to inform the public of the upcoming events at the Vicksburg Convention Center

The Mayor and Aldermen thanked Mrs. Southard for attending the meeting.
B. ID-22-1315 Discuss Vicksburg Convention and Visitors Bureau Updates
Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau came
before the Board to inform the public of the upcoming events at the Vicksburg
Convention Center for the month of November 2022 and invited the public to
attend.
The Mayor and Aldermen thanked Ms. Strickland for attending the meeting.
C. ID-22-1339 Adopt Budget Amendments
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Budget Amendments for November 7, 2022. The
motion was adopted unanimously by the following vote:

for the month of November 2022 in accordance with Mississippi Code Annotated
17-3-1 and 17-3-3. The motion was adopted unanimously by the following vote:

Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Request for Extended Medical Leave in the
Landscaping Department (1); Pay Adjustments in Recreation (2); Pay Adjustment
in the Police Department (1); Longevity Pay in City Court (1); Longevity Pay in the
Fire Department (1); Termination in the Landscaping Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman
Monsour, Jr. The motion was adopted unanimously.

The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Request for Extended Medical Leave in the

A. ID-22-1345 Request for Extended Medical Leave - Landscaping (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Request for Extended Medical Leave of a
Laborer and additional thirty (30) days in the Landscaping Department. The
motion was adopted unanimously by the following vote:

B. ID-22-1346 Pay Adjustment - Recreation Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of an Assistant Director from
$22.8836 per hour to $23.1336 ($22.8836+.25) per hour, effective November 2, 2022.
Assistant Director received her Basic Life Support Provider certification; a
Lifeguard from $9.00 per hour to $9.25 per hour, effective November 2, 2022.
Employee has received his WSI certification in the Recreation Department. The
motion was adopted unanimously by the following vote:

C. ID-22-1347 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Narcotics Officer from
$20.77 ($19.77+$1.00) per hour to $20.97 (19.77+$1.00+.20) per hour, effective
November 3, 2022. Employee is eligible for an additional .20 per hour for one (1)
year annual increase in the Police Department. The motion was adopted
unanimously by the following vote:

D. ID-22-1348 Longevity Pay - City Court (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Deputy Court Clerk from
$13.47 per hour to $13.67 per hour, effective November 7, 2022. Employee is
entitled to a .20 cents increase for ten (10) years of service with City Court. The
motion was adopted unanimously by the following vote:

E. ID-22-1349 Longevity Pay - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Firefighter from $12.48
per hour to $12.58 per hour, effective November 7, 2022. Employee is entitled to
an increase of .10 cents for four (4) years of service in the Fire Department. The
motion was adopted unanimously by the following vote:

F. ID-22-1350 Termination - Landscaping (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Termination of a Laborer, effective
November 2, 2022. Employee has not shown up for work since October 25, 2022
and has been a no call no show in the Landscaping Department. The motion was
adopted unanimously by the following vote:
