C. ID-23-1603 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

Jeff Richardson, Director of Community Development, came for a hearing before
the board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
1. 800 Patton St, PPIN 015676; owned by Felicia Darden & Ledora
Saints-Cut/Clean/Weeds, Remove trash and debris, Remove dilapidated structure
and accessory structures.
On motion of Mayor George Flaggs, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to declare the foregoing properties which have not
complied to be a public health, safety & welfare of the community and authorize
the Director of Community Development to proceed to cut, clean and demolish
structure with all charges incurred to be assessed against the property owner(s)
in the event an extension is granted, if owners(s) has/have not complied at the
end of the extension period, the Director Of Community Development is
authorized to proceed: along with the following actions:

Mayor and Aldermen voted to authorize Mayor to execute Warren County permit
application to extend sewer services to Standard Hill Rd., which is located
outside of the city limits. This motion was adopted unanimously by the following
vote:

E. ID-23-1602 Authorize Mayor to execute Contract with Erin Norwood (en8 Design), for
graphic design services for the Kuhn Memorial Civil Rights Park Trail

understanding with the following to develop and implement COVID-19 Health

2. Change the planned/scheduled circuit for the dishwasher from a 20 amp
circuit to a 30 or 40 amp 240v circuit

On motion Alderman Mayfiield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to authorize Mayor to execute First amendment to
the Contract for Grass Cutting Services with Reginald Johnson d/b/a RJ's
Handyman Service. The motion was unanimously adopted unanimously by the
following vote:

K. ID-23-1628 Authorize Mayor to execute Lease Agreement with Patricia Kinnard for
property located on Ford Road to be used solely for a community garden

Mayor and Aldermen voted to authorize mayor to execute lease agreement with
Patricia Kinnard for properly located on Ford Rd. to be used solely for a
community garden.

L. ID-23-1629 Authorize Mayor to execute Agreement with Constance Lenoir to extend
certain utility services to property located at 1195 Standard Hill Road

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize mayor to execute agreement with
Constance Lenoir to extend certain utility services to property, located at 1195
Standard Hill rd. This motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go in executive session. The motion was seconded
by Alderman Mayfiled, Sr. voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr.,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay - Fire Dept(1), Pay Adjustment-Police
Dept. (1), Suspension-Fire Dept. (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr. Alderman
Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announce they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay-Fire Dept. (1); Pay
Adjustment-Police Dept. (1); Suspension-Fire Dept. (1)
The Mayor and Aldermen are now in Executive Session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor-City Attorney, Deborah
Nickson-Deputy City Clerk, Kelsey Hicks-HR Assistant/Safety, Charlie Hill-Deputy
Chief of Police and Brian Sessums-Deputy Clerk.
A. ID-23-1622 Longevity Pay - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Aldermen voted to approve the Longevity Pay of a firefighter from 11.85 per
hour to 11.95 (11.85 + .10) per hour for one year of service in the Fire Dept.,
effective December 28, 2023. The motion was adopted unanimously by the
following vote:

B. ID-23-1623 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Aldermen voted to approve a pay adjustment for an employee at the
Vicksburg Police Dept. from 18.12 per hour to 18.32 (18.12 + .20) per hour. The
Police Officer is eligible for additional $.20 for (2) years of service.
The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
C. ID-23-1624 Suspension - Fire Department (1)
Appearing-Deputy Chief-Trey Martin & Cpt. Tavares Hatchett
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor
and Aldermen voted to approve the suspension of an employee at the Fire Dept.
due to insubordination for failure to obey directive to check ambulance.
Violation of Vicksburg Fire Dept. standard operating guideline 12.2.2.
This motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
D. ID-23-1619 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to come out of executive session and approve all items
taken up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Adjournment
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Tuesday, January 2, 2024 to take up and act upon any
and all matters that may come before the Board.
