On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Agenda, as amended. The motion was
adopted unanimously by the following vote:

The Mayor and Aldermen of the City of Vicksburg approved the purchase of a
sponsorship ad from Vicksburg Catholic School in the amount of $250.00. The City
is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi
Code of 1972, as amended.

Mrs. Erin Southard, of the Vicksburg Convention Center, came before the Board
to inform the public of upcoming events at the Vicksburg Convention Center for
the month of August 2022 and invited the public to attend.
The Mayor and Aldermen thanked Mrs. Southard for attending the meeting.
B. ID-22-0858 Discuss Vicksburg Convention and Visitors Bureau Updates
Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau,
came before the Board to inform the public of upcoming events at the Vicksburg
Convention and Visitors Bureau for the month of August 2022 and invited the
public to attend.
The Mayor and Aldermen thanked Ms. Strickland for attending the meeting.
C. ID-22-0856 Adopt Budget Amendments
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Adopt Budget Amendments for August 1, 2022.

Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustment/Promotion in the Recreation
Department (1); Pay Adjustment in the Police Department (1); Longevity Pay in
the Gas Department (1); Longevity Pay in the Street Department (2); Suspension
Pending Termination in Community Development (1); Disciplinary Matter in
Water & Gas Administration (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment/Promotion in the Recreation
Department (1); Pay Adjustment in the Police Department (1); Longevity Pay in
the Gas Department (1); Longevity Pay in the Street Department (2); Suspension
Pending Termination in Community Development (1); Disciplinary Matter in
Water & Gas Administration (1).
The Mayor and Aldermen are now in executive session.

A. ID-22-0864 Pay Adjustment/Promotion - Recreation Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment/Promotion of a Lifeguard
from $9.50 per hour to Head Lifeguard at $10.00 per hour, effective July 27, 2022.
Employee is being promoted to Head Guard/Water Safety Instructor (WSI) in the
Recreation Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-22-0865 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Custodian from $8.50
per hour to $9.00 per hour, effective August 9, 2022. Employee has completed his
six (6) months probation and will receive an additional .50 cents per hour in the
Police Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
C. ID-22-0866 Longevity Pay - Gas Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay of a Custodian from
$10.34 ($10.17 + .17) per hour to $10.43 ($10.17 + .17 + .09) per hour, effective
August 8, 2022. Employee is entitled to an increase of .09 cents for fifteen (15)
years of service in the Gas Department. The motion was adopted unanimously by
the following vote:

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Concrete Finisher from
$11.00 per hour to $11.09 ($11.00 + .09) per hour, effective August 9, 2022.
Employee is entitled to an additional .09 cents increase for five (5) years of
service; an Equipment Operator from $17.47 per hour to $17.56 ($17.47 + .09) per
hour, effective August 9, 2022. Employee is entitled to an additional .09 cents
increase for five (5) years of service in the Street Department. The motion was
adopted unanimously by the following vote:

E. ID-22-0868 Suspension Pending Termination - Community Development (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension Pending Termination that
resulted in terminating a Permit Technician. During an in-house audit, it was
discovered that employee drawer was short on six (6) different occasions dated:
April 4, April 22, May 23, May 23, June 22 and June 23, 2022 totaling $214.00 in
Community Development. The motion was adopted unanimously by the following
vote:

F. ID-22-0889 Disciplinary Matter - Water & Gas Administration (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Disciplinary Matter of a Cashier in Water &
Gas Administration. The Disciplinary Committee met on July 29, 2022 and
employee agreed to complete an Anger Management class with Stacy Flowers at
NuLife within a six (6) month period along with a 45 day probation. The motion
was adopted unanimously by the following vote:

G. ID-22-0906 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr. seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
