 Continuing Disclosure On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to Execute Letter of Engagement with Butler Snow for FY2021 Continuing Disclosure. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-22-0752 Adopt Resolution to Accept Donated Services from Jimmy Gouras Attachments: Resolution Donated Services Gouras On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to adopt the Resolution to Accept Donated Services from Jimmy Gouras. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-22-0743 Authorize Mayor to execute Hold Harmless Agreement by and between BRC Vicksburg, LLC, Blue Ridge Capital, LLC and Vicksburg / Warren County Board of Supervisors to use a portion of the parking lot located at 4000 S. ID-22-0751 Authorize Mayor to execute Contract of Purchase for 6 acres of land situated on Sky Farm Avenue from the Estate of Ernest Thomas, Deceased Attachments: Ernest Thomas Estate Purchase Land On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to execute Contract of Purchase for 6 acres of land situated on Sky Farm Avenue from the Estate of Ernest Thomas, Deceased. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Mayor Flaggs, Jr. recused himself from the Board Meeting. Alderman Monsour, Jr. is now Mayor Pro-Tem Monsour, Jr. J. ID-22-0730 Approve check #310233 written to United Security Services, LLC in the amount of $2,500.00 from Docket of Claims dated June 24, 2022 On motion of Alderman Mayfield, Sr., seconded by Mayor Pro-Tem Monsour, Jr., the Mayor Pro-Tem and Alderman voted to approve the check #310233 written to United Security Services, LLC in the amount of $2,500.00 from Docket of Claims dated June 24, 2022. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr. Recused: 1- Mayor Flaggs Jr. Mayor Flaggs, Jr. returned to the Board Meeting. The motion was seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr. moved to go into executive session to discuss Personnel Action Forms for: Discretionary Leave Appeal in the Right of Way Department (1), Suspension in Administration (1), Termination in Cemetery (1). The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Discretionary Leave Appeal in the Right of Way Department (1), Suspension in Administration (1), Termination in Cemetery (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Kelsey Conner - Human Resource Assistant/Safety, Tasha W. Jordan - Deputy City Clerk, Tiffany Pendleton – Chief of Staff, Tabitha Martin Crawford - Police Officer. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-22-0747 Discretionary Leave Appeal - Right of Way (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Discretionary Leave Appeal of an employee in the Right of Way Department. Employee must provide documents he has been released by a doctor before he can return to work. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-22-0748 Suspension - Administration (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of Constituent Services Representative, effective June 24, 2022. Employee violated the City of Vicksburg Sexual Harassment Policy and will be suspended three (3) days: June 24, 27 and 28 and will return to work on June 29, 2022 in Administration. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-22-0749 Termination - Cemetery (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Termination of an Operator, effective June 24, 2022. Employee violated the City of Vicksburg's Arrest Policy. He is within his six (6) months probation period in the Cemetery Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-22-0844 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr. seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
