Ms. Laura Beth Strickland, of the Vicksburg Convention & Visitors Bureau, came
before the Board to inform the public of the upcoming events at the Vicksburg
Convention & Visitors Bureau for the month of September 2025 and invited the

public to attend. The Mayor and Aldermen thanked Ms. Strickland for attending
the meeting.
B. ID-25-0972 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

Jeff Richardson, Director of Community Development, came before the Board to
discuss and request permission to proceed with the cut, cleanup, and demolition
of the following properties:
1. Bessie E. Dillard Avenue, PPIN 004976; owned by: White Earl L & Dorothy - (Cut
and clean all overgrown grass and weeds from the entire property, remove all
trash and debris from the entire property)
2. 1515 James E. Stirgus Sr. St, PPIN 016827; owned by: Harding Sidney Jr - (Cut
and clean all overgrown grass and weeds from the entire property, remove all
trash and debris from the entire property, remove all inoperable & unlicensed
vehicles)
3. 2717 Pearl Street, PPIN 017270; owned by: Carter Walter & Vivian Estate - (Cut

On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to declare the foregoing properties, which have not
complied, to be a public menace to the health, safety, and welfare of the
community and authorize the Director of Community Development to proceed
with the cut, cleanup, and demolition of structures, with all charges incurred to
be assessed against the property owner(s). In the event an extension is granted,
if the owner(s) has/have not complied at the end of the extension period, the
Director of Community Development is authorized to proceed with the necessary
actions.

On motion of Mayor Thompson, seconded by Alderwoman Bailey, the Mayor and
Aldermen voted to Approve request for radio advertisement in the amount of
$1,180.00 from Mark Jones on behalf of WVBG Radio V105.5 FM and Newstalk
107.7 FM for Warren Central and Vicksburg High School football games in
October and November ($295.00 per month per station). The city is authorized
pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as
amended. The motion was adopted unanimously by the following vote:

E. ID-25-0974 Authorize Mayor to Execute Task Order #9H to General Services
Agreement (GSA), dated November 7, 2023 with Neel-Schaffer to provide
professional services for topographic surveying, design engineering, and
construction engineering/ inspection (CEI) services for a fixed fee of
$21,268.00 for the NRCS EWP Project for Highland Drive

On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Authorize Mayor to Execute Task Order #9H to General
Services Agreement (GSA), dated November 7, 2023 with Neel-Schaffer to
provide professional services for topographic surveying, design engineering, and
construction engineering/ inspection (CEI) services for a fixed fee of $21,268.00
for the NRCS EWP Project for Highland Drive. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey
F. ID-25-0987 Adopt Resolution Authorizing Matching Funds for the 2025 Community
Infrastructure Fund through the Delta Regional Authority

On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Adopt Resolution Authorizing Matching Funds for the 2025
Community Infrastructure Fund through the Delta Regional Authority. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey
Executive Session:
Alderwoman Bailey moved the Mayor and Aldermen to go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Thompson, Alderman
Mayfield, Alderwoman Bailey. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Title Change/Pay Adjustment-Police Department (1);
Pay Adjustment-Fire Department (1); Pay Adjustment-Police Department (1)
The motion was seconded by Alderwoman Bailey. Upon vote being taken, the
following voted aye: Mayor Thompson, Alderman Mayfield,Alderwoman Bailey.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

A. ID-25-0981 Title Change/ Pay Adjustment - Police (1)
On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to approve the Title Change/Pay Adjustment for a Captain
by changing the hourly rate from $35.00 to $40.31, effective July 16, 2025. The
employee's rate of pay will be $40.31 (35.52 base + .35 longevity +1.94 Masters
+1.50 longevity +1.00 Specialized Division).The motion was adopted unanimously
by the following vote:

B. ID-25-0982 Pay Adjustment - Fire (2)
On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to approve the Pay Adjustment for a Firefighter by changing
the hourly rate from $20.39 to $21.14, effective September 3, 2025. The employee
received an Associate of Applied Science Emergency Medical Services
Paramedic degree; Pay Adjustment for a Firefighter by changing the hourly rate
from $21.14 to $22.39, effective September 3, 2025. The employee received a
Bachelor of Applied Science Emergency Management degree.The motion was
adopted unanimously by the following vote:

C. ID-25-0983 Pay Adjustment - Police (1)
On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to approve the Pay Adjustment for Lieutenant (G-Watch) by
changing the hourly rate from $24.86 to $25.06 ($24.86 + $0.20), effective
September 13, 2025. The employee is entitled to an additional .20 cents per hour
for eight (8) years of service. The annual salary will be $55,883.80. The motion
was adopted unanimously by the following vote:

D. ID-25-1021 Come Out of Executive Session and Approve All Items Taken Up in Executive
Session
On motion of Alderwoman Bailey, seconded by, Alderman Mayfield the Mayor
