Mayor Flaggs, Jr., stated that purchasing an advertisement from Living
Independent for Everyone (L.I.F.E.) of Mississippi will bring into favorable notice
the opportunities, possibilities and resources of the City of Vicksburg and will be

Vicksburg.
The Mayor and Aldermen of the City of Vicksburg approved the purchase of a

D. ID-22-1115 Approve request from the Fostoria Neighborhood Association for
Vicksburg Porchfest in the Historic Fostoria Neighborhood:
1. Visible Police presence on October 29th from 11:00 a.m. to 6:00 p.m. in
around the neighborhood
2. Barricade streets: Drummond from Harris to Finney, Speed from Letitia
to Cherry, and Dewitt from Drummond to Cherry
3. Provide a lift on the "Open Container" law for the day for neighbors and
festival goers to be able to sip, stroll, shop, and enjoy the architecture and
music for the day
4. Provide City of Vicksburg Motor Coach for transportation to and from
downtown
5. Request to use parking lots at the following locations: City of Vicksburg

K. ID-22-1101 Approve Claims Docket
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the Claims Docket
numbering: 312640-313041. The motion was adopted unanimously by the
following vote:
Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs Jr.
Mayor Flaggs, Jr., returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr., is now Alderman Monsour, Jr.
Executive Session:
Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr., moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay in the Fire Department (1); Longevity
Pay in VTV Department (1); Longevity Pay in the Sewer Department (1);
Longevity Pay in Building Maintenance (1); Pay Adjustment in the Police
Department (1); Title Changes in the Inspection Department (3).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman
Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in the Fire Department (1);
Longevity Pay in VTV Department (1); Longevity Pay in the Sewer Department
(1); Longevity Pay in Building Maintenance (1); Pay Adjustment in the Police
Department (1); Title Changes in the Inspection Department (3).
The Mayor and Aldermen are now in executive session.

A. ID-22-1126 Longevity Pay - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .07 cents Longevity Pay of a Firefighter from
$13.18 per hour to $13.25 ($13.06+.06+.06+.07) per hour, effective September 26,
2022. Employee is entitled to an additional .07 cents per hour for fifteen (15) years
of service in the Fire Department. The motion was adopted unanimously by the
following vote:

B. ID-22-1127 Longevity Pay - VTV (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay for the Director of
VTV from $22.01 per hour to $22.10($22.01+.09) per hour, effective September 27,
2022. Employee is entitled to an additional .09 cents per hour for five (5) years of
service. The motion was adopted unanimously by the following vote:

and Aldermen voted to approve the .09 cents Longevity Pay of a Forman from
$11.58 per hour to $11.67 ($11.58+.09) per hour, effective September 27, 2022.
Employee is entitled to an additional .09 cents per hour for five (5) years of
service in the Sewer Department. The motion was adopted unanimously by the
following vote:

$22.71 per hour to $21.21 ($22.71 -.75 -.75) per hour, effective September 25, 2022.
Employee is no longer serving as Acting Watch Commander on E-Watch and is
no longer serving as a Field Training Officer (FTO) in the Police Department. The
motion was adopted unanimously by the following vote:

effective October 5, 2022. This action is just to change employee job title; an
Inspector Code Enforcement at $18.96 to Code Enforcement Administration at
$18.96 per hour, effective October 5, 2022. This action is just to change employee
job title; an Inspector at $15.45 per hour to a Code Enforcement Administration at
