Mayor Flaggs, Jr. stated that purchasing an advertisement from Lake Fest at

The Mayor and Alderman of the City of Vicksburg approved the purchase of a
sponsorship ad from Lake Fest at Eagle Lake in the amount of $500.00. The City is
authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi code
of 1972, as amended.

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to authorize the Mayor to execute Memorandum of
Understanding by and between Spoke Studios LLC and the Vicksburg Police
Department in connection with a proposed television series with the tentative
working title "Untitled Patrol Project". The motion was adopted unanimously by
the following vote:

Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Alderman discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay in the Gas Department (1); Pay
Adjustment/Promotion - Water & Gas Administration (1); Suspension - Ambulance
Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Monsour, Jr. The motion was
adopted unanimously.
The Mayor and Alderman announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in the Gas Department (1); Pay
Adjustment/Promotion - Water & Gas Administration (1); Suspension - Ambulance
Department (1).
The Mayor and Alderman are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman

A. ID-23-0399 Longevity Pay - Gas Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the $1.00 Longevity Pay of a Foreman from
$16.67 per hour to $17.67 per hour, effective April 9, 2023. Employee is entitled to
a $1.00 increase per hour for twenty (20) years of service in the Gas Department.

B. ID-23-0400 Pay Adjustment/Promotion - Water & Gas Administration (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Pay Adjustment/Promotion of a Cashier from
$10.20 per hour to a Head Cashier at $12.00 per hour, effective April 5, 2023.
Employee has demonstrated skills and knowledge by training and learning the
duties and responsibilities of Head Cashier fro the past six (6) months. Her
successful transition into this position and work performance warrants such a
promotion in the Water & Gas Administration. The motion was adopted
unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr.
C. ID-23-0401 Suspension - Ambulance Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Suspension of a Firefighter/Ambulance III for
three (3) shifts (72 hours) effective April 6, 9 and 12, 2023. Employee violated
Vicksburg Fire Department's Standard Operating Guideline 12.1.75 Attendance
Policy for 24-Hour Shift Employees, 7 occurrences (March 1, 2023) in the
Ambulance Department. The motion was adopted unanimously by the following
vote:

ID-23-0435 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor

Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
