Invocation, Pledge of Allegiance and Call to Order Invocation was given by Pastor Dexter Jones. Pledge of Allegiance was led by Mayor George Flaggs, Jr. 2. The city is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi code of 1972, as amended. G. ID-24-0609 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: Master Copy of the Agenda for June 03 2024 Jeff Richardson, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following properties: 1. 15 Fog Drive, PPIN 027942; owned by John Wayne Williamson Estate-(Cut and clean the entire property of overgrown weeds/grass, remove all trash and debris, remove dilapidated manufactured homes) 2. Victory Avenue, PPIN 005654; owned by Tommy & Ive Huntley-(Remove all trash, debris, and rubbish from he entire property, remove all inoperable/dismatled and junked vehicles from the entire property) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to declare the foregoing properties which have not complied to be a public menace to the health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structures with all charges incurred to be assessed against the property owner(s). This action is to correct the spelling of an employees name. The correct name is Joseph Griffin. ID-24-0625 Longevity Pay - Street Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Longevity Pay of a Equipment Operator from $22.00 per hour to $22.20 ($22.00 +.20) per hour, effective May 31, 2024. Employee is entitled to an additional .20 cents increase per hour for one (1) year of service in Street Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. C. ID-24-0626 Longevity Pay - Inspection Department (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Longevity Pay of a Housing Coordinator from $14.71 per hour to $14.91 ($14.51+.20 +.20) per hour, effective June 1, 2024. Employee is entitled to an additional .20 cents increase per hour for two (2) years of service; Longevity Pay of a Director from $41.59 per hour to $43.59 ($41.23 +.35 +.2.00) per hour, effective June 6, 2024. ID-24-0627 Transfer - Ambulance Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Transfer of a Part-Time EMT to a Full-Time EMT in the Ambulance Department. The employees rate of pay at $15.00 per hour will remain the same. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. E. ID-24-0628 Pay Adjustment - Ambulance Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Pay Adjustment of a Paramedic V (12 hour shift) from $19.64 per hour to $15.96 per hour, effective May 15, 2024 in the Ambulance Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. F. ID-24-0629 Pay Adjustment - Fire Department (4) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Pay Adjustment of a Captain Paramedic I from $17.71 per hour to $19.07 per hour, effective May 29, 2024. Employee has met requirements for an increase in theTier Pay System; Pay Adjustment of a Captain V + 2 from $16.92 per hour to a Captain V + 3 $17.18 per hour, effective May 29, 2024. Captains are entitled to receive one .26 cent raise per year after completing the fifth tier with satisfactory evaluation and physical agility test; Pay Adjustment of a Firefighter I from $11.14 per hour to a Firefighter III at $11.81 per hour, effective May 29, 2024. Employee has met requirements of his probationary period and is eligible for a pay increase; Pay Adjustment of a Firefighter I from $11.14 per hour to a Firefighter III at $11.81 per hour, effective May 29, 2024. ID-24-0630 Pay Adjustment - Grants (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Pay Adjustment of a Grants Accountant from $25.50 per hour to $39.03 per hour, effective May 29, 2024. Employee will replace a previous employee in the Grants Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. H. ID-24-0631 Pay Adjustment - Police Department (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Pay Adjustment of a Booking Officer from $11.02 per hour to a Terminal Agency Coordinator at $13.22 ($11.02 + 2.00+.20) per hour, effective May 29, 2024. Employee has completed the Criminal Information Center's TAC Certification as a Terminal Agency Coordinator. Pay Adjustment of a Sergeant (D) Watch at $26.04 to $26.24. Employee is entitled to an additional .20 cents increase for three (3) years of service, effective June 2, 2024. Both employees are in the Police Department. ID-24-0632 Request for Re-Payment - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Repayment request of a Sergeant, effective May 24, 2024 in the Police Department. This action was to request approval that the Sergeant be responsible for repaying the replacement cost of a Glock 17-9 mm (Serial #BZZX892, CID#38598) at $428.50 that was stolen on May 23, 2024. The firearm has been placed on NCID. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. J. ID-24-0633 Suspension - Police Department (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Suspension of a Police Officer for ten (10) days, effective May 24, 2024. Employee was in violation of Policy 4.09-Rules of Conduct and Evidence Collection; Suspension of a Police Officer for ten (10) days, effective May 24, 2024. Employee was in violation of Policy 2.14; Section-Conduct and Behavior; Section 12-Duty to Report all Crimes and Incidents. Both employees are in the Police Department.
