The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting.

Frontage Road (PPIN 9994). The motion was adopted unanimously by the
following vote:

G. ID-22-1487 Authorize Mayor to execute Contract for Lime Sludge Disposal with Falco
Chemical, Inc.

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to authorize the Mayor to execute Contract for Lime Sludge
Disposal with Falco Chemical, Inc. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Transfer - Police Department (1); Longevity Pay -

Ambulance Department (2); Longevity Pay - City Court (1); Pay Adjustment -
Police Department (15).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman
Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Transfer - Police Department (1); Longevity
Pay - Ambulance Department (2); Longevity Pay - City Court (1); Pay Adjustment -
Police Department (15).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W.
Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource Assistant/Safety,
Jamma Williams – Executive Assistant, Tabitha Martin Crawford - Police Officer,
Deputy Chief Charlie Hill - Police Department.
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
A. ID-22-1492 Transfer - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Transfer of a Front Desk Clerk to an Entry
Level Officer at $18.49 ($16.12+$1.65+.72) per hour, effective December 5, 2022.
Employee is transferring to Entry Level Officer effective December 5, 2022.
Employee has a Bachelor of Science -Criminal Justice degree in the Police
Department. The motion was adopted unanimously by the following vote:

B. ID-22-1493 Longevity Pay - Ambulance Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Paramedic from $10.92
per hour to $11.02 per hour, effective December 15, 2022. Employee is entitled to
a .10 cents increase for one (1) year of service; a Paramedic from $10.92 per hour
to $11.02 per hour, effective December 15, 2022. Employee is entitled to a .10
cents increase for one (1) year of service in the Ambulance Department. The
motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
C. ID-22-1494 Longevity Pay - City Court (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .20 cents Longevity Pay of a Judge from
$56.1053 per hour to $56.3053 per hour, effective December 17, 2022. Employee is
entitled to an additional .20 cents increase for four (4) years of service in City
Court. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
D. ID-22-1495 Pay Adjustment - Police Department (15)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustments of a Police Officer from
$17.65 per hour to $17.95 ($17.65+ .30) per hour, effective November 30, 2022.
Officer is assigned to night shift for the temporary 9-hour schedule and is eligible
for an additional .30 cents an hour increase for working the night shift; a
Lieutenant-G Watch Commander from $25.82 per hour to Lieutenant-Warrants at
$26.82 ($25.82+$1.00) per hour, effective November 30, 2022. Employee is taking
over Electronic Monitoring Devices (EMD) from Court Services. He is eligible to
receive an additional $1.00 per hour increase while serving as EMD Coordinator
and being on-call 24 hours a day; a Patrol Officer from $18.25 per hour to $18.55
($18.25+ .30) per hour, effective November 30, 2022. Employee is assigned to
night shift for the temporary 9-hour schedule and is eligible for an additional .30
cents an hour increase for working the night shift; a Patrol Officer from $18.89
per hour to $19.19 ($18.89 + .30) per hour, effective November 30, 2022. Employee
is assigned to night shift for the temporary 9-hour schedule and is eligible for an
additional .30 cents an hour increase for working the night shift; a
Sergeant-Traffic from $28.15 ($27.98+.17) per hour to $28.45 ($27.98+.30+.17) per
hour, effective November 30, 2022. Employee is assigned to night shift for the

temporary 9-hour schedule and is eligible for an additional .30 cents an hour

assigned to night shift for the temporary 9-hour schedule and is eligible for an
additional .30 cents an hour increase for working the night shift; a Sergeant
D-Watch from $21.0575 per hour to $21.3575 ($21.0575+.30) per hour, effective
November 30, 2022. Employee is assigned to night shift for the temporary 9-hour
schedule and is eligible for an additional .30 cents an hour increase for working
the night shift; a Patrol Officer from $21.41 per hour to $21.61 ($21.41+.20) per
hour, effective November 30, 2022. Employee is assigned to evening shift for the
temporary 9-hour schedule and is eligible for an additional .20 cents an hour
increase for working the evening shift; a Sergeant-C Watch Commander from
$23.81 per hour to $24.01($23.81+.20) per hour, effective November 30, 2022.

On motion of Mayor Flaggs, Jr. seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned

any and all matters that may come before the Board.
