1. Invocation, Pledge of Allegiance and Call to Order
Invocation was given by Alderman Michael A. Mayfield, Sr.
Pledge of Allegiance was led by Alderman Alex J. Monsour, Jr.

4. Adopt Agenda
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Aldermen voted to adopt the Agenda, as printed. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Approval of Consent Agenda Items:
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to approve the Consent Agenda Items. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
A. ID-22-1138 Approve Additions to Employee Driving List:
1. Jermaine Smith, Edward Jones, Kimberly Travis - Police Department
B. ID-22-1145 Accept the FY2022 Bulletproof Vest Partnership Award in the amount of
$5,200.00 (#2022-BU-BX-2203-1155)

C. ID-22-1153 Authorize City Clerk to transfer funds from the Separate Project Bank
Accounts to reimburse the City's General Fund Account (pooled cash) for
project expenditures as follows:
1. American Rescue Plan Account to Water & Gas Account (pooled cash)
in the amount of $51,927.20
2. General Obligation Bond Account to Water & Gas Account (pooled
cash) in the amount of $44,928.96
3. MS Infrastructure Fund Account to Water & Gas Account (pooled cash)
in the amount of $21,425.00;
Authorize City Clerk to transfer funds from the City's General Fund Account
(pooled cash) to the following Special Project Bank Accounts:
1. American Rescue Plan Account in the amount of $69,789.39

The City Clerk presented the Docket of Claims numbering 313042-313221 for
approval.

A. ID-22-1134 Adopt Budget Amendments
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Budget Amendments for September 30, 2022.
The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-22-1136 Authorize Mayor to execute Quote/Agreement with Axon Enterprise, Inc. for
the purchase of new tasers for the Vicksburg Police Department

On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to authorize the Mayor to execute Quote/Agreement
with Axon Enterprise, Inc. for the purchase of new tasers for the Vicksburg Police
Department. The motion was adopted unanimously by the following vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute the following with
Digital Ally: 1. Website Services and Cloud Storage License Agreement; 2. Video
Solutions Subscription Program Agreement. The motion was adopted
unanimously by the following vote:

D. ID-22-1150 Ratify Mayor's execution of Brightly Software, Inc. Proposal

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to ratify the Mayor's execution of Brightly Software,
Inc. Proposal. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
E. ID-22-1152 Ratify Mayor's execution of Easement for Public Road or Street Located at
Jesse Brent Lower Mississippi River Museum with US Army Corps of
Engineers, Vicksburg District

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to ratify the Mayor's execution of Easement for Public
Road or Street Located at Jesse Brent Lower Mississippi River Museum with US
Army Corps of Engineers, Vicksburg District. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs,Jr. moved to go into executive session to discuss
Personnel Action Forms for: Suspension Pending Termination in the Police
Department (1).
The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman
Monsour, Jr. The motion was adopted unanimously.

The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Suspension Pending Termination in the
Police Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W.
Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource Assistant/Safety,
Tasha W. Jordan - Deputy City Clerk, Jamma Williams - Executive Assistant,
Tiffany Pendleton – Chief of Staff, Charlie Hill - Deputy Chief of Police.
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
A. ID-22-1146 Suspension Pending Termination - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension Pending Termination of a Police
Officer, effective immediately (September 30, 2022). Officer is suspended pending
termination and will be required to repay the City of Vicksburg in the amount of
$3,600.00 for the cost to attend the Mississippi Law Enforcement Officer's Training
Academy in the Police Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-22-1319 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr. seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Adjournment
On motion of Mayor Flaggs,Jr. seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, October 3, 2022, to take up and act upon any
and all matters that may come before the Board.
