Cameras throughout the City of Vicksburg, as soon as possible, to Aid in the

Technology Department to Hire a Contractor to Install the Cameras throughout
the City and to Authorize the Vicksburg Police Department to Assist in the
Locating Placement of the Cameras, and to otherwise Provide with Respect

Mayor and Aldermen voted to adopt the Agenda, as amended. The motion was

and demolish structures with all charges incurred to be assessed against the

K. ID-22-0879 1st Annual Smart Ball
Chief Penny Jones and Pastor Dexter Jones presented the Mayor and Board of
Aldermen with a plaque from the 1st Annual Smart Ball Camp.
Executive Session:
Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustment in the City Clerk's Office (1); Pay
Adjustments in the Police Department (2); Pay Adjustment/Promotion in Building
Maintenance (1); Longevity Pay in Animal Control (1); Longevity Pay in R.O.W (1);
Longevity Pay in the Fire Department (1); Retro Pay in the Recreation
Department (1); Suspension Pending Termination in Community Development (1);
Termination in the Police Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment in the City Clerk's Office (1);
Pay Adjustments in the Police Department (2); Pay Adjustment/Promotion in
Building Maintenance (1); Longevity Pay in Animal Control (1); Longevity Pay in
R.O.W (1); Longevity Pay in the Fire Department (1); Retro Pay in the Recreation

Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource Assistant/Safety,
Deborah A. Nickson - Deputy City Clerk, Tiffany Pendleton – Chief of Staff,
Tabitha Martin Crawford - Police Officer, Charlie Hill - Deputy Chief of Police.
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
A. ID-22-0789 Pay Adjustment - City Clerk (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Deputy Clerk from
$13.57 ($13.48 + .09) per hour to $14.82 ($13.48 + .09 + $1.25) per hour, effective
July 13, 2022. After three (3) years of coursework, employee graduated from the
Mississippi Municipal Clerk's Association as a Certified Deputy Municipal Clerk in
the City Clerk's Office. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-22-0790 Pay Adjustments - Police Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustments of a Lieutenant on D-Watch
from $23.61 per hour to $23.81 ($23.61 + .20) per hour, effective July 21, 2022.
Officer is entitled to an additional .20 cents per hour increase for eight (8) years
of service; a Sergeant on D-Watch from $20.8575 per hour to $21.0575 ($20.8575 +
.20) per hour, effective July 31, 2022. Officer is eligible for an annual increase for
three (3) years of service in the Police Department. The motion was adopted
unanimously by the following vote:

C. ID-22-0791 Pay Adjustment/Promotion - Building Maintenance (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment/Promotion of a Carpenter
from $13.59 ($13.50 + .09) per hour to an HVAC Technician at $15.84 ($15.75 + .09)
per hour, effective July 27, 2022. Employee is being promoted to the HVAC
Technician position. Once employee obtain his certification, he will receive the
full HVAC pay of $18.00 per hour in Building Maintenance. The motion was
adopted unanimously by the following vote:

D. ID-22-0792 Longevity Pay - Animal Control (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay of an Animal Control
Officer from $14.16 per hour to $14.25 ($14.16 + .09) per hour, effective July 18,
2022. Employee is entitled to an additional .09 cents increase for five (5) years of
service in the Animal Control Department. The motion was adopted unanimously
by the following vote:

E. ID-22-0793 Longevity Pay - R.O.W (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .08 cents Longevity Pay of a Laborer from
$11.84 ($11.75 + .09) per hour to $11.92 ($11.75 +.09 + .08) per hour, effective July
23, 2022. Employee is entitled to an additional .08 cents increase for ten (10)
years of service in the R.O.W Department. The motion was adopted unanimously
by the following vote:

F. ID-22-0794 Longevity Pay - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .06 cents Longevity Pay of an EMS Rescue
Personnel from $10.77 ($10.58 + .19) per hour to $10.83 ($10.58 + .19 + .06) per
hour, effective July 24, 2022. Employee is entitled to an additional .06 cents
increase for twenty (20) years of service in the Fire Department. The motion was
adopted unanimously by the following vote:

G. ID-22-0795 Retro Pay - Recreation Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Retro Pay of a Lifeguard of $34.19 in the
Recreation Department. This retro pay is to pay the employee for hours worked
during the pay period of June 15-18, 2022. His pay rate should have been $9.50
per hour but instead he was paid $9.00 per hour. He is due .50 cents for every
hour of work during that pay period, which was 68.37 X .50 cents = $34.19. Total
retro pay due to employee is $34.19. The motion was adopted unanimously by
the following vote:

H. ID-22-0796 Suspension Pending Termination - Community Development (1)
This agenda item was tabled until August 1, 2022.
I. ID-22-0797 Termination - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Termination of a Police Officer candidate in
the Police Department. The prospective candidate withdrew herself from the MS
Law Enforcement Officers' Training Academy on July 13, 2022 and did not
complete the program. Candidate's employment with the Vicksburg Police
Department is contingent upon successful completion of MLEOTA. The motion
was adopted unanimously by the following vote:

L. ID-22-0880 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr. seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

Adjournment
On motion of Mayor Flaggs,Jr. seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, July 25, 2022, to take up and act upon any and
all matters that may come before the Board.
