(ID-23-1459) #5 Tax Collection On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to adopt the Agenda, as amended. ID-23-1486 Approve request for advertisement in the amount of $500.00 to The Magnolia Crappie Club for its Eagle Lake Tournament on December 2, 2023 pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: Magnolia Crappie Advertisement Mayor Flaggs, Jr. stated that purchasing an advertisement from The Magnolia Crappie Club will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial, and other interests of the City of Vicksburg. The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from The Magnolia Crappie Club in the amount of $500.00 for its Eagle Lake Tournament on December 2, 2023. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi code of 1972, as amended. E. ID-23-1488 Approve request for sponsorship in the amount of $250.00 to Vicksburg High School Choir pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: VHS Honor Choir Mayor Flaggs, Jr. stated that purchasing an advertisement from Vicksburg High School Choir will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial, and other interests of the City of Vicksburg. The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Vicksburg High School Choir in the amount of $250.00. The City Sexton presented report of collections, account opening graves, etc. for the month of October 2023 as follows: Lakeview Memorial Funeral Home - $625.00; W.H. Jefferson Funeral Home - $725.00; Glenwood Funeral Home - $375.00; Fisher Funeral Home - $625.00; CJ Williams Mortuary Services - $1,075.00; Miscellaneous - $175.00. Total burials were 13. Total paid was $3,600.00. 2. The City Clerk presented the Privilege License report for new businesses for the month of October 2023 3. The City Clerk presented report of Mayor and Treasure from the Vicksburg Police Department in the amount of $63,511.11. 4. The City Clerk presented report of Delinquent Collections for City taxes from the Warren County Tax Collector for the month of October 2023. 5. Tax Collection report - (This agenda item was removed) 6. The City Clerk presented the Detailed Budget report for approval. 7. The City Clerk presented the October 2023 Credit Card report for approval as follows: Administration - $5,452.56, Purchasing Department - $2,291.45. ID-23-1458 Approve Claims Docket The City Clerk presented the Docket of Claims numbering: 2501-2510, 322597, 322598, 322599-322868 for approval. Routine Agenda: A. ID-23-1490 Authorize Mayor to execute Change Order #1 with Hemphill Construction Company, Inc. for Water Treatment Plant Improvements, Groundwater Well and Associated Connection Piping to add $104,679.48 for a water pump needed to bypass the line that delivers water from the clarifier to the treatment building Attachments: Vicksburg Change Order 1_HCC_Trilogy signed_11172023 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to execute Change Order #1 with Hemphill Construction Company, Inc. for Water Treatment Plant Improvements, Groundwater Well and Associated Connection Piping to add $104,679.48 for a water pump needed to bypass the line that delivers water from the clarifier to the treatment building. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether they should go into executive session. Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action Forms for: Request for Extended Medical Leave - Water Department (1); Pay Adjustment - Cemetery (1); Pay Adjustment/Promotion - Community Development (1); Pay Adjustment/Promotion - Gas Department (1); Terminations - Ambulance Department (5). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Request for Extended Medical Leave - Water Department (1); Pay Adjustment - Cemetery (1); Pay Adjustment/Promotion - Community Development (1); Pay Adjustment/Promotion - Gas Department (1); Terminations - Ambulance Department (5). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W. Osborne, Jr. - City Clerk, Tasha W. Jordan - Deputy City Clerk, Kelsey Hicks - Human Resource Assistant/Safety. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-23-1493 Request for Extended Medical Leave - Water Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Request for Extended Medical Leave for a Laborer in the Water Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-23-1494 Pay Adjustment - Cemetery (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Cemetery Clerk from $13.20 (13.00+.20) per hour to $15.20 ($15.00+.20) per hour, effective November 15, 2023 for added software and organizational work in the Cemetery. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-23-1496 Pay Adjustment/Promotion - Gas Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment/Promotion of a Gas Laborer from $9.00 per hour to a Gas Serviceman at $10.00 per hour, effective November 29, 2023. Employee is being promoted to a serviceman in the Gas Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-23-1497 Terminations - Ambulance Department (5) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Terminations of two (2) Part-time EMT's and three (3) Part-time Paramedics, effective November 29, 2023 in the Ambulance Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. F. ID-23-1511 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, December 04, 2023, to take up and act upon any and all matters that may come before the Board.
