Vicksburg.
The Mayor and Alderman of the City of Vicksburg approved the purchase of a
sponsorship ad from Rev. Dr. Martin Luther King, Jr. Birthday Memorial
Committee in the amount of $2,500.00. The City is authorized pursuant to Section
17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended.
F. ID-22-1556 Ratify the request for sponsorship for the Alcorn State vs. Jackson State
Soul Bowl Event held on Friday, November 18, 2022 at the Vicksburg
Convention Center pursuant to Section 17-3-1 and Section 17-3-3 of the
Mississippi Code of 1972, as amended:
1. Ratify the approval of billing statement in the amount of $988.00 from
Vicksburg Convention Center for Thomas and Thomas Security LLC for
security for the November 18, 2022 Soul Bowl Event in accordance to
Mississippi Code Annotated 17-3-1 and 17-3-3.
2. Ratify the approval of billing statement in the amount of $300.00 from
Vicksburg Convention Center for Reo Slaughter for DJ services for the
November 18, 2022 Soul Bowl Event in accordance to Mississippi Code

The City Sexton presented report of collections, account opening graves etc. for
the month of November 2022 as follows: Lakeview Memorial Funeral Home -
$4,400.00; W.H. Jefferson Funeral Home - $700.00; Glenwood Funeral Home -
$200.00; CJ Williams Mortuary Services - $1,050.00; Dillion-Chisley Funeral Home
- $800.00; Miscellaneous - $1,075.00. Total burials were 26. Total amount was
$8,225.00.
The City Clerk presented the Privilege License report for new businesses for the
month of November 2022.
The City Clerk presented report of Mayor and Treasure from the Vicksburg Police
Department in the amount of $61,696.32 for November 2022.
The City Clerk presented the report of Tax Collection for City taxes from the
Warren County Tax Collector for the month of November 2022.
The City Clerk presented the report of Delinquent Tax Collection for City taxes
from the Warren County Tax Collector for the month of November 2022.

the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:

accumulation of rubbish; remove wood frame structure from the property)

and Alderman voted to declare the foregoing properties which have not complied
to be a public menace to the health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structures with all charges incurred to be assessed against the
property owner(s). In the event an extension is granted, if owner(s) has/have not
complied at the end of the extension period, the Director of Community
Development is authorized to proceed, along with the following actions:

Levee Street Segment 2. The motion was adopted unanimously by the following
vote:

J. ID-22-1509 Approve Claims Docket
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the Claims Docket numbering: 314817-315115,
315116, except check #315084 written to United Security. The motion was
adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr. None voting nay, the motion was unanimously adopted.
The Mayor and Alderman discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Discretionary Leave - Fire Department (1); Longevity
Pay - Police Department (1); Pay Adjustment - Police Department (1); Termination
- Recreation Department (3), Suspension - Sewer Department (1).
The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr. The motion was
adopted unanimously.
The Mayor and Alderman announced they would go into executive session to
discuss Personnel Action Forms for: Discretionary Leave - Fire Department (1);
Longevity Pay - Police Department (1); Pay Adjustment - Police Department (1);
Termination - Recreation Department (3), Suspension - Sewer Department (1).
The Mayor and Alderman are now in executive session.

A. ID-22-1569 Discretionary Leave - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the Discretionary Leave of a Firefighter for
additional days in the Fire Department. The motion was adopted unanimously by
the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr.
B. ID-22-1570 Longevity Pay - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the .20 cents Longevity Pay of a Secretary
II/Juvenile Enhancement from $12.03 per hour to $12.23 per hour, effective
January 4, 2023. Employee is entitled to an additional .20 cents pay increase for
six (6) years of service in the Police Department. The motion was adopted
unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr.
C. ID-22-1571 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the Pay Adjustment of a Crime Scene
Investigator from $19.4385 ($18.4538 + $1.00) per hour to $19.6385
($19.4385+$1.00+.20) per hour, effective January 13, 2023. Employee is entitled to
an additional .20 cents pay increase for two (2) years of service at the Police
Department. The motion was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr.
D. ID-22-1572 Termination - Recreation Department (3)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the Termination of a Sports Official effective
December 22, 2022; a Sports Official effective December 22, 2022; a Sports
Official effective December 22. 2022 at the Recreation Department. The motion
was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr.
E. ID-22-1574 Suspension - Sewer Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Alderman voted to approve the Suspension of a Forman for zero (0) days in
the Sewer Department, effective December 22, 2022, for violation of 4.1 (g), (i), (l),
(n), and (s). However; Board recommended forty-five (45) days probation and
three (3) sessions of mandatory anger management class
