Invocation was given by Mayor George Flaggs, Jr.

and Aldermen voted to Adopt Budget Amendments for August 19, 2024. The

System to Russ Builders, LLC in the amount of $597,000.00

includes the Water Distribution, Sewer Collection, and the Stormwater Drainage
System to Russ Builders, LLC in the amount of $597,000.00. The motion was
adopted unanimously by the following vote:

D. ID-24-0955 Adopt Resolution To Enter Into Interlocal Agreement with Warren County
Board of Supervisors for the Centralized Assessment and Collection of

On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to Adopt a Resolution To Enter Into Interlocal Agreement with
Warren County Board of Supervisors for the Centralized Assessment and
Collection of Personal and Real Property Taxes. The motion was adopted
unanimously by the following vote:

Redemption Of Property Sold For NonPayment Of Taxes. The motion was
adopted unanimously by the following vote:

H. ID-24-0949 Authorize Mayor to execute Contract with Central Asphalt Company, Inc. for
NRCS Erosion Control Project - Iowa Boulevard Stabilization (2 Sites) in
the amount of $305,814.00

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Authorize the Mayor to execute Contract with Central
Asphalt Company, Inc. for NRCS Erosion Control Project - Iowa Boulevard
Stabilization (2 Sites) in the amount of $305,814.00. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen to go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Monsour, Jr., Alderman Mayfield, None Voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay-Fire Department (1); Longevity Pay-
Ambulance Department (1); Longevity Pay-Police Department (1); Pay
Adjustment-VTV (1); Pay Adjustment-Police Department (1);
Termination-Inspection Department (1)
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Monsour, Jr., Alderman
Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay-Fire Department (1); Longevity
Pay- Ambulance Department (1); Longevity Pay-Police Department (1); Pay
Adjustment-VTV (1); Pay Adjustment-Police Department (1);
Termination-Inspection Department (1)
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman

A. ID-24-0962 Longevity Pay - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Longevity Pay of a Firefighter at $14.39 per
hour to $14.49 ($14.23+.06+.10+.10) per hour, effective August 22, 2024. Employee
is entitled to an additional .10 cents per hour increase for seven (7) years of
service in the Fire Department. The motion was adopted unanimously by the

B. ID-24-0963 Longevity Pay - Ambulance Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Longevity Pay of a Emergency Medical
Technician from $12.02 per hour to $12.12 ($12.02+.10) per hour, effective August
23, 2024. Employee is entitled to an additional .10 cents per hour increase for one
(1) year of service in the Ambulance Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
C. ID-24-0964 Longevity Pay - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Longevity Pay of a Booking Officer at $11.22
per hour to $11.42 ($11.22+.20) per hour, effective August 24, 2024. Employee is
entitled to an additional .20 cents per hour increase for two (2) years of service in
the Police Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
D. ID-24-0965 Pay Adjustment - VTV (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Videographer from
$12.50 per hour to $14.20 ($12.50+.20+ 1.50) per hour, effective August 21, 2024.
This action is align the employees salary with current standards in the Vicksburg
Television Network Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
E. ID-24-0966 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Longevity Pay of a Field Training Officer
from $21.83 per hour to $22.03 ($21.83+.20) per hour, effective August 25, 2024.
Employee is entitled to an additional .20 cents per hour increase for three (3)
years of service in the Police Department. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
F. ID-24-0967 Termination - Inspection Department (1)

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

Adjournment
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Friday, August 23, 2024, to take up and act upon any and
all matters that may come before the Board.
