A. ID-23-0253 Discuss Vicksburg Convention and Visitors Bureau Updates
Ms. Erin Southard, of the Vicksburg Convention Center, came before the Board to
inform the public of the upcoming events at the Vicksburg Convention Center for
the month of March 2023 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Southard for attending the meeting.
B. ID-23-0276 Discuss Southern Cultural Heritage Center Updates
Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of March 2023 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting.
C. ID-23-0282 Continue Amended Proclamation of a Local Emergency (Curfew for
Minors)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to continue the Amended Proclamation of a Local
Emergency (Curfew for Minors). The motion was adopted unanimously by the
following vote:

D. ID-23-0273 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

Jeff Richardson, Director of Community Development, came for a hearing before
the Board to discuss and request permission to proceed to cut, clean and
demolish the following property:

dilapidated building/structure, remove all trash and debris)
On motion of Alderman Monsour, Jr., seconded by Mayor, Flaggs, Jr., the Mayor
and Aldermen voted to declare the foregoing property which has not complied to
be a public menace to the health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structure with all charges incurred to be assessed against the property
owner(s). In the event an extension is granted, if owner(s) has/have not complied
at the end of the extension period, the Director of Community Development is
authorized to proceed, along with the following actions:

Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss

The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the

The Mayor and Aldermen announced they would go into executive session to

A. ID-23-0299 Pay Adjustment/Promotion - VTV (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment/Promotion of a videographer
from $12.50 per hour to VTV Director at $22.01 per hour, effective March 8, 2023.
Employee is being promoted to the director in VTV. The motion was adopted
unanimously by the following vote:

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Correction of a Computer Specialist from
$25.00 per hour to $25.20 per hour, effective March 1, 2023. Previous action form
of an increase of .10 cents was incorrect. The motion was adopted unanimously
by the following vote:

C. ID-23-0301 Longevity Pay - Legal Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of the City Attorney from
$57.6923 per hour to $57.8923 per hour, effective March 11, 2023. Employee is
entitled to an increase of .20 cents per hour for three (3) years of service in the
Legal Department. The motion was adopted unanimously by the following vote:

D. ID-23-0302 Longevity Pay - Gas Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Locator from $11.30 per
hour to $11.50 per hour, effective March 11, 2023. Employee is entitled to an
increase of .20 cents per hour for three (3) years of service; an Operator from
$15.42 per hour to $15.62 per hour, effective March 11, 2023. Employee is entitled
to an increase of .20 cents per hour for three (3) years of service in the Gas
Department. The motion was adopted unanimously by the following vote:

E. ID-23-0303 Longevity Pay - Water Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Dispatcher from $11.27
per hour to $11.47 per hour, effective March 14, 2023. Employee is entitled to an
additional .20 cents increase for five (5) years of service in the Water Department.

F. ID-23-0304 Longevity Pay - Ambulance Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .10 cents Longevity Pay of a Firefighter from
$12.98 per hour to $13.08 per hour, effective March 14, 2023. Employee is entitled
to an additional .10 cents per hour for five (5) years of service in the Ambulance
Department. The motion was adopted unanimously by the following vote:

G. ID-23-0305 Longevity Pay - Inspection Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .20 cents Longevity Pay of a Code Enforcer
from $18.96 per hour to $19.16 per hour, effective March 18, 2023. Employee is
entitled to an additional .20 cents per hour for eight (8) years of service in the
Inspection Department. The motion was adopted unanimously by the following
vote:

H. ID-23-0306 Suspension - Traffic Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the five (5) day Suspension of a Traffic
