Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor George Flaggs, Jr. Pledge of Allegiance was led by Alderman Michael A. Mayfield, Sr. 2. Adopt Agenda On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the agenda as printed. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Recognitions: A. ID-24-0015 Employee Anniversaries: 1. The Mayor and Aldermen thanked Ms. Southard for attending the meeting. B. ID-24-0022 ADOPT RESOLUTION APPOINTING THE DR. MARTIN LUTHER KING, JR. KUHN CIVIL RIGHTS MEMORIAL PARK COMMITTEE Attachments: Resolution Dr. Martin Luther King, Jr. Kuhn Memorial Park Cmte. On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to Adopt a Resolution appointing the Dr. Martin Luther King, Jr. Kuhn Civil Rights Memorial Park Committee. The Committee shall consist of nine members as follows: Dr. Toni Lowe-Fisher, Debra Goodman, Nahshawndra Jackson, Mary Logan, Carol McMillin, Jeff Richardson, Robert Walker, Dr. Bettye Gardner and Joyce Clingan. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. Real Property Donation Agreement Attachments: Warranty deed revised 11.17.2023 REAL PROPERTY DONATION AGREEMENT 11.17.2023 On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Authorize Mayor to execute the following regarding donation of property owned by Golding Land Company Vicksburg Properties, LLC for Riverfront Park: 1. Special Warranty Deed 2. Real Property Donation Agreement The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-24-0021 Authorize Mayor to execute First Amendment to the Contract for Grass Cutting Services with Smith Lawn Care, Inc. Attachments: First Amendment Smith Lawn Care Grass Cutting On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to Authorize the Mayor to execute First Amendment to the Contract for Grass Cutting Services with Smith Lawn Care, Inc. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Michael Mayfield, Sr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was adopted unanimously . The Mayor and Aldermen discussed whether they should go into executive session. Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action Forms for: Longevity Pay-Police Department (1); Longevity Pay-Fire Department (1); Longevity Pay-Ambulance Department (1); Pay Adjustment-Right Of Way. (1). The motion was seconded by Alderman Monsour, Jr. upon vote being taken, the following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Longevity Pay-Police Department (1); Longevity Pay-Fire Department (1); Longevity Pay-Ambulance Department (1); Pay Adjustment-Right Of Way (1). The Mayor and Aldermen are now in Executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor-City Attorney, Deborah A. Nickson-Interim City Clerk, Tasha Jordan-Deputy City Clerk, Kelsey Hicks-Human Resource Assistant/Safety, Charlie Hill-Deputy Chief of Police. ID-24-0017 Longevity Pay - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Longevity Pay for a Secretary II in the Police Department from $12.23 per hour to $12.43 (11.94+.09+.20+.20+) per hour for (7) years of service, effective January 4, 2024 in the Police Department. The motion was adopted unanimously with the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-24-0018 Longevity Pay - Fire Department On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Longevity Pay of a Fire Fighter in the Fire Department from $12.39 per hour to $12.49 (12.23+.06+.10+.10) per hour for nine (9) years of service, effective January 7, 2024. The motion was adopted unanimously with the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-24-0019 Longevity Pay - Ambulance Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approved the Longevity Pay in the Ambulance Department for a Firefighter/Ambulance from $17.87 per hour to $17.97 (17.71+.06+.10+.10) per hour for ten (10) years of service, effective January 7, 2024. The motion was adopted unanimously with the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-24-0020 Pay Adjustment - R.O.W. (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve a pay adjustment for a Mower from $9.77 per hour to $11.00 per hour, effective January 10, 2024. This action is to bring the employee up to the starting rate for Mower Drivers in the Right of Way Department. The motion was adopted unanimously with the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E ID-24-0156 Come Out of Executive Session and Approve All Items Taken Up In Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet at 10 o' clock a.m., Wednesday, January 10, 2024, to take up and act up upon any and all matters that may come before the Board.
