and Aldermen voted to adopt the Agenda, as amended. The motion was

The Mayor and Aldermen of the City of Vicksburg approved the purchase of a
sponsorship ad from National Alliance on Mental Illness (NAMI) in he amount of
$500.00. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of
the Mississippi Code of 1972, as amended.
E. ID-22-0903 Rescind approval of advertisement in the amount of $375.00 (July 25, 2022

Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Transfer in Building Maintenance Department (1);
Extended Medical Leave in Water & Gas Administration (2); Extended Medical
Leave in the Landscaping Department (1); Pay Adjustment in the City Clerk Office
(1); Pay Adjustment in the Traffic Department (1); Pay Adjustments in the Police
Department (2); Pay Adjustment in the Recreation Department (1); Suspension in
the Sewer Department (1).
The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Transfer in Building Maintenance
Department (1); Extended Medical Leave in Water & Gas Administration (2);
Extended Medical Leave in the Landscaping Department (1); Pay Adjustment in
the City Clerk Office (1); Pay Adjustment in the Traffic Department (1); Pay
Adjustments in the Police Department (2); Pay Adjustment in the Recreation
Department (1); Suspension in the Sewer Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman

A. ID-22-0919 Transfer - Building Maintenance (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Transfer of a Recreation Maintenance
Technician from the Parks & Recreation Department at $12.02 per hour to a
Carpenter in Building Maintenance at $12.02 per hour, effective August 24, 2022.
The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-22-0920 Extended Medical Leave - Water & Gas Administration (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Extended Medical Leave of a Customer
Service Representative for an additional thirty (30) days of leave; a Cashier an
additional thirty (30) days of Family Medical Leave of Absence (FMLA) in the
Water & Gas Administration. The motion was adopted unanimously by the
following vote:

C. ID-22-0921 Extended Medical Leave - Landscaping Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the thirty (30) days Extended Medical Leave of
an employee in the Landscaping Department. The motion was adopted
unanimously by the following vote:

D. ID-22-0922 Pay Adjustment - City Clerk (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Deputy Clerk from
$13.57($13.48+.09) per hour to $13.82($13.48+.09+.25) per hour, effective July 13,

2022. Employee has completed three (3) years of coursework from the Mississippi
Municipal Clerk's Association and graduated as a Certified Deputy Municipal
Clerk in the City Clerk's Office. The motion was adopted unanimously by the
following vote:

E. ID-22-0923 Pay Adjustment - Traffic Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of an Assistant Supervisor
from $20.00 per hour to $19.00 ($20.00 - $1.00) per hour, effective July 27, 2022.
Employee was filling in as an interim while the supervisor was out in the Traffic
Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
F. ID-22-0924 Pay Adjustment - Police Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustments of a Patrol Officer from
$16.96 per hour to a Patrol Officer Field Training Officer (FTO) at $17.71
($16.96+.75) per hour, effective August 10, 2022. Patrol Officer is now serving as
an FTO; a Patrolman from $17.12 per hour to $17.32 ($17.12+.20) per hour,
effective August 25, 2022. Employee is entitled to a additional .20 cents per hour
annual increase for one (1) year of service in the Police Department. The motion
was adopted unanimously by the following vote:

G. ID-22-0925 Pay Adjustment - Recreation Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Lifeguard from $8.75 per
hour to a LIfeguard Water Safety Instructor (WSI) at $9.00 per hour, effective
August 10, 2022. Employee has completed Water Safety Instructor certification
which entitles an additional .25 cents increase in the Recreation Department. The
motion was adopted unanimously by the following vote:

H. ID-22-0926 Suspension - Sewer Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension of a Laborer for five (5) days,
sixty (60) days probation with a mandatory anger management class, and is
prohibited from bringing a knife to the job, effective August 9, 2022. Laborer
displayed a weapon (knife) at the job site in response to be criticized on the job
in the Sewer Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
I. ID-22-0986 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr. seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Adjournment
On motion of Mayor Flaggs, Jr. seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, August 15, 2022, to take up and act upon any
and all matters that may come before the Board.
