Item K. (ID-22-1392) Authorize Mayor to execute sponsorship agreement in the
amount of $17,777.00 from jb Entertainment for the Alcorn State vs. Jackson State
Pep Rally to be held on Friday, November 18, 2022, at the Vicksburg Convention
Center pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of
1972, as amended.
On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to adopt the Agenda, as amended. The motion was
adopted unanimously by the following vote:

Mayor Flaggs, Jr. recognized Skyla Campbell at the Police Department with

The Mayor and Aldermen congratulated Skyla Campbell and James Washington
for their years of service with the City of Vicksburg.

Mayor Flaggs, Jr. stated that purchasing an advertisement from Reginald
Wheatley will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial, and other interests of the City of Vicksburg.
The Mayor and Aldermen of the City of Vicksburg approved the purchase of a
sponsorship ad from Reginald Wheatley in the amount of $3,066.00 for the
Southern Soul Classic Party Post-Game Concert (Alcorn State vs. Jackson State).
The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the
Mississippi code of 1972, as amended.
E. ID-22-1377 Rescind approval of requisition number 2300709 in the amount of
$29,160.60 (November 7, 2022 board meeting) written to Dell Marketing
LP SLG Sales for the purchase of thirty (30) Optiplex 7090 Computers for
the IT Department (Contract C000000979569 MS EPL 3760) and
authorize issuance of requisition number 2301212 in the amount of
$30,929.10 written to Dell Marketing LP SLG Sales for Computers for the

Mayor Flaggs, Jr. stated that purchasing an advertisement from H&M Promotional

M. ID-22-1365 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 2326-2335;
313829-314163; 314164-314197 for approval.
Routine Agenda:
A. ID-22-1363 Discuss Southern Cultural Heritage Center Updates
Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of November 2022 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting.
B. ID-22-1378 Adopt Budget Amendments
On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to adopt the Budget Amendments for November 10,
2022. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
C. ID-22-1364 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:

and authorize the Director of Community Development to proceed to cut, clean
and demolish structures with all charges incurred to be assessed against the
property owner(s). In the event an extension is granted, if owner(s) has/have not
complied at the end of the extension period, the Director of Community

Department of Environmental Protection Agency (EPA) for the Cleanup of the US
Rubber Property. The motion was adopted unanimously by the following vote:

Hills Cycling Route (STP-0440-00(015)LPA / 108810-701000). The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Request for Extended Medical Leave in the Fire
Department (2); Longevity Pay in Right of Way (1); Longevity Pay in the Police
Department (1); Pay Adjustment in the Fire Department (1); Pay Adjustment in the
Police Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman
Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Request for Extended Medical Leave in the
Fire Department (2); Longevity Pay in Right of Way (1); Longevity Pay in the
Police Department (1); Pay Adjustment in the Fire Department (1); Pay
Adjustment in the Police Department (1).
The Mayor and Aldermen are now in executive session.

A. ID-22-1385 Request for Extended Medical Leave - Fire Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Request for Extended Medical Leave for a
Firefighter an additional six (6) weeks; a Firefighter an additional thirty (30) days
in the Fire Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-22-1386 Longevity Pay - Right of Way Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .20 cents Longevity Pay of a Mower Driver
from $9.48 per hour to $9.68 per hour, effective November 12, 2022. Employee is
eligible for a .20 cents increase for eight (8) years of service in the Right of Way
Department. The motion was adopted unanimously by the following vote:

C. ID-22-1387 Longevity Pay - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .20 cents Longevity Pay of a Records
Specialist from $11.33 per hour to $11.53 per hour, effective November 20, 2022.
Employee is entitled to an additional .20 cents increase for three (3) years of
service in the Police Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
D. ID-22-1388 Pay Adjustment - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .26 cents Pay Adjustment of a Captain V (+2)
from $16.85 ($16.60+.25) per hour, to $17.11 ($16.86+.25) per hour, effective
November 2, 2022. Employee has met requirements for increase in Tier Pay
System which includes twenty (20) years longevity pay of .25 cents in the Fire
Department. The motion was adopted unanimously by the following vote:

E. ID-22-1389 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of an Officer from $23.03 per
hour to $22.28 ($23.03 -.75) per hour, effective November 10, 2022. Officer is no
longer serving as a Field Training Officer (FTO) at the Police Department. The
motion was adopted unanimously by the following vote:

F. ID-22-1430 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr. seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
