The Mayor and Aldermen of the City of Vicksburg approved the purchase of a
sponsorship ad from Chris Burks in the amount of $1,500.00 on behalf of River
City Toy Fest, LLC. The City is authorized pursuant to Section 17-3-1 and Section
17-3-3 of the Mississippi Code of 1972, as amended.

Communications Center for the City's Share of 14 full-time E-911
dispatchers' salaries, matching benefits, and insurance for:

The Mayor and Aldermen of the City of Vicksburg approved the purchase of a

The City Sexton presented report of collections, account opening graves etc. for
the month of October 2022 as follows: Lakeview Memorial Funeral Home -
$850.00; W.H. Jefferson Funeral Home - $1,700.00; Glenwood Funeral Home -
$1,050.00; Fisher Funeral Home - $425.00; Dillon-Chisley Funeral Home - $400.00;
Miscellaneous - $1,125.00. Total burials were 20. Total amount paid was
$5,550.00.
The City Clerk presented the Privilege License report for new businesses for the
month of October 2022.
The City Clerk presented report of Mayor and Treasure from the Vicksburg Police
Department in the amount of $78,075.56 for October 2022.
The City Clerk presented the report of Tax Collection for City taxes from the
Warren County Tax Collector for the month of October 2022.
The City Clerk presented the report of Delinquent Tax Collection for City taxes
from the Warren County Tax Collector for the month of October 2022.
The City Clerk presented the October 2022 Detailed Budget report for approval.
The City Clerk presented the October 2022 Credit Card report for approval as

Jeff Richardson, Director of Community Development, came for a hearing before
the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
1. 1201 South Street, PPIN 018936; owned by Washington Apartment Homes LLC -
(Board or replace windows and around entire building, demolition of dilapidated
apartment building, cut and clean the entire property, remove all trash and
debris around the entire property)
2. 2624 Washington Street, PPIN 015190; owned by Anthony Chiplin - (Remove all
inoperable and unlicensed vehicles from the property, remove and rid entire
property from accumulation of rubbish, remove vines from right side of the
building)
On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to declare the foregoing properties which have not
complied to be a public menace to the health, safety & welfare of the community
and authorize the Director of Community Development to proceed to cut, clean
and demolish structures with all charges incurred to be assessed against the
property owner(s). In the event an extension is granted, if owner(s) has/have not
complied at the end of the extension period, the Director of Community
Development is authorized to proceed, along with the following actions:

Hubbard and Barbara Hubbard. The motion was adopted unanimously by the

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Resolution to Approve Temporary Adjustments
to Vicksburg Police Department's Schedule and Pay Scale. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Mayor Flaggs, Jr. recused himself from the Board Meeting.
Alderman Monsour, Jr. is now Mayor Pro-Tem Monsour, Jr.
D. ID-22-1402 Approve Claims Docket
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to rescind the Claims Docket numbering:
2336; 314198-314199; 314200-314468; 314469-314474. The motion was adopted
unanimously by the following vote:
Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs Jr.
Mayor Flaggs, Jr. returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Discretionary Leave in the Fire Department (1);
Longevity Pay in the Legal Department (1); Longevity Pay in Fire Department (3);
Longevity Pay in the Inspection Department (1); Longevity Pay in the Ambulance
Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman
Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Discretionary Leave in the Fire Department
(1); Longevity Pay in the Legal Department (1); Longevity Pay in Fire Department
(3); Longevity Pay in the Inspection Department (1); Longevity Pay in the
Ambulance Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman

A. ID-22-1436 Discretionary Leave - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Discretionary Leave of a Firefighter an
additional thirty (30) days of Family Medical Leave of Absence (FMLA) in the Fire
Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-22-1437 Longevity Pay - Legal Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .20 cents Longevity Pay of an Associate
Attorney from $48.0769 per hour to $48.2769 per hour, effective November 29,

2022. Employee is entitled an additional .20 cents increase for one (1) year of
service in the Legal Department. The motion was adopted unanimously by the

C. ID-22-1438 Longevity Pay - Fire Department (3)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .10 cents Longevity Pay of a Firefighter from
$10.92 per hour to $11.02 per hour, effective December 1, 2022. Employee is
entitled to an additional .10 cents increase for one (1) year of service; a
Firefighter from $11.11 per hour to $11.21 per hour, effective December 2, 2022.
Employee is entitled to an additional .10 cents increase for two (2) years of
service; a Firefighter from $11.11 per hour to $11.21 per hour, effective December
4, 2022. Employee is entitled to an additional .10 cents increase for three (3) years
of service in the Fire Department. The motion was adopted unanimously by the
following vote:

D. ID-22-1439 Longevity Pay - Inspection Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .20 cents Longevity Pay of a Permit Tech
from $10.50 per hour to $10.70 per hour, effective December 1, 2022. Employee is
entitled to an additional .20 cents increase for one (1) year of service in the
Inspection Department. The motion was adopted unanimously by the following
vote:

E. ID-22-1440 Longevity Pay - Ambulance Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .10 cents Longevity Pay of a Firefighter from
$11.99 per hour to $12.09 per hour, effective December 4, 2022. Employee is
entitled to an additional .10 cents increase for three (3) years of service in the
Ambulance Department. The motion was adopted unanimously by the following
vote:
