Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Michael A. Mayfield, Sr. Pledge of Allegiance was led by Alderman Alex J. Monsour, Jr. 2. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: 4. Adopt Agenda On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr. voted to move Letter D. (ID-23-0249) from Consent Agenda and place under Routine Agenda. The motion was adopted unanimously by the following vote: Aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. Remove from Consent Agenda and Place under Routine Agenda Letter D. (ID-23-0249) Approve request for sponsorship in the amount of $1,000.00 from Siege Robotics to help support the costs for building the robot to compete at the New Magnolia Regional in Laurel, MS and Bayou Regional in New Orleans, LA pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended. On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Agenda as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Recognitions: A. ID-23-0263 Employee of the 1st Quarter Deborah A. Nickson, of the City of Vicksburg Employee Committee, came before the Board to recognize Brenda Bartlett as the Employee of the 1st Quarter for March 2023. Mrs. Bartlett is the Administrative Assistant in the Legal Department and was recognized by City Attorney Kim Nailor for serving in an exceptional manner by exemplifying outstanding service through her work while exhibiting a positive and supportive attitude. Mrs. Bartlett has been employed with the City of Vicksburg for a total of twenty-three (23) years. The Mayor and Aldermen congratulated Brenda Bartlett for being selected as the Employee of the 1st Quarter. B. ID-23-0271 Resolution in honor of Kameron V. Jones Attachments: Kameron V. ID-23-0247 Approve request for radio advertisement in the amount of $885.00 from Lendsi Radio V105.5 FM for Miss Mississippi Pageant and Miss Outstanding Teen Pageant Interviews ($295 a month for the months of April, May and June 2023) pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: Lendsi Radio Sponsorship Pageant Mayor Flaggs, Jr. stated that purchasing an advertisement from Lendsi Radio V105.5 FM will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial, and other interests of the City of Vicksburg. The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Lendsi Radio V105.5 FM for Miss Mississippi Pageant and Miss Outstanding Teen Pageant interviews ($295.00 a month for the months of April, May and June 2023) in the total amount of $885.00. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi code of 1972, as amended. C. ID-23-0248 Approve request for sponsorship in the amount of $200.00 from Alexis Murrell for a virtual mental health awareness event pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: Mental Health Fair May 2023 (002) Mayor Flaggs, Jr. stated that purchasing an advertisement from Alexis Murrell will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial, and other interests of the City of Vicksburg. The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Alexis Murrell in the amount of $200.00 for a virtual mental health awareness event. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi code of 1972, as amended. E. ID-23-0252 Discuss Vicksburg Convention Center Updates Ms. Erin Southard, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of March 2023. and invited the public to attend. The Mayor and Aldermen thanked Ms. Southard for attending the meeting. B. ID-23-0265 Adopt Budget Amendments On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Budget Amendments for March 6, 2023. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether they should go into executive session. Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action Form for: Suspension - Ambulance Department (1). The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Suspension - Ambulance Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W. Osborne, Jr. - City Clerk, Kelsey Hicks - Human Resource Assistant/Safety, Jamma Williams – Executive Assistant, Tiffany Pendleton – Chief of Staff. ID-23-0270 Suspension - Ambulance Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Firefighter/Ambulance III for one (1) shift (24 hours), effective March 13, 2023. Employee violated Vicksburg Fire Department Standard Operating Guideline 12.1.75 Attendance Policy for 24-Hour Shift Employees, six (6) occurrences (February 8, 2023) in the Ambulance Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-23-0336 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Friday, March 10, 2023, to take up and act upon any and all matters that may come before the Board.
